"This paper examines the hypothetical links between the languages of Japan and the languages of ASEAN countries and beyond. The common belief is that the Japanese languages are excluded from the ASEAN languages, but this paper attempts to hypothesize that the Ainu language of Japan belongs to the Austronesian stocks. Therefore several hypotheses are proposed to account for the possible links between the Ainu and the Japanese language and the languages of ASEAN countries and beyond. Basically there are two routes in which the languages of Japan received the influence in the early stage of developments. There is the northern route, which originates from the Altaic source and the southern route, from the Southeast Asian languages mainly the Austronesian language family. It is concluded that the languages of Japan received the influence from both the northern and southern routes plus some other countries."

Perubahan yang cepat di lingkungan regional dan derasnya arus globalisasi jelas memunculkan tantangan-tantangan baru yang jauh lebih berat bagi ASEAN. Pengalaman di masa lalu dan sekarang menunjukkan bahwa tanpa mekanisme kelembagaan yang memadai, termasuk yang bersifat regional kemajuan tidak mudah diraih. Mekanisme kelembagaan ini akan membantu mengumpulkan sumber daya dengan lebih efektif, seperti biaya bersama dan disribusi perolehan dengan lebih setara. ASEAN memerlukan konsolidasi kerjasama regional dan peningkatan kapasitasnya untuk bertindak dalam lingkup internasional. Ini memerlukan penyesuaian organisasi dan penerapan identitas internasional. ASEAN perlu memajukan integrasi yang lebih besar dan memiliki personalitas hukum. Agar memenuhi tantangan tersebut, ASEAN perlu memastikan bahwa perjanjian-perjanjian ASEAN dilaksanakan secara efektif. Dan perancangan Piagam ASEAN berlaku sebagai langkah penting menuju pemenuhan persyaratan tersebut.

Penandatanganan Piagam ASEAN Desember 2008 menandai babak baru ASEAN dari kerjasama yang bersifat persaudaraan? menjadi organisasi yang berdasarkan suatu komitmen bersama yang mengikat secara hukum. Dengan kejelasan visi, tujuan, perbaikan struktur organisasi, adanya mekanisme pengambilan keputusan dan mekanisme penyelesaian konflik, serta peningkatan peran dan mandat Seketariat ASEAN, diharapkan dapat lebih menjamin implementasi kesepakatan-kesepakatan ASEAN yang telah dicapai. Piagam ASEAN akan memberikan ASEAN dasar yang kokoh bagi kerjasama intra regional dan bagi peran internasional yang lebih efektif.

ABSTRACT

Rapid changes in the scope of regional and swift currents of globalization clearly raises new challenges that much harder for ASEAN. The past and present experience shows that without adequate institutional mechanism, including those that are regionally progress hardly to achieved. ASEAN needs regional cooperation consolidation and increase its capacity to act in international scope. This requires organizational adjustments and application of international identity. ASEAN needs to promote a large integration and have the legal personalities. In order to meet such challenges, ASEAN needs to ensure that the ASEAN agreements implemented effectively. The design of the ASEAN Charter is applicable as important step towards fulfilling these requirements.

The signing of ASEAN Charter in December 2008 marks a new phase of ASEAN from ?brotherhood cooperation? into an organization based on a shared commitment which is legally binding. With clear vision, goals, improvement of organization structures, decision-making mechanism and mechanism of conflict resolution, increasing role and mandate of the ASEAN Secretariat, is expected to a better ensure of the implementation of all agreements that has been achieved. The ASEAN Charter will give ASEAN a well-built foundation for intra-regional cooperation and more effective international role.
