"[Berawal dari belum adanya hukum pertanahan yang berpihak kepada kepentingan rakyat Indonesia, Landreform melalui Undang-undang Pokok Agraria sebagai pembaharuan diharapkan dapat meningkatkan kesejahteraan rakyat Indonesia. Undang-undang yang berlaku sejak Indonesia merdeka sampai tahun 1960 masih mempergunakan undang-undang yang dibuat oleh Pemerintah Kolonial Belanda. Berdasarkan kepentingan yang berbeda, maka undang-undang mengenai pertanahan yang sesuai dengan kepentingan rakyat Indonesia harus segera dibuat. Fokus penelitian ini adalah dampak landreform bagi rakyat khususnya petani di Kediri Jawa Timur. Penelitian diawali dengan membahas kehidupan sosial petani di Kediri, pemanfaatan tanah sebelum adanya landreform, Undang-Undang Pokok Agraria dirumuskan dan pelaksanaannya di tingkat nasional hingga tingkat desa, serta dampak bagi petani di Kediri. Skripsi ini mengambil tahun penelitian dari 1960 sampai dengan 1966 sebagai awal dari Undang-undang Pokok Agraria dan pelaksanaannya

From the beginning of Indonesian independence until 1960, Indonesia still enforces the law from the Dutch colonial government. Under the circumstances thereof needs to have a new agrarian law in accordance with Indonesian people. This thesis focused on the impact of land reform for the people, especially for peasants in Kediri, East Java. This research begins with their social lives, the use of land before land reform, then formulation of Undang-Undang Pokok Agraria, and the implementation of the law in national level to the village with the impact felt by peasants in Kediri. This thesis focused in the year 1960 until 1966 as the birth of Undang-Undang Pokok Agraria and its implementation

"Penerapan reformasi administrasi merupakan sesuatu yang sangat penting dilaksanakan.Untuk mengetahui hasil penerapan reformasi administrasi perlu dilakukan analisis.Sebagai tempat penelitian dipilih Sekretariat Jenderal DPR RI yang baru saja menerapkan reformasi administrasi di lingkungannya. Permasalahan yang terjadi sebelum proses reformasi birokrasi adalah belum adanya budaya kerja di lingkungan Setjen DPR RI, serta kesiapan dari para karyawan dalam penerapan Reformasi Administrasi.
Secara umum tujuan reformasi administrasi adalah mewujudkan kepemerintahan yang baik, didukung oleh penyelenggaraan negara yang professional, bebas Korupsi, Kolusi dan Nepotisme (KKN) dan meningkatkan pelayanan kepada masyarakat sehingga tercapai pelayanan prima. Guna mencapai tujuan tersebut dilakukan dengan reformasi administrasi dalam hal penataan budaya kerja, penataan Undang-Undang (UU), kelembagaan, ketatalaksanaan, SDM, Pengawasan, akuntabilitas kinerja, dan pelayanan publik.
Penelitian ini menggunakan pendekatan kualitatif dengan wawancara secara mendalam terhadap narasumber internal dan eksternal, seperti Sekretaris Jenderal DPR RI Winantuningtyastiti, Kepala Biro Analisa Anggaran dan Pelaksanaan APBN Drs. Setyanta Nugraha MM, Kepala Biro Hukum dan Panlak UU Rudi Rochmansyah SH, M.H ,Kepala Biro Humas dan Pemberitaan Drs.Djaka Dwi Winarko,M.Si. Sementara dari narasumber eksternal yaitu Koordinator FITRA Ucok Sky Khadafi, dan Ketua BURT DPR RI Roemkono. Pengumpulan data primer kualitatif menggunakan teknik wawancara, sementara data sekunder menggunakan studi kepustakaan, studi dokumen dan observasi.
Hasil penelitian ini menyimpulkan bahwa implementasi reformasi administrasi di lingkungan Setjen DPR RI tidak efektif. Untuk perbaikan disarankan Setjen DPR RI harus meningkatkan kemampuan SDM guna menunjang tugas fungsinya dalam memberikan dukungan terhadap Dewan khususnya dukungan keahlian. Selain itu perlunya sosialisasi terus menerus mengenai implementasi Reformasi Birokrasi kepada para karyawan sehingga mereka lebih siap dalam menghadapi perubahan di berbagai bidang. Terakhir yaitu, mendorong penggunaan Teknologi Informasi dan Komunikasi (TIK) dalam berbagai unit kerja sehingga pekerjaan menjadi semakin cepat, tepat, efisien dan efektif.

The general objective of administrative reform is to embody the good governance, supported by a professional state administration, which is free from corruption, collusion and nepotism ( KKN ) and improve civil services in order to achieve service excellence. In achieving these objectives needs arrangement of administrative reform in terms of work culture, restructuring institutional law, management, human resources, supervision, performance accountability, and public service. To find out about the implementation of administrative reform in the SGHR, analysis of the implementation of administrative reform needs to be conducted on above aspects.
This research applied a qualitative approach with in-depth interviews to internal and external sources persons, such as the Secretary General of the House of Representatives, Winantuningtyastiti, Head of the Bureau of the Budget Analysis and Implementation of Budget, Setyanta Nugraha M.M, Head of Legal and Law, Rudi Rochmansyah SH, MH ,and Head of Public Relations and News Drs. Djaka Dwi Winarko M.Si. The external source persons namely Chairman of The Household Affairs (BURT) Roemkono and Coordinator of FITRA, Ucok Sky Khadafi. Secondary data collection is through literature study, the study of documents and observation.
The conclusion of the research is that the implementation of the administrative reform in the SGHR is not effective. Some recommendations to improve the implementation is by improving the ability of its Human Resource in providing support and expertise to the parliament. Socialization of the implementation of administrative reform needs to be conducted simultaneously to prepare the employee to deal with changes in various fields better. The use of Information and Communication Technology (ICT) in various units is important to enable the employees work more quickly, accurately, efficiently and effectively."
