"Satwa langka atau satwa yang dilindungi adalah satwa liar yang kelestarian dan keberadaannya di dalam habitatnya dilindungi oleh negara karena jumlahnya yang semakin menurun secara besar-besaran setiap tahunnya. Guna melindungi kelangsungan hidup satwa-satwa langka tersebut untuk kepentingan bangsa Indonesia, pemerintah RI telah menerbitkan beberapa peraturan perundang-undangan dan peraturan pemerintah yang berkaitan dengan pengelolaan, pemanfaatan, pelestarian, dan pengawetan sumber daya alam hayati yang ada di Indonesia.Saat ini, praktik perdagangan satwa langka sudah semakin marak sehingga dipandang perlu untuk melakukan tindakan penyidikan dengan manajemen penyidikan yang khusus, baik dan terpadu. Sangat disadari bahwa penanganan terhadap tindak pidana perdagangan satwa langka memerlukan sinergisitas dari segenap unsur yang ada, dan bukan hanya merupakan tanggung jawab pihak Balai Konservasi Sumber Daya Alam (BKSDA) semata, akan tetapi juga merupakan tanggung jawab Polri.Sehubungan dengan tugas-tugas yang menyangkut kepolisian, Polri berwenang untuk melakukan tindakan kepolisian baik terhadap tindak pidana umum maupun tindak pidana khusus. Namun hingga saat ini belum ada suatu kebijakan teknis operasional yang secara khusus mengatur mengenai penyidikan terhadap tindak pidana perdagangan satwa langka. Kebijakan teknis operasional tersebut sangat diperlukan karena kebijakan yang diterbitkan oleh unsur pimpinan Polri sangat menentukan dan mempengaruhi penyidikan yang dilakukan oleh penyidik Polri dan PPNS.Tesis ini menggunakan pendekatan kualitatif, dengan metode penelitian lapangan (field research) berupa analisis yuridis empiris- sosiologis. Pembuatan tesis ini bertujuan untuk memberikan gambaran tentang praktik perdagangan satwa langka yang terjadi di Pasar Burung Pramuka, untuk memahami ketentuan peraturan perundangan yang berkaitan dengan konservasi sumber daya alam, untuk memperoleh gambaran tentang proses penyidikan menurut peraturan perundangan yang ada, untuk memahami faktor-faktor yang mempengaruhi penyidikan tindak pidana perdagangan satwa langka, dan untuk memberikan rekomendasi bagi pembuatan kebijakan teknis operasional yang lebih khusus mengenai penyidikan tindak pidana perdagangan satwa langka sehingga menghasilkan tesis yang memenuhi syarat akhir Program Studi Kajian Ilmu Kepolisian Program Pascasarjana Universitas Indonesia.

Rare animals or protected animals are wild animals which their existence and conservation in their inhabit are protected by state due to their decreasing numbers from to time. In order to protect the existence of the rare animals for the sake of the nation, the government of the Republic of Indonesia issues some regulation and laws regarding the management, usage, conservation and preservation of nature resources in Indonesia.Currently, the practice of rare animals trafficking has been rampant so that it needs to conduct investigations using specific, good and integrated investigation management. It has been well realized that the handling of rare animals trafficking requires a synergy among all elements involved. It should be noted that such handling is not only the responsibility of BKSDA (Board of Natural Resources Conservation) but also the duties of Indonesian National Police (Polri).In connection with the duties related to police, Polri has the authority to conduct investigation on general crimes as well as specific crimes. However, Polri has not had policies on operational techniques that specifically regulate about the investigation of rare animals trafficking. Such operational techniques are really needed because policies issued by the management of Polri really determine and influence the investigation conducted by Polri and civilian investigators.The thesis employs qualitative approach and fields research in a form of an empirical-sociology and juridical analysis. The thesis aims at describing the practice of rare animals trafficking in Pasar Burung Pramuka in order to comprehend regulations and laws related to natural resources conservation, to get a picture of the processes of investigation based on the prevailing regulations and laws, to understand the factors influencing investigators of rare animals trafficking, and to give recommendations for people who are responsible for issuing operational techniques that are more special for investigating rare animals trafficking."

"ABSTRAKTelah dilakukan penelitian mengenai komunitas Psittacidae di Kawasan BentangAlam Mbeliling, Flores, Nusa Tenggara Timur yang mencakup kelimpahanrelatif, dominansi dan komposisi jenis pada tiga lokasi dengan keterwakilanketinggian dan habitat yang berbeda. Pengambilan data dilakukan pada bulan Meidan Juli 2013 di tiga lokasi, yaitu Lengkong Ra?beng, Dencang Mese dan WaeNdae. Metode pengambilan data yang digunakan adalah metode titik hitung (pointcount). Ditemukan sebanyak 330 individu burung paruh-bengkok yang termasukkedalam 4 spesies berbeda yaitu, Tanygnathus megalorynchos, Geoffroyusgeoffroyi, Trichoglossus haematodus weberi dan Loriculus flosculus. Diantarakeempat jenis tersebut, Loriculus flosculus terdaftar sebagai spesies endemikFlores dan Trichoglossus haematodus weberi termasuk sub-spesies endemikFlores. Kelimpahan relatif dinyatakan dalam nilai encounter rates. Nilai indeksdominansi kawasan adalah 0,547.Hasil pengolahan komposisi jenis menyatakankeempat jenis Psittacidae Flores tersebut tersebar kedalam kelompok yangberbeda berdasarkan preferensi tipe habitat yang berbeda. Hal tersebutmenguatkan keberadaan Kawasan Bentang Alam Mbeliling sebagai wilayahpenting untuk konservasi burung paruh-bengkok penetap di Flores.

ABSTRACTA study of Psittacidae community had been conducted in the area of Mbelilinglandscape, Flores, East Nusa Tenggara. The purpose of this study was to asseslocal Psittacidae community which includes the relative abundance, dominanceand species composition in three locations with their different representations ofhabitats and altitudes. Data were collected in May and July 2013 from threelocations, namely Lengkong Ra'beng, Dencang Mese and Wae Ndae. The datacollection method used is Point Count. As many as 330 individual parrots werefound which are included in 4 different species; Tanygnathus megalorynchos,Geoffroyus geoffroyi, Trichoglossus haematodus weberi and Loriculus flosculus.Amongst the four species found, Loriculus flosculus is listed as Flores?s endemicspecies and Trichoglossus haematodus weberi is included as Flores?s endemicsub-species. The relative abundance of each species are expressed in encounterrates. The dominance index value of Mbeliling region is at 0.547. Results showsthat these four species are dispersed in different group clusters incompositiondependant to the type of habitats represented at three sampling sites.Results pointed out the importance of Mbeliling Landscape area for parrotconservation in Flores."
