"Penelitian ini akan menganalisis best practice pada unsur-unsur kapabiltas dynamic governance dalam kebijakan transformasi digital pelayanan Bea Perolehan Hak Atas Tanah Dan Bangunan (BPHTB) di Provinsi DKI Jakarta sehingga dapat terbentuk sebuah kebijakan yang adaptif yang tertuang pada Peraturan Gubernur Provinsi DKI Jakarta Nomor 34 Tahun 2022. Metode penelitian yang digunakan kualitatif dengan pendekatan postpositivisme. Pisau analisis pada penelitian ini adalah Teori Dynamic Governance Neo dan Chen (2007). Pengumpulan data dilakukan melalui studi dokumentasi dan wawancara dengan penyusun kebijakan dan pelaksana kebijakan. Hasil penelitian ini menunjukan bahwa terwujudnya sebuah kebijakan yang adaptif bergantung pada kapasitas organisasi melalui thinking ahead, thinking again, serta thinking across. Kemampuan ini sebagian besar berasal dari sumber daya manusia terutama kepemimpinan yang ada pada Badan Pendapatan Daerah Provinsi DKI Jakarta yang mampu menggerakan able people untuk menjawab permasalahan dan isu-isu pada pelayanan BPHTB yang didukung oleh agile process. Able people pada Badan Pendapatan Daerah Provinsi DKI Jakarta menjadi pembuat jalur pada penyusunan kebijakan dan strategi yang dinamis dan dukungan Agile process dalam bentuk tersusunnya Rencana Strategis yang kemudian tertuang dalam rencana aksi Kegiatan Strategis Daerah dan tersedianya alokasi anggaran untuk melakukan transformasi digital pajak daerah dan pengembangan able people yang memungkinkan terwujudnya kebijakan adaptif.

This research will analyze best practices on the elements of dynamic governance capabilities in digital service transformation policies for Land and Building Rights Acquisition Fees in the Special Capital Region of Jakarta Province so that an adaptive policy can be formed as stated in the Regulation of the Governor of DKI Jakarta Province Number 34 of 2022.The research method used is qualitative with a postpositivist approach. The analytical tool in this research is Neo and Chen's (2007) Dynamic Governance Theory. Data collection was carried out through documentation studies and interviews with policy makers and policy implementers. The results of this research show that the realization of an adaptive policy depends on the organization's capacity to thinking ahead, thinking again, serta thinking across. This ability largely comes from human resources, especially the leadership in the Regional Revenue Agency of the Special Capital Region of Jakarta Province which is able to mobilize the able people to respond problems and issues in Land and Building Rights Acquisition Fee services which are supported by agile processes. Able people in the Regional Revenue Agency of the Special Capital Region of Jakarta Province are the path makers in the preparation of dynamic policies and strategies and the support from Agile process in the form of the preparation of a Strategic Plan which is then contained in the Regional Strategic Activity action plan and the availability of budget allocations to carry out digital transformation of regional taxes and development of capable communities that enable the realization of adaptive policies."

"Perusahaan XYZ merupakan perusahaan media dan komunitas yang menerapkan Scrum dalam proses pengembangan aplikasi pendukung bisnis utama. Hasil identifikasi masalah melalui wawancara dengan Chief Technology Officer dan Chief Product Officer menunjukan bahwa salah satu akar permasalahan yang terjadi adalah ada Scrum Events yang tidak terlaksana dan tim Scrum tidak mengimplementasikan panduan Scrum dengan tertib. Penelitian ini mengevaluasi tingkat kematangan implementasi Scrum menggunakan Standard CMMI Appraisal Method for Process Improvement (SCAMPI C). Peneliti menggunakan Scrum Maturity Model (SMM) sebagai model untuk menghitung kematangan. SMM ini telah diperbarui dengan mengikuti Scrum Guide 2020 dan best practices Scrum tahun 2020- 2021 yang diperoleh dari studi literatur. Peneliti juga menyebarkan kuesioner kepada 33 orang responden yaitu tim produk dan tim teknologi XYZ untuk afirmasi pencapaian appraisal. Penelitian ini merekomendasikan perbaikan implementasi menggunakan pendekatan Plan, Do, Check, Act (PDCA) Cycle oleh Deming’s. Hasil evaluasi tingkat kematangan implementasi Scrum di XYZ adalah Level 2. Peneliti merekomendasikan beberapa praktik perlu diterapkan dan ditingkatkan di Objectives Scrum Role Exist, Scrum Meetings Occur and are Participated, dan Daily Scrum Successed. Jika diterapkan secara konsisten, diharapkan dapat memperbaiki kualitas implementasi Scrum di XYZ.

XYZ Company is a media and community company that app;lies Scrum in the process of developing key business support applications. The results of problem identification through interviews with the Chief Technology Officer and Chief Product Officer showed that one of the root causes of the problem was that Scrum Events were not implemented and the Scrum team did not implement the Scrum guidelines strictly. This research evaluates the maturity level of Scrum implementation using the Standard CMMI Appraisal Method for Process Improvement (SCAMPI C). Researchers used the Scrum Maturity Model (SMM) as a model for calculating maturity. This SMM has been updated by following the 2020 Scrum Guide and Scrum best practices in 2020-2021 obtained from the literature study. We also distributed questionnaires to 33 respondents from the product team and the XYZ technology team, to affirm the appraisal result. This research recommends implementation improvements using the Plan, Do, Check, Act (PDCA) Cycle approach. The results of Scrum implementation maturity assesment is on Level 2. We recommend some practices to be implemented and improved in the objectives of (a) Scrum Role Exist; (b) Scrum Meetings Occur and are Participated; and (c) Daily Scrum Succeed. If applied consistently, XYZ will have quality improvement in Scrum implementation."

"ABSTRAKPenelitian ini bertujuan untuk menentukan alternatif optimalisasi pemanfaatan tanah yang berlokasi di Lot 1 SCBD Jakarta milik Sekretariat Jenderal Kementerian Keuangan dengan mempertimbangkan actual use dan potential use. Tanah tersebut merupakan sebuah tanah kosong yang belum dimanfaatkan. Metode penelitian yang digunakan adalah kualitatif dengan menggunakan metode analisis Highest and Best Use HBU . Dalam Analis HBU, tiga kriteria yang harus dipenuhi yaitu memungkinkan secara fisik, diijinkan oleh peraturan dan harus layak secara keuangan. Analisis HBU didahului dengan analisis pasar untuk membatasi alternatif penggunaan. Hasil penelitian menyatakan bahwa berdasarkan analisis aspek fisik, analisis peraturan serta keuangan, Penggunaan Tertinggi dan Terbaik/Highest and Best Use pada objek penelitian adalah peruntukan sebagai perkantoran dengan nilai pasar Rp185.158.285,00/m2.

ABSTRACTThis research aims to determine alternatives to optimize the utilization of land which is located in Lot 1 SCBD Jakarta that belongs to the Secretariat General of The Ministry of Finance by considering the actual use and the potential use. The research object is a vacant land that has not been utilized. In Highest and Best Use analysis, three criteria must be met, which are physically possible, legally permissible and financially feasible. Highest and Best Use analysis is preceded by a market analysis that will limit the alternative uses. The result of this research shows that based on market analysis, physical analysis, legal analysis, and financial analysis, The Highest and Best Use for object research is as an office with market value Rp185.158.285,00 m2."

"Penelitian ini mengeksplorasi penggunaan metafora yang diucapkan oleh karakter utama dalam film "Who Am I: Kein System Ist Sicher", yang juga dikenal sebagai "Who Am I: No System Is Safe" dalam bahasa Inggris. Penelitian ini bertujuan untuk mengidentifikasi jenis dan makna metafora dalam film dan untuk memahami fungsi dari metafora-metafora tersebut dalam konteks tertentu. Penelitian ini menggunakan pendekatan semantik berdasarkan pada buku "Introducing Metaphor" oleh Knowles & Moon (2006) dan klasifikasi metafora oleh Stephen Ullman (1972) untuk menjelaskan metafora dengan metode analisis deskriptif. Identifikasi metafora dilakukan berdasarkan Metaphor Identification Procedure (MIP) oleh Pragglejaz Group (2007). Temuan penelitian ini menunjukkan bahwa terdapat 33 metafora dalam film ini: 31 metafora abstrak dan 2 metafora hewan. Hasilnya juga membuktikan bahwa metafora memiliki fungsi yang sangat fleksibel karena fungsi metafora dapat disesuaikan berdasarkan konteks yang berbeda dan kebutuhan yang berbeda.

This paper explores the usage of metaphors uttered by the main character in the movie “Who Am I: Kein System Ist Sicher”, also known as “Who Am I: No System Is Safe” in English. This paper aims to identify the types and meanings of metaphors in the movie and to understand the function that metaphors serve in a given context. This paper takes on a semantic approach based on “Introducing Metaphor” by Knowles & Moon (2006) and metaphor classifications by Stephen Ullman (1972) to explain the metaphors with a descriptive analysis method. The identification of metaphors is done based on Metaphor Identification Procedure (MIP) by Pragglejaz Group (2007). Findings of this paper show that this movie contains 33 metaphors: 31 abstract metaphors and 2 animal metaphors. The results also prove that metaphors have highly versatile functions as they are accustomed accordingly based on different contexts and different needs."
