"Penelitian ini membahas mengenai desentralisasi penyelenggaraan pelayanan publik yang dilakukan oleh pemerintah daerah melalui pendelegasian kewenangan dari Bupati kepada Camat, yang didasari oleh Permendagri No. 4 Tahun 2010 tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan. Tujuan dilaksanakannya penelitian ini adalah untuk mendeskribsikan mengenai tahapan dalam pelaksanaan PATEN di Kabupaten Siak, mengetahui faktor-faktor yang berpengaruh terhadap implementasi PATEN di Kabupaten Siak, dan mengetahui pergeseran peran Camat dalam implementasi PATEN di Kabupaten Siak.
Dengan menggunakan metode kualitatif, penelitian ini menghasilkan beberapa temuan penting yaitu koordinasi antar instansi terkait belum maksimal, kualitas dan kuantitas aparatur kecamatan belum memadai, serta munculnya pihak ketiga dalam penyelenggaraan PATEN (calo/makelar pelayanan) yang berasal dari kalangan masyarakat. Dari sudut pandang content dan context of policy, faktor yang paling berpengaruh dalam implementasi PATEN di Kabupaten Siak adalah pihak yang kepentingannya dipengaruhi, kedudukan pembuat kebijakan, sumber daya yang tersedia, serta kepatuhan dan daya tanggap. Berdasarkan hasil analisis penelitian, maka kecamatan memegang peranan penting sebagai pusat pelayanan yang paling dekat dengan masyarakat, terutama daerah yang luas dan sulit dijangkau. Oleh karena itu, selain adanya kewenangan yang luas sesuai dengan porsinya, maka kecamatan juga perlu didukung oleh dana, sarana dan prasarana serta aparatur yang memadai baik kuantitas maupun kualitasnya.

This research discusses about the decentralization of public service delivery by local government through the delegation of authority from the regent to the head of sub district, which is based on Permendagri No. 4 Tahun 2010 tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan (The Guidelines for Integrated Administrative Services by Sub District). The purpose of this research was to describe the implementation stages of PATEN in Siak Regency, determine the factors that influence the implementation of PATEN in Siak Regency, and determine the changes of the head of sub district's role in the implementation of PATEN in Siak Regency.
By using the qualitative methods, this research resulted several important findings such as the coordination between relevant agencies have not maximized, the quality and quantity of sub district officials have not adequately, and also the rises of the third party in service delivery of PATEN (service broker) who come from the community itself. Based on the content and context of policy, the most influential factors in the implementation of PATEN in Siak Regency consist of the parties whose interests are affected, the position of the policy makers, the availability of resources, and also the compliance and responsiveness. Based on the result of research analysis, sub district plays an important role as a service center that closest to the community, especially in the large areas and hard to reach. Therefore, beside the broad authority according to its portion, sub district also needs to be supported by the funding, facilities and infrastructure, and the adequate of both quality and quantity of sub district officials."

"Penelitian ini bertujuan untuk menganalisis kualitas Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kecamatan Ciomas, Kabupaten Bogor dengan menggunakan teori kualitas Christoper Lovelock yang terdiri dari: Information, Consultation, Order Taking, Hospitality, Caretaking, Exceptions, Billing, dan Payment. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan teknik pengumpulan data mix method yaitu menggabungkan antara teknik pengumpulan data kuantitatif dan kualitatif. Instrumen yang digunakan dalam penelitian ini dengan cara melakukan survei, wawancara mendalam (in-depth interview) dengan beberapa narasumber dan observasi. Hasil penelitian menunjukkan bahwa mayoritas responden menyatakan kualitas Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kecamatan Ciomas, Kabupaten Bogor termasuk dalam kategori baik. Namun dalam beberapa hal pemohon PATEN masih merasa kualitas PATEN masih kurang baik dan perlu diperbaiki. Oleh karena itu, terdapat saran untuk perbaikan dan peningkatan kualitas PATEN di Kecamatan Ciomas, Kabupaten Bogor, yaitu disediakan tanda informasi pelayanan berupa banner, akses dalam pembayaran pelayanan perizinan dapat dilakukan melalui transfer, menyediakan ruangan/loket pengaduan, petugas melakukan pencatatan terkait keluhan pemohon, membuat situs resmi Kecamatan Ciomas yang dapat menyediakan informasi PATEN dan dapat diakses oleh publik, dan menyediakan mesin/nomor antrian untuk pemohon.

This study aims to analyze the quality of the Integrated District Administrative Services (PATEN) in Ciomas Subdistrict, Bogor Regency using Christoper Lovelock's quality theory consisting of: Information, Consultation, Order Taking, Hospitality, Caretaking, Exceptions, Billing, and Payment. The method of this research used is quantitative research with a mix method that combines quantitative and qualitative data collection techniques. The instrument used in this study was by conducting surveys, in-depth interviews with several speakers and observations. The results showed that the majority of respondents stated that the quality of the Integrated District Administrative Services (PATEN) in Ciomas Subdistrict, Bogor Regency was included in good category. But in some cases the PATEN customer still feels that the quality of the PATEN is still not good and needs to be improved. Therefore, there are suggestions for improvement in the quality of PATEN in Ciomas Sub-District, Bogor Regency, which is provided a sign of service information in the form of a banner, access to the payment of licensing services can be done through transfers, providing complaints rooms/counters, officers make records related to the complaints of the customers, make an official site of Ciomas Subdistrict that can provide PATEN information and can be accessed by the public, and provide a machine/queue number for the customers."

"This research is about the Implementation of District Integrated Administration Service (PATEN) in bringing closer and improving services to the community in Siak Regency, Riau Province. Law Number 23 of 2014 on Regional Government states that District Heads must implement two authorities, namely Attributive authority, and Delegated authority. The District head as, a regional apparatus, is no longer the head of a region that must obtain a delegation of some the authority of the Regent/Mayor as stipulated by Regent/Mayor regulation. Not all Regents/Mayors delegate part of the authority to District Heads so that the implementation of service is centered in Regency/City. This research descriptive qualitative method, and data collection technique is in the form of the interview, observation and documentation. The results revealed that (1) PATEN in Siak District can bring closer and improve service to the community free of charge; (2) There is a strong commitment from the Siak Regent in the delegation of some of the licensing authority to the District Heads. For example, the presence of service space in the district with service counters, PATEN officers, the incentives of PATENT officers, and the direct supervision from the Regent. (3) Positive responses from the community such as better service, free, and close to the service recipient community."

"ABSTRAK
Penelitian ini membahas mengenai implementasi kebijakan penataan minimarket di Kecamatan Cibinong Kabupaten Bogor. Meningkatnya jumlah minimarket di suatu daerah akan menimbulkan masalah, sehingga perlunya pengaturan untuk menata minimarket. Teori yang digunakan dalam penelitian ini adalah teori Charles O. Jones tentang proses implementasi kebijakan yaitu melalui tahap interpretasi, organisasi, dan aplikasi. Penelitian ini merupakan penelitian kualitatif dengan wawancara mendalam, observasi, dan studi kepustakaan.
Hasil penelitian menunjukkan bahwa implementasi kebijakan belum dapat menata minimarket. Hambatan dalam implementasi kebijakan penataan minimarket adalah keterbatasan sumber daya manusia, pengawasan yang kurang berjalan, keterbatasan anggaran. Saran dalam penelitian ini adalah institusi yang terlibat harus melakukan koordinasi dengan baik, mengevaluasi peraturan mengenai penataan minimarket agar jelas, merekrut pegawai untuk menambah SDM, serta meningkatkan sosialisasi terkait penataan minimarket.

ABSTRACT
This research discuss the policy implementation of minimarket regulation in Sub District of Cibinong, Regency of Bogor. The accretion quantity of minimarket in an area will cause problems, so the need for policies to organize minimarket. The theory used in this research is the theory of Charles O. Jones about the process of public policy implementation through interpretation stage, organizations, and application. This research used qualitative approach with in-depth interviews, observation and literature study.
This research result showed implementation of policy have yet organize minimarket. The obstacle in the implementation of minimarket regulation in Sub District of Cibinong, Regency of Bogor are limited of the human resources, controlling is not the way, the limited of the budget. This research?s recommendations are institutions involved must good coordination, evaluate the rules to be clear about the minimarket regulation, recruit employees to increase human resources, as well as increasing socialization the minimarket regulation."

"Untuk mendapatkan gizi yang baik pada bayi yang haru lahir, ibu harus sesegera mungkin menyusui bayinya ksrena ASI sangat berperan panting untuk mempertahankan kelangsungan hidup bayi. Oleh karena itu, bayi yang berumur 0-6 bulan dianjurkan hanya diberi ASI tanpa pengganti ASI maupun makanan pendamping.
Berdasarkan laporan profil kesebatan Kab. Siak target pencapaian pembarian ASI eksklusif 45,2% pada tabun 2005. Mengingat pentingnya pemberian ASI eksklusif dalam upaya peningkatan sumber daya manusia, maka perluadanya usaha yang keras melalui penyuluhan-penyuluhan pada masyarakat luas.
Tujuan penelitian ini adalah untu mengetahui faktor predisposisi, faktor pendukung dan faktor pendorong yang berhubungan dengan pemberian ASI eksklusif di wilayah kerja Puskesmas buatan II kab. Siak tahun 2007. Adapun rancangan penelitian adalah cross sectional pada 109 ibu menyusui di wilayah kerja puskesmas Buatan II kab. Siak tahun 2007.
Dari hasil penelitian ini diketahui proporsi ibu yang memberikan ASI eksklusif di wilayah kerja puskesmas Buatan II cakupannya masih rendah yaitu: 17.4 %. Faktor-faktor yang berpengaruh terhadap pemberian Asi eksklusif adalah pendidikan, sikap, kemampuan petugas, dukungan petugas (p<0,05). Sedang faktor umur, pengetahuan, pekerjaan, fasilitas keselmtan dan dukungan keluarga tidak berhubungan secara signifikan dengan pemberian ASI eksklusif (p>O,O5). Tidak ada hubungan interaksi antara variabel pendidikan dengan sikap dan kemampuan petugas dengan dukungan petugas.
Ibu yang berpendidikan tinggi mempunyai peluang 4,557 kali untuk menyusui secara eksklusif dlbanding ibu yang mempunyai pendidikan rendah. Ibu yang mempunyai sikap positif mempunyai peluang 5,101 kali menyusui secara eksklusif dibanding ibu yang mempunyai sikap negatif: Ibu yang mendapatkan pelayanan kesehatan dengan kemampuan petugas yang baik mempunyai peluang 6,974 kali menyusui secara eksklusif dlbanding ibu yang mendapatkan pelayanan keselmtan dengan kemampuan petugas yang kurang. lbu yang mendapaikan dukungan petugas kesehatan mempunyai peluang 5,333 kali menyusui secara eksklusif dibanding ibu yang kurang mendapatkan dukungan dari petugas kasehatan.

To provide good nutrition for a new home baby, the mother should as soon as possible breast-feed her baby a breast milk is very important to save the lire of the baby. That's the reason why babies between the ages of 0 - 6 months are encouraged to be breast-fed without any additional mother's milk replacement or food supplement.
Based on the report from Siak regency health profile, achievement target for exclusive breast-feeding is 45.2 % in 2005. Knowing the importance of exclusive breast-feeding in improving human resources quality, it's imperative to work even harder through counseling to the public.
The goal of the research is to uncover the predisposition factors, supporting factors and encouraging factors related to the exclusive breast-feeding in the working district of "puskesmas buatan II, Siak regency in 2007. While the research itself is designed by cross sectional to 109 mothers who breast-feed in the working district of "Puskesmas Buatan II" siak regency in 2007.
The result of this research is the knowledge thet the percentage of mothers who breast-fed their babies exclusively in working district of»Puskesmas buatan [l '; was still very low which was: 17.4%. Factors that affected the exclusive breast-feeding is the variable of education, attitude, staff skill staff support (p>0.05a). While factors such as age, knowledge, job, health facility and family support has no significant relation with exclusive breast-feeding. Theres no inter-act relation between the variable of education with attitude, and between quality of the staff and its support.
The opportunity for mothers who have higher education In breast-feed their babies exclusively is 4.557 times more than mothers with lower education. The opportunity for mothers who have positive attitude to breast-feed their babies exclusively is 5.101 times more than mothers with negative attitude. Opportunity for mothers who get health service from a better quality health institution staff are 6.974 times more likely to breast-feed their babies than mothers who get health service from a poor quality of health institution staff Mothers who get support from the health institution staff have the opportunity to breast-feed 5.333 times more than mothers who don't have support from the heals institution staff.

"Pada tahun 1980, penduduk etnis Jawa melakukan transmigrasi di Kecamatan SiakKecil, Kabupaten Bengkalis, Provinsi Riau. Adanya transmigrasi ini menimbulkankontak bahasa antara penduduk asli dan penduduk pendatang. Peningkatan mutusarana dan prasarana dapat menambah peluang terjadinya kontak bahasa antara sukuMelayu dan Jawa. Kontak bahasa yang terjadi pada dua etnis menimbulkan variasibahasa di Kecamatan Siak Kecil.
Berdasarkan situasi tersebut, tulisan inimemaparkan variasi bahasa antardesa di Kecamatan Siak Kecil dengan menggunakanmetode dialektologi, baik secara kuantitatif maupun kualitatif. Metode kuantitatifdalam penelitian ini menggunakan penghitungan dialektometri. Sementara itu,metode kualitatif digunakan untuk memaparkan situasi kebahasaan yang terdapat diSiak Kecil. Penelitian ini bertujuan untuk memetakan penggunaan bahasa Jawa danMelayu di Kecamatan Siak Kecil berdasarkan kosakata dasar Swadesh dan sistemkekerabatan.
Hasil penelitian menujukkan kontak bahasa yang terjadi di Siak Kecilmemengaruhi kosakata yang digunakan oleh penuturnya. Pemakaian bahasa Jawamenunjukkan adanya peminjaman bahasa dengan kosakata bahasa Melayu. Peminjaman bahasa juga terjadi pada penutur bahasa Melayu yang tinggal di daerahdominan bahasa Jawa. Sementara itu, penutur di daerah ibukota menggunakan bahasaIndonesia dalam tuturan sehari-hari.

In 1980, some Javanese migrated to Siak Kecil Subdistrict, Bengkalis Regency, Riau Province. Therefore, transmigration affected language contact between local people and migrants. In addition, improvement on infrastructures and facilities quality may increase the chances of language contact between Malay and Javanese people. Language contact that occurs between two ethnics may cause language varieties inSiak Kecil.
Based on these issues, this thesis elaborates language varieties among villages in Siak Kecil Subdistrict using dialectology method, in both quantitative and qualitative analysis. The quantitative method using dialectometric calculation. Meanwhile, the qualitative method is used to describe language situation in Siak Kecil. This research aims to map the use of Javanese and Malay language in Siak Kecil Subdistrict based on Swadesh and kinship system list.
The result shows language contact in Siak Kecil affects vocabulary which used by the speakers. The usage of the Javanese vocabulary shows language borrowing with Malay vocabulary. Language borrowing also occurs in Malay speakers who live in Javanese language dominant area. Meanwhile, speakers who live in capital city use Indonesian language in everyday speech.

"Pencemaran Sungai Siak di Propinsi Riau merupakan salah satu isu strategis lingkungan hidup yang ditimbulkan akibat pelaksanaan pembangunan dan ekonomi yang cenderung dilakukan secara eksploitatif tanpa memperhatikan upaya menjaga kelestarian lingkungan hidup.
Tujuan penelitian ini adalah untuk mengetahui sejauh mana tingkat pencemaran Sungai Siak serta peran Pemerintah Daerah Kabupaten Siak dalam pengendalian pencemaran Sungai Siak. Selain itu juga untuk mengetahui kontribusi masyarakat dan industri dalam pencemaran Sungai Siak, serta terbentuknya kerangka dasar kebijakan pengendalian pencemaran Sungai Siak.
Penelitian ini dilakukan dengan pendekatan analisa kualitatif dan analisa kuantitatif Analisa kualitatif dilakukan dengan wawancara mendalam terhadap responden dengan analisis content. Analisa kuantitatif menggunakan data sekunder dengan menganalisa hasil penelitian JICA tahun 2000, Bapedalda tahun 2001 dan PPLH tahun 2002 UNRI tentang Sungai Siak.
Hasil penelitian menunjukkan telah terjadi pencemaran Sungai Siak yang ditandai dengan penurunan kualitas air sesuai hasil penelitian, yakni kadar BOD 28 mg/1, COD = 67 mg/1. Hal tersebut melebihi standar yang ditentukan dalam PP Nomor 82 Tahun 2001 yaitu kadar BOD = 2 mg/l dan COD =10 mg/l.

Analysis of Management Policies of Siak River Pollution in Relation with District Autonomy Process in the Siak RegencyPollution of the Siak River in the Province of Riau is one of the strategic environmental issues which are caused by infrastructures and economical development that tends to be done exploitatively without considering efforts to preserve the environment.
The objectives of this study are to find out how high is the pollution level in Siak River and the pollution management by the Local Government of Siak Regency. Moreover, to examine the contribution of the community and industries to the pollution of Siak River, and to build evidences for management policies regarding the pollution of Siak River.
This study is carried out using qualitative and quantitative analysis approaches. Qualitative analysis is performed through in-depth interviews toward the respondents using content analysis. Quantitative analysis uses secondary data through analyzing the result of studies carried out by MCA in 2000, Bapedalda in 2001, and PPLH UNRI in 2002 concerning Siak River pollution.
The results of this study suggests that there has been pollutions in the Siak River as shown by the decreasing water quality, that is the BOD level = 28 mg/l, COD = 67 mg/I. This is beyond the standards of BOD = 2 mg/l and COD = 10 mg/l which determined by Gov. Reg. 82 Yr. 2001.
The Government's roles on managing pollutions of Siak River are yet optimized, especially in the course of surveillance and development. This is strongly related to the insufficiency related to quantitative and competencies of human resources and budget. The industrial sector has yet to fully comply with the regulations and law concerning the environment. This is signified by the research result of BOD and COD level of all industrial waste are above the regulation of liquid waste quality, with BOD level approximately between 92 mg/l to 861 and COD level approximately between 195 mg/l to 1268,8 mg/l. As according to the regulation of Riau Governor concerning Liquid Waste Quality for the Industries is regulated that BOD level is between 75 mg/1 to 100 mg/l and COD level is between 125 mg/l to 350 mg/l.
From the result of the questionnaire toward 28 respondents who lived on the banks of Siak River, it was discovered that 64% of them uses Siak River to dispose of manure, and 71% throw away of their garbage.
The Policy Officers have yet to implement the Environmental regulations entirely; it is considered important to arrange the bases of policies concerning pollution management in Siak River which refers to Gov. Reg. No. 23 Yr. 1997 of the Environment, Gov. Reg. No. 82 Yr. 2001 of the Water Quality Management and Water pollution Management. Siak River management should better be managed integrated involving every Regency along the Siak River, changing the development patterns from backyard to front yard, establish water recognition and water quality accordingly, establish Liquid Waste Quality, carry out tight and consistent surveillance, and institute sanctions to those who break the regulations.

Latar belakang penelitian ini didasari oleh Program Keluarga Berencana sebagai salah satu upaya menahan laju pertumbuhan penduduk. Program ini merupakan salah satu program yang harus dilaksanakan karena melihat besarannya pertumbuhan penduduk di Indonesia khususnya di Kabupaten Bogor, namun pelaksanaannya belum optimal karena disalah satu Kecamatan yaitu Kecamatan Gunung Putri tingkat kegagalan KB (drop out) selalu meningkat dari 3 tahun terakhir. Secara keseluruhan pelaksanaan, pemerintah dalam hal ini BPPKB telah melakukan beberapa cara untuk menurunkan tingkat kegagalan tersebut, tetapi terdapat hambatan selama pelaksanaan. Tujuan dari penelitian ini adalah menggambarkan proses Implementasi Program Keluarga Berencana di Kecamatan Gunung Putri Kabupaten Bogor untuk melihat alasan tingginya tingkat kegagalan yang terjadi di Kecamatan Gunung Putri menggunakan pendekatan Post-Positivist dan teknik pengambilan data berupa wawancara mendalam, studi literatur dan penelitian lapangan. Dengan berdasarkan teori Edwards III penelitian ini menjelaskan bahwa pelaksanaan Implementasi Program Keluarga Berencana di Kecamatan Gunung Putri Kabupaten Bogor belum dilaksanakan secara optimal oleh petugas lapangan KB di Kecamatan Gunung Putri. Kata Kunci: Implementasi Kebijakan, Program Keluarga Berencana, Kecamatan Gunung Putri.

ABSTRACT
The background of this research is based on the family planning program as an effort to restrain the rate of population growth. This program is one of programs that should be implemented because they see the amount of population growth in Indonesia, especially in Bogor Regency. The Implementation still not optimal yet because in one of the Sub-District which Gunung Putri Sub-District Family planning drop out rate is increasing from the last 3 years. By overall implementation, the government has been doing a few ways to reduce the drop out rate, but there are obstacles that occurs during implementation. The aim of this study is to describe the process of implementation of the Family Planning Program in Gunung Putri Sub-District, Bogor regency to see reasons for the high rate of failure that occurred in Gunung Putri Sub-District using post-positivist approaches with in-depth-interview data collection technique, literature studies and field research. Based on Edwards III theory the study explains that the implementation of the Family Planning Program in Gunung Putri Sub-District, Bogor Regency has not been implemented optimally by the local government in Gunung Putri Sub-District."

"Analisis Implementasi Kebijakan Pendampingan Dana Desa, di Kecamatan Parung, Kecamatan Bojong Gede dan Kecamatan Sukaraja Kabupaten Bogor. Penelitian ini menggunakan paradigma Post Positivisme dan jenis penelitian kualitatif-deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi dan dokumentasi. Dalam penelitian ini teknik analisis yang digunakan adalah metode ilustratif illustrative method.
Hasil dari penelitian ini menunjukkan bahwa Implementasi Kebijakan Pendampingan Dana Desa di Kecamatan Parung cukup optimal, terlihat dari aspek proses pendampingan yang berjalan dengan cukup baik, interaksi dan komunikasi antar pihak terkait berjalan dengan lancar dan koordinasi yang saling mendukung. Pendampingan Kecamatan Sukaraja berjalan kurang optimal. Interaksi dan komunikasi serta koordinasi antar pihak terkait belum berjalan dengan maksimal. Pendampingan di Kecamatan Bojong Gede berjalan kurang optimal, proses pendampingan belum berjalan dengan baik, interaksi dan komunikasi yang terjalin pun belum maksimal.
Faktor berpengaruh dalam implementasi pendampingan dana desa di Kecamatan Parung yakni kompetensi, profesionalitas, pengalaman yang cukup baik dari pendamping, komitmen yang tinggi, serta pemahaman pendamping yang baik terhadap kebijakan dan tantangan sosiokultural desa. Di Kecamatan Sukaraja, kompetensi pendamping masih kurang, pengalaman dan jumlah yang sangat minim. Komitmen serta pemahaman yang kurang akan isi dan tujuan kebijakan, kurangnya koordinasi antara kepala desa dengan sekretaris desa.
Kecamatan Bojong Gede memiliki pendamping yang belum berpengalaman, serta kondisi politik desa cukup signifikan berpengaruh terhadap implementasi kebijakan, serta sosiokultural masyarakat yang menjadi tantangan tersendiri bagi pendamping. Pendampingan di Kecamatan Parung memberikan dampak pada efektivitas penggunaan dana desa. Pendampingan di Kecamatan Sukaraja belum memberikan dampak dan pendampingan di Kecamatan Bojong Gede cukup memberikan dampak terhadap efektivitas dan penggunaan dana desa, namun memang belum terlalu optimal.

Analysis of Policy Implementation of Village Fund Assistance, in Parung District, Bojong Gede District and Sukaraja District, in Bogor Regency This study uses Post Positivism paradigm. The type of research used in this study is qualitative descriptive. Data were collected through in depth interviews, observation and documentation. In this research the analytical technique used is illustrative method illustrative method.
The results of this study showed that the Implementation of Village Fund Assistance Policy in Parung district is quite optimal, seen from the aspect of the mentoring process that runs quite well, interaction and communication between related parties run smoothly and mutually supportive coordination. Local Assistance in Sukaraja district runs less than optimal. Interaction and communication and coordination between related parties have not run maximally. Assistance in the Bojong Gede District runs less than optimal, the mentoring process has not gone well, the interaction and the communication that was established was not maximized.
There are influential factors in the implementation of village fund assistance in Parung district, namely the competency and professional aspect which is good enough from the assistant, the experience of the assistant, the high commitment, and the good companion understanding on village sociocultural policies and challenges. In Sukaraja district the aspect of companion competence is still lacking, experience and amount very minimal. Commitment and lack of understanding of the content and policy objectives, lack of coordination between the village head and the village secretary.
Bojong Gede District has an inexperienced companion, as well as the political condition of the village significantly influences the implementation of policy, and sociocultural community that becomes a challenge for the companion. Assistance in Parung has an impact on the effectiveness of the use of village funds. The assistance in Sukaraja district has not yet had an impact and assistance in the Bojong Gede District has had considerable impact on the effectiveness and use of village funds, but it is not yet optimal.
