"Perubahan iklim tidak hanya menyebabkan terganggunya keseimbangan ekosistem lingkungan namun juga ketidakadilan sosial dan ekonomi. Warga yang hidup di pulau-pulau di Dunia Selatan merupakan komunitas yang terdampak dari fenomena ini padahal mereka bukanlah pelaku utama dalam memroduksi emisi gas rumah kaca. Saat ini warga Pulau Pari di Kawasan Pulau Seribu, Provinsi DKI Jakarta sedang menggugat Holcim, perusahaan semen multinasional yang berbasis di Swiss, dalam litigasi iklim transnasional. Proses litigasi iklim ini diadvokasi oleh tiga organisasi non-pemerintah (NGO) dari Global Utara dan Global Selatan yang saling berjeraring, yaitu Hilfswerk der Evangelischen Kirchen Schweiz (HEKS) dari Swiss, European Center for Constitutional and Human Rights (ECCHR) dari Jerman dan Wahana Lingkungan Hidup (WALHI) dari Indonesia. Beberapa kali litigasi iklim transnasional belum pernah berhasil untuk dimenangkan. Hal ini memunculkan pertanyaan mengapa ketiga NGO ini mengadvokasi litigasi iklim Pulau Pari melawan Holcim? Melalui pendekatan jejaring advokasi transnasional atau transnational advocacy network (TAN), penelitian ini menganalisa secara kualitatif strategi NGO Utara dan NGO Selatan dalam mengadvokasi warga Pulau Pari melalui proses kampanye seputar litigasi iklim. Dengan proses wawancara terhadap representasi setiap NGO dan penggugat serta ditunjang oleh studi literatur, ditemukan bahwa pola bumerang yang dipopulerkan oleh Keck dan Sikkink (1998) belum berhasil digunakan untuk menekan Pemerintah Indonesia bertindak dalam kasus litigasi iklim ini. Sedangkan strategi pola bumerang terbalik yang dipopulerkan oleh Pallas (2016) cenderung memberikan hasil untuk menekan Pemerintah Swiss untuk merespon pentingnya perusahaan penghasil emisi tinggi (carbon majors) bertanggung jawab atas dampak perubahan iklim. Dengan begitu dapat dilihat bahwa strategi jejaring advokasi transnasional dengan pola bumerang tidak selalu berhasil dalam mengupayakan penyelesaian kasus-kasus transnasional.

Climate change not only disrupts the balance of environmental ecosystems but also leads to social and economic injustices. People living on islands in the Global South are among the communities impacted by this phenomenon, despite not being the primary contributors to greenhouse gas emissions. Currently, residents of Pari Island in the Thousand Islands region, Jakarta Province, are suing Holcim, a multinational cement company based in Switzerland, in transnational climate litigation. This climate litigation is advocated by three non-governmental organizations (NGOs) from the Global North and South: Hilfswerk der Evangelischen Kirchen Schweiz (HEKS) from Switzerland, the European Center for Constitutional and Human Rights (ECCHR) from Germany, and the Indonesian Forum for the Environment (WALHI) from Indonesia. Transnational climate litigation has rarely been successful, raising the question of why these three NGOs are advocating for the climate litigation of Pari Island against Holcim. Using the transnational advocacy network (TAN) approach, this study qualitatively analyzes the strategies of Northern and Southern NGOs in advocating for Pari Island residents through climate litigation campaigns. Interviews with representatives from each NGO and the plaintiffs, supported by literature studies, reveal that the boomerang pattern popularized by Keck and Sikkink (1998) has not succeeded in pressuring the Indonesian government to act on this climate litigation case. In contrast, the inverse boomerang strategy popularized by Pallas (2016) has tended to yield results in pressuring the Swiss government to respond to the importance of holding high-emission companies (carbon majors) accountable for the impacts of climate change."
