"Skripsi ini membahas tentang kegiatan pembinaan koperasi oleh Pemerintah, melalui peluncuran Program Perempuan Keluarga Sehat dan Sejahtera (Perkassa). Program Perkassa merupakan program penguatan permodalan bagi koperasi perempuan berupa pinjaman jangka panjang, yang memiliki hakikat sebagai usaha pemberdayaan perempuan. Penulis dalam skripsi ini ingin melakukan penelitian apakah program Perkassa telah memenuhi hakikatnya tersebut atau belum. Metode penelitian yang digunakan penulis adalah metode penelitian normatif. Hasil penelitian ini menemukan bahwa pelaksanaan program Perkassa di KPSW Nur Hikmah dan Koperasi Mitra Warga telah mampu mengangkat perempuan dari kemiskinan. Namun karena terbatasnya alokasi dana, program ini belum mampu menjangkau seluruh perempuan pengusaha yang membutuhkan bantuan tambahan modal.

This thesis discussed about the management of cooperative by the Government, through the launching of the Perkassa Program. The Perkassa Program was a capital strengthening program for Female Cooperative, that took form as a long – term loan, which had essence as an effort of woman empowerment. The Writer in this thesis wanted to carry out the research whether the Perkassa Program had fulfilled it’s essence or not.

The Writer used a normative research method, and the result of this research found that the implementation of the Perkasaa Program in KPSW Nur Hikmah and Mitra Warga Coopertive could restore women from poverty. However, because of the shortage of fund that allocated for the program, this program still could not cover the entire businesswoman who needed help of capital aid."

"Alinea IV Pembukaan Undang-undang Dasar 1945 menyatakan bahwa salah satu tujuan negara adalah untuk memajukan kesejahteraan umum. kesejahteraan umum berarti kegiatan yang mempunyai cakupan luas dan kompleks berhubungan dengan berbagai aspek termasuk ekonomi. kesejahteraan umum yang berkaitan dengan ekonomi diatur lebih lanjut dalam pasal 33 UUD 1945."

"Cooperatives as a form of business entities need capital to run its business. This paper discussed about the issues and the legal aspect of capital, which was related in the act of cooperation No. 25/1992. The results of this study showed that the unclear about rules on reserve funds and the ineffectiveness of rules on bond. In addition there were problem related to the usage of the term "saving", the distribution of reserve funds, the existence of grants and the lack of private sector role in order to promote the cooperatives effort. So, I recommended that the act of cooperatives should regulate clearly about the reserve fund. Also the abolishing rules regarding grants because it was in conflict with the principle of self reliance in cooperative. Beside that, the involvement of private sector was highly needed to optimize the cooperatives through loans and equity capital."
