"Skripsi ini membahas mengenai perbandingan peraturan daerah pajak kendaraan bermotor di Provinsi Lampung. Penelitian ini dilakukan untuk mendapatkan gambaran mengenai peraturan daerah Pajak Kendaraan Bermotor Provinsi Lampung terkait dengan perluasan objek Pajak Kendaraan Bermotor dan perubahan tarif Pajak Kendaraan Bermotor. Skripsi ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui studi lapangan dan studi kepustakaan. Hasil penelitian menunjukan bahwa perbedaan antara Perda No 10 tahun 2008 dengan Perda No 2 tahun 2011 terletak pada perlusan objek pajak dan perubahan tarif dimana kendaraan dinas milik instansi pemerintah merupakan objek pajak dan diberlakukannya pajak progresif Peningkatan Jumlah kendaraan bermotor merupakan faktor yang mendukung pemungutan Pajak Kendaraan Bermotor di Provinsi Lampung sedangkan faktor penghambat pemungutan Pajak Kendaraan Bermotor di Provinsi Lampung adalah kesiapan sistem kurangnya pemahaman Wajib Pajak mengenai pajak progresif.

This undergraduate thesis focused to compare the local regulations about vehicle tax in Lampung Province. The study was conducted to gain insight about the local regulations of vehicle tax related local tax empowerment and change rate about vehicle tax. This undergraduate thesis used qualitative approach through field study and literature study for data collection.

The result showed that there are some differences between Local Regulation No 10 year 2008 and No 2 year 2011 on expansion of local tax object and changes in vehicle tax rates where the vehicles of government institution become an object of local taxation and progressive taxes are applied Increasing the number of vehicle is supporting factor of taxation and the restricting factors are the readiness of the system lack of understanding taxpayer about progressive tax rate."
