"The urban slum area was interesting to be investigated based on three reasons: physical, socio-economy, and moral dimension. Seen from health description only physical condition and social economic condition. Physical condition describes the real type of the slum settlement zone. It can be seen in the zoning settlement pattern, the layout of the inside house as if the guest room, sleeping room and kitchen are in one room. And social economic condition describes how real the systems of relationship based on kinship and similar origin region system, firendship or neighbourhood system, mutual cooperation, mutual aid in the happiness, and mutual aid in the mourning situation are. Economic condition describes the results of the adaptive process to their physical and social environment, in order that they are still alive, they work as becak drivers, man bag building workers, and sell for a living? Data were obtained through collection obserapsi, in depth interviews and documentation. The type of research is qualitative descriptive, by way of determination and decision by the informants was purposive manner in which the informant was deliberately retrieved and determined based on data needs. The conclusion can be drawn from this paper is that the behavior of people in slums settlement in Kelurahan Pampang in relation to social, cultural and economic conditions can be described in the pattern of relationship between kinship, the friends relationships, neighborly relations, mutual cooperation, mutual help in terms of joy and sorrow, pattern of the relationship of competition and conflict, and solidarity in the Islamic religious holiday and the National, as well as their adaptation patterns in relation to economic needs."

Konsep ini masih terus dikembangkan dalam upaya mencari mekanisme penanganan perkara pidana yang menjamin tercapainya tujuan dari bekerjanya hukum pidana, bekerjanya system peradilan pidana termasuk didalamnya kualifikasi tindak pidana dan model penanganannya. Konsep yang secara internal berkembang dalam berbagai masyarakat bangsa-bangsa di dunia. Konsep ini akan terus berkembang seiring pengalaman, dan hal ini membantu menjelaskan mengapa konsep restorative justice menjadi sangat diperdebatkan."
