"Penelitian ini bertujuan menggambarkan kebijakan pengendalian pemanfaatan air tanah di Kabupaten Sukabumi dan kendala yang dihadapi dalam melakukan pengendalian. Penelitian kualitatif ini menggunakan pengumpulan data dengan wawancara mendalam dan studi dokumen. Hasil penelitian ini menemukan bahwa Pemerintah Kabupaten Sukabumi mengeluarkan tiga kebijakan terkait pengendalian pemanfaatan air tanah. Kebijakan pertama adalah Peraturan Daerah Kabupaten Sukabumi No 14 Tahun 2010 Tentang Air Tanah. Bagian penting dari peraturan daerah tersebut adalah perizinan, kegiatan pengendalian dan pengawasan. Kebijakan kedua adalah Peraturan Bupati No 28 Tahun 2011 Tentang Tata Cara Perhitungan Nilai Perolehan Air (NPA) yang di dalamnya mengatur denda bagi pemegang izin yang menggunakan air tanah melebihi debit yang diizinkan. Kebijakan ketiga adalah Keputusan Bupati No 546.2/Kep.430- DPESDM/2013 Tentang Harga Air Baku (HAB) yang menetapkan kenaikan HAB, dan kendala yang dihadapi dalam melakukan kebijakan tersebut adalah perubahan Undang-Undang No 32 Tahun 2004 menjadi Undang-Undang No 23 Tahun 2014 Tentang Pemerintahan Daerah yang berdampak pada hilangnya kewenangan Kabupaten Sukabumi dalam melakukan pengendalian air tanah.

This study describes about the policy of controlling the use of groundwater in Sukabumi and its obstacles. This study using qualitative method by in-depth interviews and literarure study. The results of this study found that the Government of Sukabumi issued Results of the study found that the Government of Sukabumi issued three related policies controlling the use of groundwater. The first policy is Local Regulation No 14 Year 2010 about Groundwater. An important part of the local legislation is the licensing, monitoring and control activities. The second policy is the Regent Regulation No 28 Year 2011 about Procedure for Calculating the Value of Acquisition of Groundwater (NPA) in which set fines for license holders who use groundwater exceed the permitted discharge. The third policy is the Regent Decree No546.2/Kep.430-DPESDM /2013 about Standard Water Price (HAB) which sets the rise of HAB, and the obstacles encountered in conducting the policy is a change of Law No. 32 of 2004 into Law No. 23 of 2014 which impact to the loss of authority in Sukabumi Regency to control groundwater.

"ABSTRAK
The increasing demand of raw water in DKI Jakarta has caused excessive groundwater abstraction. It causes the groundwater level drop to certain level and has emerged cone of depression in some areas. Groundwater management as an effort to recover the groundwater level, requires an integrated groundwater monitoring system. Recently, there are approximately 161 groundwater monitoring wells in Jakarta groundwater basin. Those wells are generally categorized as secondary network, since determined by groundwater abstraction activity. Meanwhile, a representative primary network to monitor the natural condition of groundwater in each aquifer layer is not yet available completely. The method of Inverse Distance Weighting (IDW) spatial estimation is applied to determine the number and distribution of primary monitoring wells based on aquifer geometry using Groundwater Modeling System (GMS) software. Based on the aquifer geometry, it can be arranged monitoring zones and the number of monitoring wells in each zone. There are 9 monitoring zones in Jakarta groundwater basin consist of 1 zone with 1 monitoring well, 2 zones with 2 monitoring wells, 3 zones with 3 monitoring wells, and 3 zones with 4 monitoring wells, so that the total of primary monitoring wells for groundwater monitoring in Jakarta groundwater basin is 26 monitoring wells. This research is expected to be useful for stakeholders to optimize the representative monitoring wells network based on aquifer geometry in sustainable groundwater management. "

"Pemodelan fisik penjalaran pencemar menggunakan seepage tank yang sudah dilakukan oleh Herlambang (2012) dan Triandhika (2013) sudah bisa memvisualisasikan adveksi dari penjalaran pencemar namun belum bisa memvisualisasikan fenomena adveksi dan dispersi yang mengalami refaksi. Tujuan penelitian ini adalah untuk mengembangkan protokol alat seepage tank untuk mampu memvisualisasikan penjalaran pencemar pada perched aquifer. Media berpori yang digunakan adalah pasir dengan dua jenis yang berbeda nilai konduktivitas hidroliknya. Pasir dialiri air hingga jenuh dan dibiarkan dalam kondisi pengaliran steady lalu pencemar dialirkan ke lapisan pasir dan dilihat visualisasi penjalarannya. Hasil dari penelitian ini berupa protokol yang merupakan pengembangan protokol sebelumnya. Pengembangan dari protokol sebelumnya adalah (1) penetapan kondisi batas kedap air pada bagian tepi kiri dan kanan kolom pasir di dalam seepage tank, (2) pengaturan debit inflow menjadi sekecil mungkin sehingga permukaan pasir tidak tergerus, (3) penggunaan jarum infus sebagai pengganti injektor, dan (4) pengaturan debit aliran pencemar sebesar 0,005 mL/detik.

Previously, Herlambang (2012) dan Triandhika (2013) were able to visualize contaminant advection with physical modeling using seepage tank However contaminant transport through heterogeneous systems, according to Freeze and Cherry (1979), they refract as passes from one medium to another with different values of hydraulic conductivity. The purpose of this study was to develop a protocol for the seepage tank and to visualize contaminant transport flow through perched aquifer. Porous media in seepage tank consist of sand with two different types of hydraulic conductivity values. Sand was saturated and the flow was in steady conditions, thencontaminantwas discharged into sand layers. Visualization of contaminnant advection and dispersion is recorded and analized. Result of this research is a protocol that is an improvement from the previous protocol; (1) setting impermeable condition on left and right of sandbox inside seepage tank, (2) controlling pump inflow as low as possible to prevent scouring on top of sandbox, (3) replacing injector into infuse needle, and (4) setting contaminant loading 0,005 mL/s.
