"ABSTRAKTesis ini membahas tentang refungsionalisasi Kementerian agama sebagai salah satu upaya untuk mewujudkan perlindungan hukum terhadap warga negara penganut aliran kepercayaan di Indonesia. Refungsionalisasi Kementerian Agama Republik Indonesia Diperlukan sebagai salah satu upaya untuk mewujudkan perlindungan hukum administrasi terhadap warga Negara penganut aliran kepercayaan, terutama untuk mengoptimalkan kewenangan pelayanan publik dibidang keagamaan yang diberikan oleh Negara. Hal demikian dapat dilakukan melalui beberapa cara yaitu perubahan Format kementerian agama yang strukturnya tidak dibuat berdasarkan agama mayoritas yang ada di Indonesia, mengembalikan kewenangan pembinaan terhadap aliran kepercayaan yang sebelumnya berada dalam direktorat pembinaan Kepercayaan terhadap Tuhan Yang Maha Esa dan tradisi kementerian pendidikan dan kebudayaan, Serta mencabut kewenangan kejaksaan dalam melakukan pengawasan terhadap aliran kepercayaan, untuk kemudian kewenangan dalam melakukan pembinaan dan pengawasan terhadap aliran kepercayaan tersebut dikembalikan kedalam satu kementerian.

ABSTRACT

This thesis analysis about Recreate ministry of religious affairs as one effort to realizing legal protection for citizens which adherent traditional religion in Indonesia. Recreate ministry of religious affairs of the Republic of Indonesia is required as part of efforts to realize the protection of administrative law against citizens which adherents traditional religion, especially to optimize the religious authority in the field of public services provided by the State. This can be done through several ways: Format changes the structure of ministry of religious addairs is not made based on the majority religion in Indonesia, restore the authority of coaching against cult which had previously been in Ministry of Education and Culture, Revoke the authority of the prosecutor in conducting surveillance the adherents of traditional religion, for then the authority to conduct training and supervision were merged into a ministry."

"ABSTRACTThe paper advances the reason for an inclusive review of what constitutes African culture in view of the impact of globalization on the continent of Africa. Culture is a significant aspect of the African social system. It is the platform for asserting Africanity. The paper is motivated by George Herbert Meads theory of symbolic interactionism whose core concern is mutual inclusivity. African culture has undergone different stages of modification. What constituted African culture in the 19th century, for example, is not what constitutes it in the present day. The paper, therefore, argues the need for African culture to embrace and coexist with the Western contact which globalization has occasioned. Such inclusivity is capable of making the continent of Africa affirm its Africanness and as such, its relevance on the global stage. A historical periodization of the cultures evolution is undertaken, resulting in the emergence of such categories as primitive African culture, traditional African culture and contemporary African culture. Also, the paper laments the inherent contradiction in the presentday African cultural practices whereby Africans live by Western values in their realities but condemn the West according to the principle of nationalism. Following this, it is proposed that African culture should liberalize and permit the indispensable visiting Western worldview to coexist with it. African spiritualism, arts and ethics are identified as the most enduring of all the elements of African culture, needed for Africas technology, iconic identity, and rectitude, respectively."

"Skripsi ini membahas mengenai keberhasilan misi perdamaian yang dilakukan oleh organisasi regional Afrika, African Union (AU) yang bernama AMISOM sejak tahun 2007 hingga tahun 2011 di Somalia. Penelitian ini menemukan bahwa AMISOM relatif cukup berhasil dan bisa dilihat sebagai sebuah tanda mengenai pergeseran trend pelaksanaan misi perdamaian yang sebelumnya sering dilakukan oleh PBB, menjadi dilakukan oleh organisasi regional. Ditemukan bahwa dalam misi perdamaian di Somalia, terdapat banyak faktor yang mempengaruh perdamaian di Somalia. Penelitian ini membuktikan asumsi bahwa AMISOM relatif berhasil dalam upaya menciptakan perdamaian di Somalia dari pertama kali misi dilaksanakan pada tahun 2007 hingga tahun 2011 pada saat kota Mogadishu berhasil direbut.

This thesis discusses the success of peace mission undertaken by African regional organizations, African Union (AU) called AMISOM since 2007 until 2011 in Somalia. This study found that AMISOM relatively successful and could be seen as a sign of the shifting trend which the previous implementation of peace missions are often carried out by the United Nations, to be undertaken by regional organizations.

It was found that in the peace mission in Somalia there are many factors that affect peace in Somalia. This study proves the assumption that AMISOM is relatively successful in fostering peace in Somalia of the mission that was first implemented in 2007 until 2011 when the city of Mogadishu been won."

"African Union merupakan sebuah institusi regional di kawasan afrika yang lahir dari kesadaran negara-negara Afrika bahwa terdapat kebutuhan akan pengaturan terhadap kawasan tersebut. Termasuk dalam bidang yang ditangani oleh AU adalah bidang keamanan. Eksistensi AU diharapkan menjadi sebuah pengaturan keamanan yg dapat membantu mewujudkan kawasan Afrika yang stabil, aman, dan terbebas dari konflik. Paradigma realisme, liberalisme, dan konstruktivisme memiliki pandangan yang berbeda mengenai bentuk dan sifat sebuah institusi keamanan. Realisme dengan teori collective defense nya memandang sebuah institusi keamanan sebagai sebuah institusi dimana anggotaanggotanya membentuk sebuah aliansi militer yang memiliki tujuan pembentukan yang jelas. Liberalisme dengan teori collective security nya memandang institusi keamanan sebagai sebuah bentukan institusi yang menjaga anggota-anggota nya untuk saling menjaga perilaku dan kebijakan agar tidak saling berbenturan satu dengan lainnya. Sedangkan konstruktivisme dengan teori security community nya memandang institusi keamanan sebagai sebuah bentukan yang mendorong negara negara anggota nya untuk tidak menggunakan tindakan koersif dalam segala kebijakan penanganan konfliknya. Karya tulis ini akan menganalisa sifat bentukan AU sebagai sebuah institusi keamanan regional di kawasan Afrika melalui ketiga teori tersebut.

African Union is a regional institution in Africa born as a form of African country's realization in needs of a better system in the region. Security is one of the issue that became AU's consideration. There is a hope that AU's existance could take a role as a security management in order to create a stable, save, and free-from-conflict Africa. Realism, Liberalism, and Constructivism have a different way to see the formation and characteristic of a security institution. Realism with a collective defense theory believe that security institution is a form of institution where the members are united in a military alliance. Liberalism with collective security theory believe that the main purpose of a security institution is to keep the member's from violating one another. While constructivism with security community theory believe that members of security institution need to build a non-coersive action policy in order to create the real peace in the region. Focus of this thesis is to analyzing characteristic of AU as a regional security institution in Africa using the three theory mentioned above."
