"Tesis ini membahas mengenai penggunaan sistem informasi yang diwajibkan pada berbagai peraturan perundang-undangan yang terkait dengan pemberian pelayanan publik. Sistem informasi yang diperoleh antara lain dari dana APBN dan Kerjasama Pemerintah dan Swasta merupakan barang milik negara yang harus dimanfaatkan secara optimal untuk meningkatkan kualitas layanan publik dan kontribusi penerimaan negara serta dapat dipertanggungjawabkan oleh aparatur administrasi negara sesuai peraturan perundang-undangan.
Penelitian ini adalah penelitian kualitatif dengan menggunakan metode penelitian yuridis normatif dan menggunakan desain deskriptif. Hasil penelitian ini menyarankan bahwa dalam pengembangan dan pemanfaatan sistem informasi, diperlukan sumber daya manusia yang baik, koordinasi dengan pemerintah (Menkominfo/Detiknas) dan menyarankan badan-badan publik untuk meneliti lebih seksama lagi potensipotensi penerimaan negara bukan pajak yang dapat diperoleh dari berbagai layanan informasi publik kemudian menindaklanjutinya dengan melakukan revisi Peraturan Pemerintah mengenai Penerimaan Negara Bukan Pajak.

This research aimed to analyze the compulsory applying of information system in various related laws in line with public service. The existing information system comprises state budget and collaboration between Government and private sector. It is an asset of state which must be used maximally in order to increase publicservice quality and also its share to the state's revenue and in addition, its accountability can be done by state official in accordance with prevalent law.
The research is a qualitative format that adopts normative jurisdiction method and descriptive design. The Results of research advice the development and information system usefulness still needs competent human resourse, coordination among government (Ministry of Communication and Information/Detiknas) and also advice various public institutions to explore thoroughly about non tax resources that can be explored from many kinds of public services, and then follow up by revising the government decree in the field of non tax.

"Perkembangan teknologi yang pesat telah mendorong organisasi untuk melakukan transformasi digital dalam memberikan layanan publik kepada masyarakat, termasuk pada Korps Lalu Lintas (Korlantas) Kepolisian Republik Indonesia (Polri). Korlantas Polri terus menciptakan inovasi guna memberikan layanan publik yang prima kepada masyarakat salah satunya dengan meluncurkan layanan SIM Nasional Presisi (SINAR) pada aplikasi Digital Korlantas pada 13 April 2021. SINAR digunakan untuk melakukan perpanjangan SIM A dan SIM C dimana saja dan kapan saja melalui perangkat mobile. Sejak diluncurkan hingga saat ini belum pernah dilakukan evaluasi kebergunaan layanan SINAR pada aplikasi Digital Korlantas, oleh karena itu diperlukan evaluasi kebergunaan guna meningkatkan kepuasan masyarakat dalam menggunakan aplikasi dan meningkatkan jumlah pengguna aktif yang melakukan perpanjangan SIM melalui layanan SINAR. Pada penelitian ini dilakukan evaluasi kebergunaan layanan SINAR pada aplikasi Digital Korlantas dengan metode System Usability Scale (SUS) disertai dengan saran dari pengguna. Analisis kuantitatif melalui penghitungan skor rata-rata SUS layanan SINAR dan analisis kualitatif didapatkan dari pengategorian saran untuk mengetahui kondisi nyata dari pengguna terhadap layanan SINAR. Sebanyak 491 responden berpartisipasi dalam pengisian kuisioner SUS dan saran terhadap layanan SINAR. Hasil perhitungan rata-rata skor SUS diperoleh sebesar 71,96 dengan kategori grade C good. Selanjutnya, terdapat tujuh kategori permasalahan melalui pendekatan thematic analysis berdasarkan saran pengguna dengan hasil 41% pengguna mengalami permasalahan pada fungsionalitas sistem/aplikasi. Hasil rekomendasi perbaikan layanan SINAR dapat membantu Polri untuk meningkatkan kegunaan aplikasi dan kepuasan pengguna sehingga berdampak pula pada peningkatan layanan publik kepada masyarakat yang tentu menaikkan trust public terhadap Polri.

Rapid technological developments have encouraged organizations to carry out digital transformation in providing public services to the community, including the Traffic Corps (Korlantas) of the Indonesian National Police (Polri). Korlantas Polri continues to innovate in order to provide excellent public services to the community, one of which is by launching SIM Nasional Presisi (SINAR) service on the Digital Korlantas application on April 13 2021. SINAR is used to extend SIM A and SIM C anywhere and anytime via a device mobile. Since it was launched until now there has never been an evaluation of the usability of the SINAR service on the Digital Korlantas application, therefore an evaluation of its usability is needed to increase people's satisfaction in using the application and increase the number of active users who extend their SIM through the SINAR service. In this research, an evaluation of the usability of the SINAR service in the Digital Korlantas application was conducted using the System Usability Scale (SUS) method, accompanied by user suggestions. Quantitative analysis was performed by calculating the average SUS score of the SINAR service, and qualitative analysis was obtained through categorizing suggestions to determine the actual conditions of users regarding the SINAR service. A total of 491 respondents participated in filling out the SUS questionnaire and providing suggestions for the SINAR service. The average SUS score calculation resulted in 71.96, categorizing it as grade C, good. Furthermore, there were seven categories of issues identified through thematic analysis based on user suggestions, with 41% of users experiencing problems related to the functionality of the system/application. The recommended improvements to the SINAR service can help the Indonesian National Police (Polri) enhance the usability of the application and user satisfaction, consequently leading to an improvement in public services provided to the community and increasing public trust in the police force."

"Sistem Informasi saat ini telah menjadi kepentingan bagi setiap organisasi pemerintah dalam membantu kegiatan operasionalnya. Melalui Sistem Informasi, berbagi akses informasi dan data antar organisasi pemerintah merupakan kebutuhan utama dalam meningkatkan pelayanan kepada masyarakat. Hampir setiap organisasi pada instansi pemerintah memiliki kegiatan yang saling terkait satu dengan lainnya, sehingga diperlukan Interoperabilitas antar Sistem Informasi pada tiap organisasi. Namun karena kurangnya perhatian tiap organisasi pemerintah untuk berbagi akses informasi dan data serta belum adanya model Interoperabilitas antar Sistem Informasi yang dijelaskan secara eksplisit dalam kebijakan pemerintah melalui Instruksi Presiden Nomor 3 Tahun 2003 tentang Kebijakan dan Strategi Nasional Pengembangan e-Government maupun pada Blueprint (Cetak-Biru) Sistem Aplikasi e-Government, maka penerapan Interoperabilitas belum bisa terlaksana pada setiap pengembangan Sistem Aplikasi e-Government. Oleh karenanya penelitian ini dilakukan untuk mendapatkan bentuk model Interoperabilitas berdasarkan studi kasus Sistem Informasi Kependudukan dan Perpajakan. Penelitian ini diawali dengan proses pengumpulan dan pengolahan data literaturyang dibutuhkan untuk mendapatkanarahan, metode dan model arsitektur dasar interoperabilitas. Model arsitektur yang menjadi dasar interoperabilitas sistem informasi tersebut adalah model Web Services dengan metode Representation State Transfer (REST). Melalui Model Web Service ini kebutuhan interoperabilitas antar sistem informasi perpajakan dan kependudukan dipetakan berdasarkan keterkaitan skema data wajib pajak dan penduduk, sehingga menghasilkan model interoperabilitas antar sistem informasi kependudukan dan perpajakan. Dalam perancangannya metode REST menggunakan model arsitektur berorientasi pada sumberdaya informasi atau umumnya disebut Resources Oriented Architecture (ROA). Hasil rancangan tersebut diimplementasikan melalui pemrograman Web dengan menggunakan bahasa preprosesor PHP dan database MySQL. Untuk mengetahui proses interoperabilitas antar sistem informasi tersebut, maka dilakukan pengujian proses pengambilan data antar kedua sistem informasi yang berbeda platform database dan lokasi secara fisik. Dengan adanya penelitian ini diharapkan model yang dihasilkan secara generik dapat menjadi rekomendasi untuk pengembangan sistem aplikasi e-Government.

Information System has became the interest of government organization in assisting operational activities. Through the Information System, shared information access and data among government organizations is a key requirement in improving service to the community. Almost every organization in government agencies have activities related to one another, so interoperability is necessary among information systems at each organization. However, lack of attention in each governmental organizations to share information access and data, and lack of interoperability model between information systems is described explicitly in government policy through Presidential Instruction No. 3 of 2003 concerning National Policy and Development Strategy of e-Government, and the Blueprint of e-Government Applications System, the implementation of interoperability can not materialized in the development of each Application System. Therefore this research is conducted to obtain the form of interoperability model based on case studies of Civil Information System and Taxation Information System. This research began with literature collection and data processing that are required to get a reference to methods and architectural of interoperability model. Web Services with the Representation State Transfer (REST) method is architecture model which is the basic interoperability model of information system. Through this Web Service Model, the needs of interoperability between civil dan tax information systems is based on the mapped of data scheme between civil dan taxable, resulting in interoperability model between information systems. In the design, REST method using Resources Oriented Architecture (ROA). The design results are implemented through the web programming languages using PHP and MySQL database. To find out the process of interoperability between information systems, the testing process is done through data exchange between the two information systems of different platforms and database physical location. The expected results from this research is the generated model can be a genericrecommendation for the e-Government Application System Development."

"the increasing of dengue fever disease cases has taken a lot of victims. along with the rains, epidemic, which is infected by Aedes aegypti mosquito, expand massively in Indonesia. data in public health department Bandung mention amount of dengue fever cases since January 2004 until April 2004 have reached 2283 case with 18 cases pass away. there is special guidance for society, elite figure, health worker, and the related sector in order to prevent andlimit the spreading of dengue fever disease. however, until today the effort has not been reduced infection number. activity to prevent and eradicate of dengue fever disease ought to be supported by powerful information system in order to control and manage dengue fever disease case effectively. when infectious disease happened, traditionally, sureilans epidemiology mark petients location on the paper map, and store patients data base in computer. but this method cannot build the link between patients data base with spatial data. therefore, at this research will be developed a new method by using information system which base on both textual and geographical reference. with this design implementation the improvement in detection speed, management and control from infectious of dengue fever disease faster in the next period so that easier to consider specific precaution. this geographical information system also serve the purpose of the appliance assist to prevent the movement of disease to environmet through buffering meachanism. to facilitate related party obtain information, this application provide information which can be accessed through base on web intranet."

"Government and public service systems in the E Government era are demanded to be transparent, effective, efficient, accountable and useful in society. These are the challenges that has to be faced by government institutions in conducting their functions. The rapid advance of information and communications technology opens the opportunity in accessing, processing and using the information fast and accurately.
This research aims to analyze customer satisfaction towards Information and Documentation Management Officer (IDMO) Perpusnas RI website quality (http://ppid.perpusnas.go.id/). Electronic service quality model used in this research is NetQual (Bressolles, 2006) consisting of 18 variables representing five dimensions of service quality, namely information, ease of use, design, reliability, dan privacy/security.
This research used quantitative descriptive approach supported with survey of 48 respondents who have accessed PPID Perpusnas RI website.
This research used two methods in analyzing data, customer satisfaction index and importance performance analysis.
The result indicated that overall user was not satistified with PPID Perpusnas RI website, with customer satisfaction index 39,71 % (very poor). It is also parallel with analysis result of importance performance rate whose gap ranges from -015 to -1,23 with average total score is -0,85. It could be concluded that customer respondents generally has not satisfied with the quality of PPID Perpusnas RI website."

"Sistem Informasi Kesehatan (SIK) Kabupaten Musi Banyuasin adalah tulang punggung bagi pelaksanaan pengembangan daerah berwawasan kesehatan. Salah satu produk dari SIK Kabupaten Musi Banyuasin merupakan bentuk data dan informasi yang dapat menjadi salah satu dasar pengambilan keputusan adalah Data Umum Puskesmas.
Pengelola data di Seksi Informasi dan Data pada Dinas Kesehatan Kab. Musi Banyuasin selama ini mengalami kesulitan dalam mengelola Data Umum Puskesmas menjadi informasi yang diinginkan disamping begitu banyak data yang harus dianalisis. Hal ini disebabkan karena belum dikembangkannya basis data dan Sistem Infonnasi Data Umum Puskesmas tersebut. Pengelolaan Data Umum Puskesmas yang diserahkan kepada Seksi Inforrasi dan Data, selama ini dilakukan hanya sekedar pengumpulan data yang kemudian diarsipkan. Jika terjadi permintaan kebutuhan informasi, proses analisanya selama ini hanya dalam bentuk penjumlahan yang dilakukan secara manual, demikian pula dengan bentuk penyajiannya berupa tabel dan grafik juga belum pernah dilakukan.
Ruang lingkup penelitian ini meliputi pengembangan Sistem Informasi Data Umum Puskesmas yang dirancang khusus untuk tingkat Kabupaten/Kota, dan sebagai model adalah Dinas Kesehatan Kab. Musi Banyuasin.
Pengembangan Sistem Informasi Data Umum Puskesmas ini merupakan pengembangan sistem berskala kecil yang tahapan pengembangannya terdiri dari tahap analisis sistem, desain sistem, klasifikasi indikator rasio, dan tersedianya aplikasi Sistem Informasi Data Umum Puskesmas.
Teknik analisa data pada pengembangan Sistem Informasi Data Umum Puskesmas menggunakan analisa rasio sesuai indikator kesehatan yang ditetapkan oleh Depkes RI dan profil UKBM (Upaya Kesehatan Bersumber Daya Masyarakat) di Dinas Kesehatan Kab. Musi Banyuasin, dengan rata-rata hitung (mean) sebagai standar indikator pengklasifikasian.
Dari analisis sistem yang dilakukan pada Pengembangan Sistem Informasi Data Umum Puskesmas, laporan Data Umum Puskesmas diharapkan analisanya rutin dilaporkan, dimana sebagian besar informasi digunakan untuk perencanaan. Sedangkan permasalahan yang ditemukan pada sistem informasi yang lama dapat dijadikan sebagai acuan suksesnya pe!aksanaan pengembangan sistem yang baru.
Tahap desain pada Pengembangan Sistem Informasi Data Umum Puskesmas ini, meliputi komponen desain model, desain masukan, desain keluaran, dan desain teknologi.
Dari pengklasifikasian berdasarkan rata-rata hitung (mean) diperoleh distribusi wilayah berdasarkan sarana, tenaga, dan peralatan kesehatan yang kurang atau baik pola distribusi wilayahnya.
Tersedianya aplikasi Sistem Informasi Data umum Puskesmas ini merupakan alat hantu yang akan meringankan tugas pengelola data yang memudahkan dalam proses pemasukan data, pemrosesan data, dan penyajian data.
Penggunaan standar indikator sesuai Kabupatenl Kota akan lebih baik dalam implementasi Pengembangan Sistem Informasi Data Umum Puskesmas di Dinas Kesehatan Kab, Musi Banyuasin.

Developing Information System of General Data of Health Center in Health Office of District of Musi Banyuasin, Province of Sumatra Selatan Health information system (SIK) in district of Musi Banyuasin is a backbone for developing a healthy view area. One of product of S1K district Musi Banyuasin that could be basic of decision-making is general data of health center.
Data manager in Information and Data Section in Health Office of District of Musi Banyuasin has difficulties in processing general data of health center to produce information, besides there is a lot of data that should be analyzed. This is because no databases that have develop from information system of general data in this health center. General data of health center delivered to section of Information and data, until now the data only to be collected and stored to archive. When there is demand for information needs, the analysis only in adding form and manually, also for presenting on never using tables or graphics.
Scope of this study is developing information system of general data of health center, which specially designed for district level, and the model is Health Office of district of Musi Banyuasin.
This development is small-scale system development, stage of the development consist of system analysis, system design, indicator ration classification, and availability of information system of general data of health center.
Data analysis technique in this system information using ratio analysis as the health indicator that have determined by Depkes RI and UKBM (Health Efforts by Human Resources) profile in Health Office of district of Musi Banyuasin, with mean as classification indicator standard. From system analysis that has been done, general data report of health center hoped the analysis reported routinely, where most of information used for planning. While problems that have been found in old information system, could be made as a reference to successfulness of new system development.
Design steps in system information of general data of this health center, including model design, input design, output design, and technology design.
From classification based on mean, it is found that area based on facility, manpower, and health instruments which inadequate or well pattern of area distribution
Availability of system information application of general data of health center is instrumenting that help data manager to do their job easier in input, processing, and presenting data.
Indicator standard usage that suitable for district or city would be better to do in implementing information system of general data health center development in Health Office of Musi Banyuasin.
