Teka-teki stabilitas dan keamanan Asia Timur sebagian besar ditimbulkan oleh keengganan Korea Utara untuk membongkar persenjataan nuklirnya walaupun telah mendapat tekanan dunia internasional. Meski demikian, perkembangan terakhir menunjukkan bahwa sikap Pemimpin Tertinggi Korea Utara Kim Jong Un mulai melunak, terbukti dengan ditandatanganinya Deklarasi Panmunjom pada tanggal 27 April 2018. Dengan menggunakan kerangka kerja analisis Regional Security Complex Theory (RSCT) sebagaimana dituliskan oleh Buzan dan Waver (2003), artikel ini berargumentasi bahwa perubahan kebijakan tersebut merupakan bagian dari respon Korea Utara terhadap dinamika keamanan kawasan Asia Timur. Tulisan ini menganalisis empat variabel esensial di security complex Asia Timur, yaitu batas geografis, struktur anarki, polaritas, dan konstruksi sosial. Penelitian ini menemukan bahwa terjadi perubahan persepsi Korea Utara terhadap pola amity-enmity, yakni konstruksi sosial di kawasan. Dengan tingginya kompleksitas keamanan yang terjadi di kawasan Asia Timur, Korea Utara memilih untuk terus melakukan pengembangan nuklirnya dan uji coba rudal balistik. Korea Utara mengeluarkan kebijakan tersebut sebagai strategic equalizer. Dengan demikian, keamanan Korea Utara dapat terus terjamin dari ancaman eksternal seperti Amerika Serikat dan sekutunya.


The East Asian stability and security conundrum is partially caused by the unwillingness of North Korea to dismantle its nuclear armaments despite international pressure. However, recent development shows that North Korean Supreme Leader Kim Jong Un has adopted a milder stance as he signed Panmunjom Declaration on 27 April 2018. Using Regional Security Complex Theory (RSCT) prescribed by Buzan and Waver (2003) as the framework of analysis, this paper argues that the unprecedented change of policy is a part of North Korean response towards the dynamics of regional security in East Asia. In this paper, the four essential variables of East Asia security complex are being analyzed, namely geographical boundary, anarchic structure, polarity and social construction. It is found that there has been a change in North Koreas perception of the amity-enmity pattern, that is, the social construction of the region. With the high complexity of security in East Asia, North Korea chose to continue developing its nuclear and ballistic missile tests. North Korea issued that policy as a strategic equalizer. Thus, North Korea can be guaranteed to secure their security from external threats such as the United States and its allies.
