"Pengakuan terhadap prinsip negara kepulauan Indonesia dalam UNCLOS 1982 harus dibayar dengan mengakomodir kepentingan yang sah dan hak-hak tertentu negara pengguna perairan negara kepulauan, berupa hak lintas kapal dan pesawat udara asing melalui alur laut kepulauan. Indonesia kemudian menentukan skema alur laut kepulauan, yang dikenal dengan Alur Laut Kepulauan Indonesia (ALKI) yang terdiri dari ALKI I, ALKI II, dan ALKI III beserta cabangcabangnya. Namun, menurut Amerika Serikat dan Australia, penetapan tiga ALKI tersebut belum cukup mengakomodir kepentingan mereka. Menurut Amerika Serikat, Indonesia telah membatasi hak terbang diatas perairan kepulauan Indonesia dan terjadi ketidakkonsistenan penetapan hak lintas dalam UNCLOS 1982. Hasjim Djalal, pakar hukum laut interrnasional menjelaskan bahwa sehubungan dengan belum ditentukannya ALKI dari timur ke barat, maka kapalkapal asing yang melalui perairan Indonesia dari arah timur ke barat berhak menentukan sendiri jalur pelayaran mereka. Apabila Indonesia menginginkan kapal asing melintas di jalur yang dikehendaki, maka Indonesia harus secepatnya menentukan alur laut kepulauan Indonesia timur-barat. Penelitian ini akan mengkaji apakah Indonesia perlu memenuhi tuntutan dunia internasional untuk membuka ALKI Barat-Timur, dengan mempertimbangkan berbagai aspek dan implikasi yang mungkin terjadi jika ALKI Barat-Timur tersebut diwujudkan.

Recognition of the principles of Indonesia archipelagic state in UNCLOS 1982, should be paid to accommodate the legitimate interests and rights of certain countries that use the waters in the archipelagic state, in the form of a right of passage of foreign ships and aircrafts through archipelagic sea lanes. Indonesia then determines the archipelagic sea lanes scheme, known as the Indonesian archipelagic sea lanes (ALKI) consisting of ALKI I, ALKI II and III and their branches. However, according to the United States and Australia, the establishment of three ALKI are not sufficient to accommodate their interests. According to the United States, Indonesia has restricted the right to navigate over the waters of Indonesia and there is an inconsistency in the determination of a right of passage based on UNCLOS 1982. Hasjim Djalal, an expert on the International Law of the Sea explained that considering the fact that the ALKI from east to west has yet to be determined, the foreign ships through Indonesian waters from east to west, has the right to determine their own shipping line. If Indonesia wants every foreign ships to pass in the desired track, then Indonesia should immediately determine the Indonesian east-west archipelagic sea lane east-west. This study will examine whether Indonesia needs to fulfill the demands of the international community to open ALKI West-East, taking into account various aspects and implications that may occur if the East-West ALKI is realized."

"Chlorophyll-a is a pigment that is contained in phytoplankton. Through the photosynthesis process, chlorophyll-a plays an important role in the global carbon cycle. The purpose of this research is to investigate the effect of global warming on chlorophyll-a concentration in Indonesian waters. The data used includes the monthly data of sea surface temperatures from 1984-2013, CO2 concentrations from 1980-2014, and chlorophyll-a concentrations from 2003-2014. The method used is linear regression. The results show that sea surface temperatures in Indonesian waters increased by about 0.51 °C from 1984-2013. The effects of global warming on chlorophyll-a concentrations varies between different areas of Indonesian waters. From the 12 research sites, 9 showed a decrease in concentration and 3 showed an increase."

Penelitian ini bertujuan untuk mengetahui pengaruh pemanasan global terhadap konsentrasi klorofil-a diperairan Indonesia. Data yang digunakan terdiri dari suhu permukaan laut bulanan dari tahun 1984-2013, konsentrasiCO2 bulanan dari tahun 1980-2014 dan konsentrasi klorofil-a bulanan dari tahun 2003-2014. Metode yang digunakandalam penelitian ini adalah regresi linier. Hasil penelitian menunjukkan bahwa dari tahun 1984-2013 telah terjadipeningkatan suhu permukaan laut wilayah perairan Indonesia sebesar 0,51 °C. Pengaruh pemanasan global terhadapkonsentrasi klorofil-a bervariasi untuk setiap wilayah perairan Indonesia yang berbeda. Dari 12 lokasi penelitian, 9lokasi menunjukkan tren penurunan dan 3 lokasi penelitian menunjukkan tren kenaikan suhu."

"ABSTRAKPengakuan terhadap rezim negara kepulauan oleh hukum internasional melalui UNCLOS 1982 menimbulkan pertentangan kepentingan antara negara maritim dan negara kepulauan. Negosiasi oleh negara-negara tersebut menghasilkan suatu pengaturan yang menimbulkan beberapa perbedaan interpretasi, termasuk perihal alur laut kepulauan yang diatur dalam Pasal 53 UNCLOS. Akibatnya berbagai permasalahan muncul dalam penerapan hukum di rezim Alur Laut Kepulauan. Indonesia yang merupakan satu-satunya negara kepulauan yang telah menetapkan Alur Laut Kepulauannya dengan sebutan ALKI, tidak lepas dari permasalahan-permasalahan tersebut. Hal ini berujung kepada dilema keberlakuan ALKI yang bersifat parsial, yang mana negara-negara maritim menuntut Indonesia untuk menetapkan rute timur-barat sebagai bagian dari ALKI. Berdasarkan penelitian yuridis normatif yang telah dilakukan, Indonesia belum siap untuk menetapkan ALKI rute timur-barat, namun memiliki kewajiban hukum untuk menetapkan alur yang demikian cepat atau lambat.

ABSTRAKRecognition of archipelagic state regime by International Law through the UNCLOS 1982 inflicted conflict of interest between archipelagic states and maritime states. Negotiation by these countries resulted provisions that raised some differences of interpretation, including the Archipelagic Sea Lanes provisions under the Article 53 UNCLOS. As a result, various issues arised in the law enforcement within the Archipelagic Sea Lanes regime. Indonesia as the only state that had designated its Archipelagic Sea Lanes namely ALKI, is not release from such issues. This led to the enforceability dilemma of ALKI which is also partially adopted, in which martime states demanded Indonesia to establish the east-west route to be a part of ALKI. Based on normative juridicial research that has been carried out, Indonesia is not yet ready to establish the east-west as ALKI, but it has a legal obligation to designate such route sooner or later"
