"ABSTRAKTujuan penelitian ini adalah untuk mengetahui apa saja faktor-faktor keterbatasantenaga ahli dalam seleksi umum pengadaan jasa konsultansi di Ditjen Bina Margayang berpengaruh terhadap penyimpangan kinerja waktu pelaksanaan seleksi sertamengetahui seberapa besar tingkat pengaruhnya. Hasil penelitian ini adalahfaktor-faktor keterbatasan tenaga ahli yang berpengaruh terhadap kinerja waktuseleksi adalah tenaga ahli yang diusulkan tidak dapat dinilai karena masihterkontrak di paket lain, tenaga ahli tidak memiliki/melampirkan SKA, SKAtenaga ahli tidak sah karena sudah kadaluarsa, SKA tenaga ahli tidak sesuai KAK,tenaga ahli tidak memiliki/melampirkan referensi pengalaman kerja.

ABSTRACTThe aim of this research is to find factors of experts’ constraint in consultantprocurement which have an impact on time performance and to discover how bigis the influence. The result if this research is that expert’s constraint factors inconsultant procurement are: proposed experts can not be evaluated because theyhave been contracted in other package, experts do not have certificate of expertise,their certificate of expertise have been expired, their certificate is not match withthe criteria in the Term of Reference and experts do not have the job references."

"Dalam seleksi jasa konsultansi atau dikenal juga sebagai tender konsultan, penilaian tertinggi adalah tenaga ahli yang diusulkan. Untuk seleksi jasa konsultansi di Departemen Pekerjaan Umum diatur dengan peraturan Keputusan Menteri Permukiman dan Prasarana Wilayah No: 257/KPTSIM/2004 meliputi: Standar Dokumen Seleksi, Pedoman Penilaian Kualifikasi, dan Pedoman Evaluasi Penawaran. Dimana peraturan tersebut merupakan implementasi peraturan yang lebih tinggi antara lain UU No: 18/1999, PP No: 28/2000, PP No: 29/2000, Keppres No: 80/2003, dan Keppres No: 61/2004. Ternyata dalam implementasi peraturan-peraturan tersebut tidak seiring dengan kesiapan tenaga ahli yang sesuai dengan persyaratan. Sehingga dari pelaksanaan peraturan tersebut timbul kendala baik pada perusahaan konsultan peserta seleksi jasa konsultansi (peserta tender) maupun panitia pengadaan. Kendala pada perusahaan konsultan ini adalah keterbatasan tenaga ahli dalam mengikuti seleksi jasa konsultansi di Departemen Pekerjaan Umum yang diatur dengan Keputusan Menteri Permukiman dan Prasarana Wilayah No: 257/KPTS/M/2004. Keterbatasan tenaga ahli ini dipengaruhi oleh 21 faktor secara garis besar adalah perusahaan konsultan, tenaga ahli, peraturan, pajak, sertifikasi keahlian, asosiasi profesi, INKINDO, LPJK, dan pengguna jasa dalam hal ini Departemen Pekerjaan Umum. Dari 21 faktor tersebut terdapat 5 faktor yang definitif terhadap keterbatasan tenaga ahli yaitu kurangnya kesiapan INKINDO, kurangnya kesadaran pembayaran pajak tenaga ahli, kurangnya sosialisasi dan diseminasi sertifikasi keahlian, keterbatasan dana (biaya tinggi), dan ketidaktahuan tenaga ahli tentang kewajibannya yang berkaitan dengan persyaratan administrasi. Tesis ini membahas tentang faktor-faktor tersebut dalam seleksi jasa konsultansi pada Departemen Pekerjaan Umum yang berpengaruh terhadap keterbatasan tenaga ahli.

In selection of consulting services as known as consultant tender, the highest scoring from the process is in proposed experts. For consulting services selection in Ministry of Public Works arranged by regulation Keputusan Menteri Permukiman dan Prasarana Wilayah No: 2571KPTS/M12004 includes: Standard of Selection Document, Guidance of Qualification Assessment, and Guidance of Proposal Evaluation. Wherein the regulation as implementation from higher regulations such as UU No: 18/1999, PP No: 28/2000, PP No: 29/2000, Keppres No: 80/2003, and Keppres No: 61/2004. In fact, the implementation of those regulations is not along with consultant readiness in providing experts that appropriate with rule and regulation. From the implementation of the regulations emerge obstacles whether in consulting company as participant of consulting services selection (tender participant) or procurement committee. Obstacles in consulting company are the expert limitedness in following consulting services selection in Ministry of Public Works arranged by Keputusan Menteri Permukiman dan Prasarana Wilayah No: 2571KPTS/M12004. The expert limitedness affected by 21 factors in major i.e. consultant company, expert, regulation, tax, expertise certification, profession association, INKINDO, LPJK, and owner in this case Ministry of Public Works. From 21 factors there are the 5 definitive factors affect the expert limitedness are lack of readiness of INKINDO, lack of awareness in expert tax payment, lack of socialization and dissemination in expertise certification, budget limitation (high cost), and ignorance of expert about the obligation related with administration clauses. This paper discuss about those factors in the consulting services selection in Ministry of Public Works that affect on the expert limitedness."

"ABSTRAKDi era globalisasi ini, profesionalisme tidak hanya diwajibkan pada dunia usaha saja namun juga pada jasa konsultansi yang berkaitan dengan pemerintahan. Hal ini dimaksudkan untuk mencapai suatu hasil kerja yang baik dan sesuai dengan spesifikasi yang telah ditargetkan oleh penyedia jasa. Penilaian yang dilakukan dalam proses lelang melalui dokumen penawaran yang meliputi berbagai hal, yakni pengalaman perusahaan, metodologi kerja, kualifikasi tenaga ahli dan rencana anggaran biaya. Pada beberapa kasus terjadi dalam suatu pekerjaan adalah laporan hasil akhir yang tidak sesuai dengan KAK (Kerangka Acuan Kerja)yang ditawarkan oleh jasa konsultan.Tujuan dilakukannya penelitian ini adalah untk mengidentifikasi pengaruh kualitas dokumen penawaran terhada kinerja mutu pada pengadaan jasa konsultansi yang dilakukan di Dinas Pekerjaan Umum (Dinas PU)Jakarta. Metode yang digunakan pada penelitian untuk menjawab research question adalah dengan pendekatan survai.Hasil yang diperoleh pada penelitian ini adalah kinerja mutu perencanaan teknis jalan dipengaruhi oleh kebutuhan orang bulan, perhitungan teknis yang tepat dan sesuai, gambar kerja yang tidak sesuai, pengenalan kondisi setempat, ringkasan biaya yang diusulkan. Model yang diperoleh pada penelitian yaitu model hubungan antara variabel bebas, Kualitas Dokumen Penawaran dengan variabel terikat, Kinerja Mutu Perencanaan Teknis Jalan Dinas PU DKI Jakarta.

"Untuk meningkatkan kepercayaan konsumen dan memperoleh keuntungan yang lebih baik, sebuah perusahaan kontraktor harus menjaga kualitas dari pekerjaannya. Salah satunya dengan menjaga ketepatan dalam waktu penyelesaian sebuah proyek. Ketepatan waktu penyelesaian proyek dipengaruhi oleh banyak faktor salah satunya adalah dalam proses pengadaan material untuk konstruksi. Penelitian bertujuan untuk mengetahui faktor-faktor risiko dalam aspek manajemen pengadaan material, tindakan yang diberikan terhadap faktor-faktor tersebut dan tingkat pengaruh faktor-faktor tersebut terhadap kinerja waktu proyek. Metode pengumpulan data dilakukan dengan cara wawancara dan kuesioner. Wawancara dilakukan terhadap pakar dan kuesioner dilakukan terhadap proyek manajer. Analisa data dilakukan dengan menggunakan statistik deskriptif dan uji Mann-Whitney. Hasil Analisa data menunjukkan bahwa variabel yang dominan dalah pada proses perencanaan pengadaan material dan proses pelaksanaan pengadaan material, dan tingkat pengaruh yang tinggi adalah proses pelaksanaan manajemen pengadaan material.

To improve the consument?s trust and to gain more profit, a construction company must maintain the quality of works and finish the works by the time. Many factors is influence the punctuation of the construction project, one of that factors is the procurement for construction.

The Primary goals of this final assignment is knowing the risk factors in procurement management aspect, the treatment to the factors, and the influence level of the factors.

The methods that used in this final assignment is an interview and a questionaire. An interview was occured to the expert and a questionaire was occured to the project manager. A descriptive statiscs and Mmann-Whitney test was occured to data's analysis process.

The Analytical data resulsts shows material procurement management plan process and material procurement management executing process are dominant. And procurement management executing process has an huge influence level."

"Perusahaan-perusahaan EPC di Indonesia saat ini dalam membenahi kondisi kesehatannya melakukan beberapa terobosan yang dapat ditempuh untuk menyehatkan usahanya. Salah satunya adalah dengan melakukan restrukturisasi atau perubahan organisasi pengadaan perusahaan, yang berdampak kepada perubahan perilaku organisasi pengadaan tersebut, dan dengan dilakukan restrukturisasi, akan mempengaruhi kinerja waktu proyek yang dikerjakan. Penelitian ini bertujuan untuk mengidentifikasikan faktor-faktor perubahan organisasi pengadaan yang dominan mempengaruhi kinerja waktu, dan mengetahui rekomendasi tindakan pencegahan dan koreksi yang dilakukan. Pendekatan penelitian yang digunakan adalah metode studi kasus pada proyek Y, karena proyek ini merupakan proyek yang dikerjakan setelah perusahaan mengalami perubahan organisasi pengadaan.dan saat ini masih berlangsung. Analisa data diolah dengan pendekatan statistik non parametris dan pendekatan AHP, kemudian untuk dapat menentukan rekomendasi tindakan pencegahan dan koreksi digunakan metode delphi. Hasil dari penelitian ini adalah; ada enam faktor dari perubahan organisasi pengadaan yang dominan terhadap kinerja waktu, yaitu: Terjadi kesalahan pembelian material karena strategi & struktur organisasi yang baru belum diterapkan secara maksimal; Terjadi kesalahan monitoring fabrikasi material karena strategi & struktur organisasi yang baru belum diterapkan secara maksimal; Terjadi ketidaksesuaian pendataan material di gudang karena kurangnya kapabilitas personil; Terjadi keterlambatan pembelian material karena kurangnya kapabilitas personil; Terjadi keterlambatan fabrikasi material karena prosedur kerja yang ada kurang jelas; dan Terjadi kesalahan monitoring fabrikasi material karena kurangnya kapabilitas personil. Akan tetapi dari hasil analisa level pengaruh, faktor-faktor dominan tersebut memiliki level pengaruh yang tidak terlalu besar, sehingga masih bisa teratasi.

To straighten up the condition of health, EPC companies in Indonesia is doing some inovation. For this time one of the inovation is doing restructured or changing the procurement of organization company which effect to behaviour of that organization and doing the recontruction will influence project performance time.

This research aim to identify change factors of procurement organization which influence time of performance, and knows recommendation of preventive and correction action.

Approach of research that used is case study method project of Y, because this project is doing after company has changing the procurement organization, and it is still continue until now. Data analysis processed with approach of statistic non parametris and approach of AHP, and then to be able to determine recommendation of preventive and correction action used by Delphi method.

The result of this research are; there are six factor of change dominant procurement organization to time performance, that is: Happened mistake of purchasing of material because strategy & new organization chart not yet been applied maximally; Happened mistake of monitoring of fabrication material because strategy & new organization chart not yet been applied maximally; Happened missed of material data in bond because lack of personnel capability; Happened delay of purchasing of material because lack of personnel capability; Happened delay of material fabrication because less clear existing working procedure; and Happened mistake of monitoring of fabrication material because lack of personnel capability. However from result analyse influence level, the dominant factors have influence level which do not too big, so that still solve the problem."

"Penelitian ini membahas faktor risiko dalam proses pengadaan pada proyek EPC yang berpengaruh pada kinerja waktu. Proses pengadaan menjadi penting karena biaya pada proses pengadaan mencapai 50-60% dari total biaya proyek. bahkan kebanyakan kegiatan pada proses ini berada pada jalur kritis proyek. oleh karena itu sangat penting untuk menemukan faktor risiko pada proses pengadaan yang mempengaruhi kinerja waktu proyek. Setelah faktor risiko utama tersebut ditemukan, maka dapat dilakukan strategi pengendalian risiko tersebut agar efek risiko yang ditimbulkan dapat diminimalisir agar proyek dapat berjalan dengan lancar dan selesai tepat pada waktu yang telah direncanakan.

This research discusses about risk factor in the procurement process on EPC project that influence on the time performance. The procurement process is important because cost of this process reach 50%-60% of the total project cost. Most of activity on this process are on the critical path of the project. Because of that, its important to find the risk factors that affects time performance of the project. After found the dominant risk factors, the risk control strategies can be made to minimize risk effect on the project, so the project can continue smoothly and can be finished on time."
