"Unit Terminal Peti Kemas merupakan sarana penunjang transportasi memegang peranan penting dalam perekonomian negara karena merupakan Salah satu sumber pemasukan untuk negara melalui bea cukai. Semarang sebagai pusat pemerintahan dan perekenomian memiliki peiabuhan peti kemas di Tanjung Emas.
Saat ini UTPK Tanjung Emas memiliki 4 (empat) unit container crane dengan panjang dermaga 345 meter. Pada proses bongkar muat di Pelabuhan Tanjung Emas setiap tahun semakin meningkat, untuk itu perlu dilakukan penelitian mengenai kebutuhan dari produktivitas container crane dan panjang dermaga yang ada saat ini apakah masih dapat menampung peningkatan jumlah bongkar muat peti kemas sampai dengan tahun 2010.
Langkah awal yang dilakukan adalah melakukan peramalan terhadap pertumbuhan arus peti kemas sampai dengan tahun 2010 dengan menentukan waktu baku bongkar muat container crane dan utilitas dermaga. Sehingga diperoleh produktivitas dari container crane dan persentase kebutuhan panjang dermaga.
Untuk memecahkan masalah tersebut maka dilakukan suatu penelitian tentang produktivitas container crane dan dermaga dengan peramalan. Adapun data yang digunakan meliputi data waktu pelayanan bongkar muat peti kemas oleh container crane dan data utilitas demwaga di Pelabuhan Tanjung Emas serta pertumbuhannya. Data tersebut diolah dengan menggunakan bantuan software SPSS dan program komputer LSF untuk mendapatkan jenis distribusinya, waktu rata-ratanya, standar deviasi yang dimilikinya serta jumlah bongkar dan muat peti kemas. Selain data tersebut, data lain yang dikumpulkan adalah data arus peti kemas serta kebutuhan utilitas kebutuhan dermaga. Akhimya dihasilkan kebutuhan peralatan container crane yang dibutuhkan serta kebutuhan panjang dermaga di terminal peti kemas Pelabuhan Tanjung Emas Semarang sampai dengan tahun 2010."

"Skripsi ini membahas tentang dugaan pelanggaran Pasal 15 ayat (2) mengenai tying agreement dan Pasal 17 mengenai monopoli UU Nomor 5 Tahun 1999 yang dilakukan oleh PT. Pelindo II (Persero) dan PT. MTI terkait penggunaan Gantry Luffing Crane di Pelabuhan Tanjung Priok. Penelitian ini menggunakan metode yuridis normatif dengan menggunakan pendekatan analisis data kualitatif. Hasil penelitian menunjukkan bahwa KPPU dalam membuktikan adanya pelanggaran Pasal 15 ayat (2) dan Pasal 17, lebih relevan menggunakan pendekatan rule of reason yang mengedepankan dampak persaingan. Kemudian, pengaturan kesesuaian UU Nomor 5 Tahun 1999 terkait penggunaan Gantry Luffing Crane da[at dikecualikan berdasarkan Pasal 50 huruf a dan Pasal 51.

This thesis discusses about the alleged violations of Article 15 verse (2) about tying agreement and Article 17 about monopoly Law Number 5 Year 1999 conducted by PT. Pelindo II (Persero) and PT. MTI regarding the use of Gantry Luffing Crane in Tanjung Priok harbor. This research use the juridical normative methods using qualitative data analysis approach. The results showed that KPPU In proving the existance of a breach of Article 15 verse (2) and Article 17, using a more relevant approach to the rule of reason more relevant use approach rule of reason that puts the impact of competition. Then, setting of suitability of Law Number 5 Year 1999 related the use of Gantry Luffing Crane can be excluded on basis of Article 50 letters A and Article 51."

"Transportasi maritim sangat penting bagi perekonomian dunia, dan juga bagi perekonomian Indonesia. Penelitian ini melakukan perhitungan efisiensi relatif pada terminal kontainer di pelabuhan Tanjung Priok. Tujuan dari makalah ini adalah untuk menganalisis relatif efisiensi operasional di terminal peti kemas pada pelabuhan Tanjung Priok di tahun 2012, dengan menggunakan metode Data Envelopment Analysis (DEA) dengan model CCR yang berorientasi input, dengan menggunakan enam input (jumlah head truck, jumlah chassis, jumlah crane, jumlah RTG, luas lapangan dan panjang dermaga) dan satu output (jumlah arus bongkar muat dalam TEUs). Unit analisis adalah 4 terminal kontainer yang ada di pelabuhan tanjung priok.
Hasil analisis menunjukkan bahwa terdapat tiga terminal yang efisien sebesar 100% dalam proses operasional bongkar muat dan hanya terdapat satu terminal yang inefisien sebesar 86,39 %. Faktor yang menjadi inefisien pada terminal tersebut yaitu pada luas lapangan penumpukan yang sudah tidak dapat menampung kontainer di lapangan penumpukan.

Maritime transport is very important for the world economy, and also to the Indonesian economy. This study calculating the relative efficiency of the container terminal at the port of Tanjung Priok. The purpose of this paper is to analyze the relative efficiency of operations at the container terminal at the port of Tanjung Priok in 2012, using the method of Data Envelopment Analysis (DEA) with the input-oriented CCR models, using six inputs (number of head truck, chassis number, number of cranes, RTG number, spacious grounds and a long dock) and one output (the amount of current loading and unloading in TEUs). The unit of analysis are the fourth container terminal at the port of Tanjung Priok.
The analysis shows that there are three terminals at 100% efficient in the process of loading and unloading operations and there is only one terminal at 86.39% inefficient. Factor to be inefficient in the terminal that is on the already extensive stacking can not accommodate container yard.

"Terminal Operasi 3 Pelabuhan Tanjung Priok merupakan pelabuhan tempat pengiriman ekspor dan impor peti kemas yang berada tepat di Ibukota Jakarta dengan panjang dermaga sepanjang 1030 m terdiri dari 5 dermaga dengan luas lapangan penumpukan 122922 m2 dan waktu kerja selama 365 hari/tahun dengan waktu operasi 24 jam/hari.
Tujuan penelitian ini untuk menganalisis kelayakan dermaga pada Terminal Operasi 3 Ocean Going Division Pelabuhan Tanjung Priok dengan menggunakan metode Berth Occupancy Ratio BOR atau tingkat pemakaian dermaga berdasarkan data arus kunjungan kapal dan peti kemas disetiap bulan pada tahun 2014, 2015, dan 2016. Evaluasi dilakukan untuk memproyeksikan pertumbuhan arus kapal dan peti kemas pada tahun 2017 sampai 2034 dengan menggunakan metode regresi linier.
Hasil analisis menunjukan bahwa pada tahun 2014 sampai pada tahun 2031 nilai BOR masih dibawah 65 seperti yang disarankan oleh UNCTAD berarti bahwa penggunaan dermaga masih layak. Namun pada bulan April tahun 2032 nilai BOR sudah melebihi 65, yang berarti penggunaan dermaga sudah cukup padat. Untuk mengurangi kepadatan tersebut dapat dilakukan dengan meningkatkan produktifitas bongkar muat dari 20 TEU rsquo;s/jam ke tingkat yang lebih tinggi.

Operation Terminal 3 is a container port which is dedicated for export and import shipping. Located in Jakarta the capital city of Indonesia, the port now stretches over a distance of 1.030 meters. It consists of 5 docks with stacking area 122.922 square meters, the port operation hours is 24 hours aday, 7 days per week.
The purpose of this research to analyze the feasibility of length dock at Operation Terminal 3 ndash Ocean Going Division, Tanjung Priok Port, using Berth Occupancy Ratio BOR method and the rate of pier usage based on the container shipping growth data in 2014, 2015 and 2016. This evaluation is to project the growth of ship and container flow in 2017 until 2034 by using Linier Regression method.
The results of the analysis shows that in the year of 2014 until 2031 the BOR value is still under 65 as recommended by the UNCTAD means that the use of the dock is still feasible. However, in April 2032 the BOR value has exceeded 65 , which means the usage of the pier has already exceed its capacity. Berth utility Reducing the trafic can be done by increasing the productivity of loading unloading from 20 TEU's hour to a higher level.

"Pelabuhan Tanjung Priok dapat dikatakan sebagai salah satu Pelabuhan tersibuk di Indonesia, tetapi jika dibandingkan Pelabuhan Tanjung Priok masih kalah saing dengan Pelabuhan Internasional lain. Salah satu faktor adalah cukup tingginya nilai rata-rata waktu tunggu per kapal tiap tahunnya, berdasarkan kondisi tersebut perlu dilakukan sebuah penelitian, terkait dengan waktu tunggu kapal dan juga faktor-faktor yang mempengaruhinya. Faktor-faktor tersebut adalah jumlah tambatan di dermaga, Jumlah Penggunaan Crane serta Kapasitas Maksimal per Cranenya, Pelayanan Pandu dan Tunda Kapal, serta Idle Time dan Not Operating Time selama Waktu Pelayanan Kapal di Pelabuhan. Pada penelitian ini dilakukan analisis dan simulasi dengan menggunakan Metode Simulasi Sistem Dinamik yang akan dibandingkan dengan kondisi aktual di Pelabuhan hingga didapatkan hasil yang optimal. Pembuatan Model Sistem Dinamik menggunakan software Powersim, dan hasil nya di validasi dengan menggunakan Uji Two Sample T-Test. Dari penelitian ini didapatkan 2 usulan untuk perbaikan fasilitas pelabuhan, yaitu usulan jangka pendek dengan hasil nilai rata-rata waktu tunggu sebesar 0,34 jam atau 20 menit 9 detik, dan usulan jangka panjang dengan nilai rata-rata waktu tunggu sebesar 0,28 jam atau 16 menit 48 detik.

Tanjung Priok Port can be said to be the one of the busiest ports in Indonesia, but when compared Tanjung Priok Port is still less competitive with other International Ports. One of the factor is the high average of waiting time per ship per year, based on the conditions it is necessary to conduct a study, related to the waiting time of the ship and also the factors that influence it. These factors are the number of berths at the dock, the amount of crane usage and the maximum capacity per crane, the scout and the delay services, as well as the idle time and not operating time during the port service time. In this research, analysis and simulation using the Dynamic System Simulation Method will be compared with the actual conditions at the port to obtain the optimal results. Making a Dynamic System Model by Powersim software, and the results are validated using the Two-sample T-Test. From this study, 2 proposals were obtained for the improvement of port facilities., namely short-term proposal wiht an average value of the waiting time is 0,34 hour or 20 minutes 9 second, and the long-term proposal with an average value of the waiting time is 0,28 hour or 16 minutes and 48 second."

"[Skripsi ini membahas mengenai putusan Komisi Pengawas Persaingan Usaha
tentang kewajiban penggunaan alat bongkar muat Gantry Luffing Crane. Dalam
rangka meningkatkan efisiensi dan produktivitas bongkar muat di lingkungan
Pelabuhan Tanjung Priok, Para terlapor yakni PT Pelabuhan Indonesia II dan PT
Multi Terminal Indonesia mengeluarkan surat pemberitahuan pemakaian alat
bongkar muat Gantry Luffing Crane secara bersama-sama di Dermaga 101, 101
utara, 102, 114 dan 115 bagi para pengguna jasa pelabuhan. Tindakan tersebut
dirasa KPPU merupakan salah satu bentuk persaingan yang tidak sehat karena PT
Pelabuhan Indonesia II dan PT Multi Terminal Indonesia dinilai telah melakukan
tying agreement dan praktik monopoli yang merugikan pengguna jasa pelabuhan.
Dalam memutus perkara ini, KPPU menjatuhkan hukuman kepada mereka dengan
ketentuan pasal 15 ayat (2) Undang-Undang Nomor 5 Tahun 1999. Skripsi yang
dibuat dengan metode yuridis normatif ini meyimpulkan bahwa KPPU tidak tepat
dalam memutus bersalah para terlapor dengan ketentuan mengenai tying
agreement dalam Undang-Undang Nomor 5 Tahun 1999, mengingat surat
