"Penelitian ini membahas mengenai desain kebijakan pada kebijakan transportasi publik terintegrasi pada Jak Lingko di DKI Jakarta dengan studi menggunakan Birkland’s Policy Design. Dimensi yang digunakan dalam analisis dibuat berdasarkan elemen elemen desain kebijakan Birkland, yaitu goals of the policy, causal theory, tools of the policy, target of the policy, implementation of the policy. Penelitian ini menggunakan pendekatan post-positivisme dengan jenis penelitian deskriptif serta teknik pengumpulan data dengan studi literatur dan studi lapangan, yaitu wawancara mendalam. Hasilnya kebijakan integrasi transportasi publik ini sudah sesaui jika dilihat dalam desain kebijakan namun, memiliki desain kebijakan yang lemah. Terdapat masalah dalam beberapa elemen desain kebijakan yaitu goals of the policy bahwa tujuan kebijakan pada Peraturan Daerah Nomor 1 Tahun 2012 masih terlalu umum. Berikutnya, jika melihat causal model belum terdapatnya teori kausalitas dalam kebijakan. Pada elemen tools dan implementation of the policy karena tidak sesuai dengan strategi awal pengimplementasian kebijakan dalam bentuk Jak Lingko dan belum adanya rencana induk transportasi. Dengan demikian, Jak Lingko belum dapat mencapai target dan tujuan kebijakan dalam menghadapi permasalahan transportasi di Provinsi DKI Jakarta yaitu kemacetan.

This study discusses policy design on integrated public transportation policy at Jak Lingko in DKI Jakarta with a study using Birkland's Policy Design. The dimensions used in the analysis are based on Birkland policy design elements, namely goals of the policy, causal theory, tools of the policy, target of the policy, implementation of the policy. This study used a post-positivism approach with descriptive research and data collection techniques using literature studies and field studies, namely in-depth interviews. The result is that this public transportation integration policy is appropriate when viewed in policy design, however, it has a weak policy design. There are problems in several elements of the policy design, namely the goals of the policy that the policy objectives in Regional Regulation No.1 of 2012 are still too general. Next, if you look at the causal model, there is no clear causality theory in this policy. The elements of tools and implementation of the policy are not in accordance with the initial strategy for implementing the policy in the form of Jak Lingko and there is no transportation master plan. Thus, Jak Lingko has not been able to achieve the targets and policy objectives in dealing with transportation problems in DKI Jakarta, namely congestion."
