"ABSTRAKTulisan ini mengangkat analisis pada praktik tata kelola governance Gapoktanhut Jati Mustika dalam implementasi program pinjaman tunda tebang di Desa Tempuran, Kabupaten Blora menggunakan pendekatan kualitatif. Melalui analisis tersebut ditemukan adanya kesenjangan antara rancangan program dan implementasi program di lapangan. Kesenjangan tersebut kemudian ditemukan sebagai hasil dari praktik ilegal aparat negara state illegality yang melibatkan pengurus gapoktanhut dan perangkat Desa Tempuran. Praktik ilegalitas ini diketahui dan diakui keberadaannya oleh masyarakat di Tempuran, namun tetap dibiarkan terjadi begitu saja. Tulisan ini menunjukkan bagaimana praktik ilegalitas dapat bertahan di masyarakat dengan mengamatinya dari sudut pandang komunitas.

ABSTRACTThis paper raise an analysis on Gapoktanhut Jati Mustika governance practice in the implementation of pinjaman tunda tebang program in Tempuran village, Blora Regency of Central Java using qualitative approach. Through this analysis it is found that there is a gap between the program rsquo s initial design, and its actual implementation in practice. That gap is later discovered to be a product of state illegality practice involving both the gapoktanhut and village officials. This practice of illegality is known and being acknowledge by the rest of the Tempuran community, yet they allow it to happen as it is. This paper tries to decipher how this practice of illegality can persist by observing it through the community point of view."
