"ABSTRAK
Multi Criteria Decission Analisys (MCDA) semakin sering digunakan
sebagai alat bantu untuk mengevaluasi alternatif dalam mencapai tujuan
organisasi. Saat ini proses pengambilan keputusan menjadi lebih kompleks karena
adanya beragan kebutuhan dalam organisasi dan semakin banyaknya alternatif
solusi dengan keunggulan dan kekurangan yang beragam. Metode MCDA dapat
membantu pengambil keputusan untuk menyeleksi dan membuat urutan alternatif
terbaik melalui proses yang sederhana dan sesuai dengan tujuan organisasi .
ELECTRE (ELimination and Choice Expressing REality) adalah salah
satu dari metode MCDA yang mampu memilah dan mengurutkan alternatif
terbaik di antara banyak alternatif dengan aspek subyektifitas yang minim
dibandingkan dengan metode lainnya.
Sebuah model seleksi dengan metode ELECTRE selanjutnya
dikembangkan untuk memilah dan mengurutkan sistem telekomunikasi yang
digunakan di industri hulu migas lepas pantai. Industri ini memiliki kompleksitas
tinggi dalam penentuan sistem telekomunikasinya, sehingga diperlukan prosedur
seleksi yang sistematis untuk memperoleh sistem yang paling optimum.
Hasil seleksi menggunakan Model ELECTRE telah menunjukkan bahwa
sistem telekomunikasi yang terpilih adalah sistem yang paling efisien (biaya
terendah dan kualitas tertinggi) di antara alternatif lainnya.

ABSTRACT
Multi-Criteria Decision Analysis (MCDA) has become extensively used as
a tool for evaluating alternatives to achieve organization objective. Today, making
decision is more complex because of multiple needs in the organization and the
varying of altentative’s primacy and shortage. The MCDA methode can help
decision maker to sort and rank the best alternatives appropriate with organization
objectives in simple process.
ELECTRE (ELimination and Choice Expressing REality) is one of
MCDA methode that able to sort and rank the best alternatives among many
alternatives in less subjective preference compare to other methodes.
A selection model with ELECTRE methode was developed to sort and
rank applicable telecommunication systems in offshore upstream oil and gas
industries. This industry is having high complexity in telecommunication system
requirement, and required a systematic selection procedure to get the optimum
system.
The result of ELECTRE model has shown that the selected
telecommunication systems are the most efficience systems (less cost and higher
quality) among other alternatives."

"Proyek PLTU Tanjung Balai Karimun 2x7 MW merupakan salah satu proyek dalam program 10000 MW yang dicanangkan pemerintah. Pada tahap konstruksi ditemukan permasalahan pembangunan sistem pendingin PLTU tersebut yang menggunakan tipe once through-Intake channel disebabkan kondisi dasar laut yang dangkal dan relatif panjang, sehingga dibutuhkan biaya relatif besar. Studi ini bertujuan untuk mencari solusi yang paling optimal untuk menyelesaikan masalah tersebut dengan mempertimbangkan aspek biaya, kemudahan konstruksi, kemudahan operasi dan pemeriharaan, dan kemudahan perijinan. Analisis dilakukan terhadap 5 alternatif desain yaitu once through – intake channel, once through – intake piping, once through – offshore pumphouse, closedloop sea water cooling tower, dan closed-loop fresh water cooling tower. Hasil studi menunjukkan bahwa alternatif yang paling optimal adalah merubah desain pendinginan menjadi closed-loop menggunakan sea water cooling tower.

Tanjung Balai Karimun 2 x 7 MW PLTU project is one of the projects in the 10,000 MW program launched by the Government. At the construction stage, problems were found in building the PLTU cooling system which uses the once through-intake channel type due to the shallow and relatively long seabed conditions, so it required relatively large costs. This study aims to find the most optimal solution to solve this problem by considering aspects of cost, ease of construction, ease of operation and maintenance, and ease of licensing. Analysis was carried out on 5 design alternatives, namely single-through inlet pipe, single-through inlet pipe, single-through offshore pump house, closed-loop seawater cooling tower, and closed-loop freshwater cooling tower.The study results show that the most optimal alternatif is to change the cooling design to closed-loop using a sea water cooling tower."

"Pencitraan fluoresens near-infrared (NIR) merupakan metode pencitraan yang menjanjikan dalam dunia kedokteran dengan menggunakan kamera khusus dan kontras agen indocyanine green (ICG). Teknik ini menawarkan keamanan dalam penggunaannya, resolusi yang tinggi, dan sensitivitas yang baik sehingga kebutuhan akan perangkat pencitraan ini terus meningkat. Beberapa studi melaporkan penggunaan metode pencitraan fluoresens NIR dalam berbagai aplikasi medis baik menggunakan perangkat komersial, maupun perangkat rakitan sendiri. Tujuan dari penelitian ini adalah merancang sistem pencitraan fluoresens near-infrared menggunakan filter plastik mika dan kamera IP CCTV serta metode subtraksi dalam mendeteksi fluoresens ICG.
Karakterisasi filter plastik mika menggunakan spektrometer dilakukan untuk mengetahui respons filter dan menentukan kombinasi warna paling efektif. Perancangan prototipe menggunakan kamera IP CCTV yang dimodifikasi sebagai komponen utama dalam mengambil citra. Metode subtraksi yang digunakan mampu menjadi alternatif dalam mendeteksi fluoresens yang dihasilkan ICG dengan mengurangi piksel dari 2 buah gambar dengan kondisi berbeda. Kombinasi filter yang paling efektif dalam meredam cahaya tampak adalah merah-kuning-hijau-biru (MKHB) yaitu pada panjang gelombang 400 nm – 680 nm dengan transmitansi sebesar 64,55%. Rata-rata koefisien absorpsi pada filter plastik mika MKHB sebesar 9,87 cm-1 pada panjang gelombang 830 ± 20 nm. Keseluruhan prototipe berhasil dibuat dan memiliki resolusi yang masih dapat diterima serta biaya produksi sebesar Rp512.000,00.

Near-infrared (NIR) fluorescent imaging is a promising imaging method in medicine using a special camera and indocyanine green (ICG) contrast agent. This technique offers safety in use, high resolution, and good sensitivity so that the need for this imaging device will continue to increase. Several studies have reported the use of NIR fluorescent imaging methods in various medical applications using either commercial devices or handmade devices. The aim of this research is to design a near-infrared fluorescent imaging system using mica plastic filters and IP CCTV cameras and subtraction methods to detect fluorescent ICG.
Characterization of mica plastic filters using a spectrometer was carried out to determine the response of the filter and determine the most effective color combination. The prototype design uses a modified CCTV IP camera as the main component in taking images. The subtraction method used can be an alternative in detecting fluorescence produced by ICG by subtracting pixels from 2 images with different conditions. The most effective filter combination in reducing visible light is red-yellow-green-blue, which is at a wavelength of 400 nm – 680 nm with a transmittance of 64,55%. The average absorption coefficient on MKHB plastic mica filters was 9,87 cm-1 at a wavelength of 830 ± 20 nm. The entire prototype was successfully made and has an acceptable resolution and a production cost of 512,000.00 IDR.

"Peraturan Pemerintah Nomor 82 Tahun 2012 tentang Penyelenggaraan Sistem dan Transaksi Elektronik (PP PSTE) menyebutkan penyelenggara sistem elektronik untuk pelayanan dan non-pelayanan publik harus memiliki sertifikat elektronik. Sertifikat elektronik adalah sertifikat yang bersifat elektronik yang memuat tanda tangan elektronik dan identitas yang menunjukkan status subjek hukum para pihak dalam Transaksi Elektronik yang dikeluarkan oleh penyelenggara sertifikasi elektronik. Balai Sertifikasi Elektronik (BSrE) merupakan unit kerja di Badan Siber dan Sandi Negara yang memiliki tugas melaksanakan pemberian pelayanan penerbitan dan pengelolaan sertifikat elektronik.

Salah satu Indikator Sasaran Kegiatan BSrE adalah “Persentase pemenuhan permintaan sertifikat elektronik”. Berdasarkan data Laporan Kinerja BSrE tahun 2017 dan 2018, diketahui bahwa BSrE belum dapat memenuhi target dari indikator pemenuhan layanan sertifikasi elektronik dengan capaian nilai 87,50% pada tahun 2017 dan 93,90% pada tahun 2018 dengan target 100%. Hal ini berpengaruh pada IKU organisasi sebagai penentu ukuran keberhasilan sasaran strategis organisasi sehingga perlu adanya evaluasi kinerja organisasi. Dari hasil analisis menggunakan model 4P (People, Processes, Products/ Technology, dan Partners/ Suppliers) yang didefinisikan pada ITIL, salah satu instrumen kebijakan yang belum tersedia adalah dokumen Service Level Agreeement (SLA). Penelitian ini merupakan mixed method research dengan desain concurrent embedded atau campuran tidak berimbang dan kategori studi kasus. Pengumpulan data dilakukan melalui kuesioner, studi dokumen, wawancara terhadap pejabat, pengelola layanan TI, serta perwakilan pengguna layanan. Hasil kesepakatan berupa dokumen SLA layanan BSrE. Dari penelitian ini diperoleh dokumen SLA layanan TI sesuai kondisi BSrE yang dapat membantu pencapaian Indikator Sasaran Kegiatan dan mendukung pencapaian Rencana Strategis BSSN


Government Regulation Number 82 of 2012 concerning the Implementation of Electronic Systems and Electronic Transactions which states that the electronic system operators for ministries and non-ministries must have digital certificates. Digital certificates are certificates that show digital signatures and identities that indicate the status of legal subjects in Electronic Transactions issued by certificate authority. The Digital Certificate Office is a work unit in the National Cyber and Crypto Agency.

One of the BSrE Activity Target Indicators is the “Percentage of fulfillment of digital certificate requests”. Based on BSrE Performance Report data for 2017 and 2018, it is known that BSrE has not been able to meet the targets of the indicators of fulfillment of digital certificate services with achievements of 87.50% in 2017 and 93.90% in 2018 with a target of 100%. This has an effect on the organizational KPI as a determinant of the success of the organization's strategic objectives so that there is an evaluation of organizational performance. From the results of the analysis using the 4P model (People, Processes, Products / Technology, and Partners / Suppliers) defined in ITIL, one of the policy instruments not yet available is the Service Level Agreeement (SLA) document. This research is a mixed method research with concurrent embedded design or unbalanced mixture and case study categories. Data collection is done through questionnaires, document studies, interviews with officials, IT service managers, and service user representatives. The results of the agreement in the form of SLA documents. From this study, it is expected that an SLA document will be obtained by IT services according to BSrE conditions that can help achieve the Target Activity Indicators and support the achievement of the BSSN Strategic Plan.
