"Pemerintah menetapkan kebijakan kuota pencalonan perempuan di parlemen atas kesadaran bahwa perempuan masih sering mengalami banyak tantangan ketika ingin memasuki area politik. Kebijakan kuota perempuan pada dasarnya baik untuk mendorong partisipasi perempuan di parlemen, tetapi pertanyaan penting yang mesti diangkat adalah apakah perempuan di parlemen saat ini telah mampu membawa perubahan pada lingkungan parlemen yang didominasi oleh laki-laki. Pada studi ini, penulis menguji apakah perempuan di parlemen memiliki pengaruh pada level korupsi dan anggaran untuk bantuan sosial, menggunakan data panel sebanyak 363 kabupaten/kota tahun 2009-2017 and menggunakan metode fixed effects dan model logit.
Studi sebelumnya pada umumnya menemukan hasil yang tidak konsisten dan lebih banyak menggunakan unit analisis antar-negara. Secara umum, penulis menemukan bahwa di Indonesia proporsi perempuan di parlemen tidak memiki pengaruh pada korupsi, tetapi perempuan memiliki pengaruh secara positif pada anggaran untuk bantuan sosial di pulau non-Jawa. Apabila dilihat secara komposisi berdasarkan jenis partai dan pulau, ditemukan hasil yang berbeda. kabupaten/kota dengan alokasi kursi untuk partai Islam yang lebih besar di parlemen mengalami korupsi anggaran yang lebih sedikit, sementara hal yang sebaliknya terjadi pada kabupaten/kota dengan alokasi kursi yang lebih banyak untuk partai nasionalis.
The gender quota in parliament was implemented in response to the realization that women have often experienced inclusion from formal political processes. While the gender quota is in itself a good policy, one question that must be raised is whether women in parliament can make a substantive difference in a male-dominated network in a legislative body. In this study, I investigate whether the ratio of female in parliament is related with lower corruption and bigger spending on social assistance, utilizing panel data of about 363 districts/cities from 2009-2017 and employing fixed effects method and logit model.Previous studies results are generally mixed, not universal, and mostly employ cross-country level. In general, I find that in Indonesia the share of women in parliament is not associated with less corruption, but in terms of social assistance spending, their participation can influence government spending to allocate the budget more for social assistance in non-Java island. Breaking down the result to women from Islamic parties, Java and non-Java, the pattern yields interesting result. Localities with greater votes for Islamic parties in local parliament experience lower budget corruptions, while the reverse is the case for nationalist secular parties."
