"Penulisan ini dibuat untuk mengetahui pelaksanaan pemolisian komunitas di Kelurahan Jelambar yang dilakukan untuk mencegah terjadinya peredaran dan penyalahgunaan narkoba. Hal ini dijelaskan dengan menggunakan teori Disorganisasi Sosial dan Pertukaran Sosial. Hasil dari penelitian ini menunjukan bahwa program pemolisian komunitas yang ditujukan untuk mencegah terjadinya peredaran dan penyalahgunaan narkoba tidak berjalan dengan baik. This Thesis made to investigate the implementation of community policing in Jelambar which used to prevent distribution and drug abuse. This pehenomenon explained by using Social Disorganization Theory and Social Exchange theory. "Implementasi Pemolisian Komunitas oleh Kepolisian Negara Republik Indonesia Polri dinilai belum optimal. Peneliti mengidentifikasi sejumlah faktor psikologis yang diduga berpengaruh terhadap unjuk kerja Petugas Pemolisian Komunitas antara lain budaya senjang kekuasaan, komitmen afektif, kepemimpinan melayani, dan rasa percaya petugas kepada pemimpin. Penelitian ini melibatkan 352 orang partisipan petugas Pemolisian Komunitas di wilayah Kepolisian Daerah Metropolitan Jakarta Raya Polda Metro Jaya.Hasil pengujian hipotesis yang dilakukan dengan pendekatan Structural Equation Modeling SEM menunjukkan bahwa budaya organisasi senjang kekuasaan dapat melemahkan pengaruh faktor kepemimpinan melayani terhadap unjuk kerja yang dimediasi oleh rasa percaya, sedangkan tidak berdampak pada pengaruh faktor komitmen afektif petugas terhadap unjuk kerja.

The implementation of Community Policing by the Indonesian National Police INP Polri is currently considered not optimal. Several psychological factors are hypothesized to have influence on the performance of Community Policing Officers, namely power distance, affective commitment, servant leadership, and trust of the officers towards their leader. This research involves 352 participants from Community Policing Officers in the jurisdiction of Polda Metro Jaya Jakarta Metropolitan Police.The result of this study shows that power distance weakens the variable of servant leadership towards performance mediated by trust. However, it has no effect on influencing officers rsquo affective commitment towards their performance."

Faktor Penyebab konflik sosialtawuran yang terjadi di kecamatan Johar Baru terdiri dari pemicu, faktor penyebab inti,faktor yang memobilisasi dan faktor yang memperburuk. Penulis juga menemukanbahwa Polres Metro Jakarta Pusat belum melaksanakan strategi pemolisian sesuaidengan konsep dan teori yang digunakan dalam penulisan ini. Dalam penelitian inipenulis merekomendasikan Strategi pemolisian dalam pencegahan konflik sosialtawuran dengan pemantapan Program Zero Tawuran.Kesimpulan penelitian ini memberikan deskripsi mengenai konflik sosialtawuran di Kecamatan Johar Baru yang dilatarbelakangi motif ekonomi. Hal inidisebabkan karena kebutuhan dasar masyarakat setempat yang dikecewakan. Strategipemolisian yang diharapkan dalam pencegehan konflik sosial tawuran di KecamatanJohar Baru dilakukan dengan memperhatikan faktor-faktor yang berpengaruh terhadappemantapan strategi itu sendiri. Perumusan strategi pemolisian yang akan datangdiharapkan dapat mempedomani tahapan-tahapan manajemen strategi yang didalamnya memuat strategi jangka pendek, jangka menengah dan jangka panjangdengan tetap memperhatikan kemampuan analisa sesuai dengan konsep IlmuKepolisian dan teori Problem Oriented Policing.

The implementation of community policing by the Police is expected to addressthe increasing potential for conflict in the community, especially in the districts newVenus. Theapproach used is a qualitative approach using the method of case study research. Datacollection techniques using observation, interviews, research documents, and audio andvisual material. Data were analyzed using data triangulation technique.The results showed that social conflicts brawl that occurred in the district ofJohar Baru really a social process. Causes of social conflict brawl that occurred in JoharBaru sub district consists of a trigger, the core causal factors, factors that mobilize andfactors that aggravate. The author also found that Central Jakarta Metro Police have notimplemented policing strategy in accordance with the concepts and theories used in thispaper. In this study the authors recommend the policing strategy in conflict preventionby strengthening the social brawl Zero Program.Conclusions This study provides a description of the social conflict in thedistrict of Johar Baru brawl against the backdrop of economic motives. This is becausethe basic needs of local people disillusioned. Expected policing strategies in theprevention of social conflicts brawl in the district of Johar Baru done with attention tothe factors that influence the consolidation strategy itself. The problem of law violations that often occurs around Bintuni Bay-West Papua is influenced by the development of extractive companies that carry out offshore drilling in the exploitation of natural resources. The law violations that often occur in Bintuni Bay are due to the large number of workers who are not absorbed by the industry, economic problems and also customary rights. Therefore, this thesis discusses the appropriate method to prevent law violations that have an impact on the industry in Bintuni Bay. The results of this study are an effective crime prevention method using the Human Security and Community Policing that can reduce the level of law violations. The driving force behind this prevention method is the collaboration between the Community itself, the Police and the Company."

"ABSTRAKSurat Tanda Nomor Kendaraan (STNK) merupakan salah satu dokumen kendaraanyang diperlukan untuk berkendara dan menjamin identitas suatu kendaraan. Seiring denganperkembangan zaman yang semakin modern, menyebabkan perubahan yang cukupsignifikan pada pola pelayanan kepada masyarakat yang sedang mengurus STNK terutamadi daerah perkotaan. Perubahan ini juga mempengaruhi pola pikir masyarakat secara umum,terutama yang berkaitan dengan kualitas pelayanan. Semakin baik kualitas pelayananmasyarakat akan semakin puas dengan pelayanan yang diberikan. Dengan latar belakanginilah terjadi peningkatan permintaan masyarakat terhadap kualitas pelayanan STNK. Adapun tujuan dari penelitian ini adalah : 1) Ingin mengetahui bagaimana tingkatkesesuaian faktor-faktor kualitas pelayanan yang mempengaruhi kepuasan masyarakat padaUnit STNK Samsat Jakarta Barat, 2) Ingin mengetahui faktor-faktor apa yang harusdiprioritaskan untuk meningkatkan kualitas pelayanan yang mempengaruhi kepuasanmasyarakat pada Unit STNK Samsat Jakarta Barat, (3) Ingin mengetahui tingkat kepuasanmasyarakat terhadap kualitas pelayanan yang diberikan Unit STNK Samsat Jakarta Barat.Dalam penelitian ini responden adalah masyarakat yang sedang mengurus STNK di SamsatJakarta Barat dan dipilih secara Incidental Sampling berjumlah 200 orang. Untuk mengukurtingkat kepuasan pelanggan terhadap kinerja di Unit STNK Samsat Jakarta Barat, digunakanImportance Performance and Analysis (IPA), dan Costumer Satsfaction Index (CSI). Dalampenelitian ini penulis menggunakan lima faktor kualitas pelayanan sesuai dengan teori dariPhilip Kotler yang terdiri dari Tangibles (wujud tampilan fisik), Reliability (keandalan),Responsiveness (ketanggapan), Assurance (jaminan), Empathy (empati). Dari lima kriteriatersebut terdapat atribut-atribut yang mempengaruhi kepuasan masyarakat. Hasil analisis IPA menunjukkan bahwa transparansi biaya dan kemudahan prosedurmerupakan atribut-atribut yang mempunyai tingkat kepentingan yang paling tinggi dan jugamemiliki tingkat kepuasan yang paling tinggi. Setelah semua atribut dianalisis, atribut-atributtersebut dipetakan pada sebuah diagram kartesius. Dari diagram kartesius diperolehinformasi bahwa atribut-atribut yang harus menjadi perhatian utama adalah kelayakan dankelengkapan fasilitas, lokasi pelayanan, cepat dalam menanggapi keluhan masyarakat danpenyampaian informasi yang mudah dipahami. Keempat atribut ini merupakan atribut yangdirasakan masyarakat sangat penting, tetapi pihak Samsat Jakarta Barat belum melaksanakansesuai dengan harapan masyarakat sehingga masyarakat masih merasa kurang puas. Darihasil perhitungan Costumer Satisfaction Index (CSI), tingkat kepuasan secara keseluruhanterhadap atribut-atribut kualitas pelayanan di Samsat Jakarta Barat sebesar 75,5%. Yangberarti secara keseluruhan masyarakat puas terhadap kualitas pelayanan di Samsat JakartaBarat. Namun demikian masih perlu adanya peningkatan kualitas pelayanan sehinggakepuasan masyarakat akan meningkat pula.

ABSTRACTVehicle Certificate Number (vehicle registration) is one of the documents needed to drive the vehicle and the identity of the vehicle. Along with the more modern era, led tosignificant changes in the pattern of services to the people who are taking care ofregistration, especially in urban areas. This change also affects the mindset of the people ingeneral, especially with regard to quality of service. The better the quality of public serviceswill be increasingly satisfied with the service provided. With this background of increasingpublic demand for quality of service registration. The objectives of this study were: 1) Wantto know how to rate the suitability of the factors affecting the quality of service that people'ssatisfaction with officer service in West Jakarta Vehicle Registration Unit, 2) Want to knowwhat factors should be prioritized to improve the quality of care that affect people'ssatisfaction on West Jakarta Vehicle Registration Unit, (3) Want to know the level ofpeople's satisfaction with the quality of services provided West Jakarta Vehicle RegistrationUnit. In this study the respondents were people who were taking care of vehicle registrationin West Jakarta Vehicle Registration Unit and were selected randomly 200 people. Tomeasure the level of customer satisfaction on the performance of officer service in WestJakarta Vehicle Registration Unit, used Importance Performance Analysis (IPA), andCostumer Satsfaction Index (CSI). In this study the authors used five factors of servicequality in accordance with the theory of Philip Kotler consisting of Tangibles (appearance ofphysical form), Reliability (reliability), responsiveness (responsiveness), Assurance(security), Empathy (empathy). Of the five criteria are the attributes that influence people'ssatisfaction. The results of the analysis indicate that the IPA cost transparency and ease of theprocedure are the attributes that have the highest interest rate and also have the highest levelof satisfaction. Having analyzed all the attributes, the attributes are mapped to a Cartesiandiagram. Cartesian diagram obtained information that the attributes that should be the mainconcern is the feasibility and completeness of facilities, location services, fast in response topublic complaints and delivery of information that is easily understood. The fourth attributeis perceived attributes are very important people, but the West Jakarta Registration Unit notperform according to the expectations of their citizens, people still are not satisfied. From thecalculation of Customer Satisfaction Index (CSI), the overall satisfaction level of theattributes of service quality in officer service in West Jakarta Vehicle Registration Unit by75.5%. Which means the public satisfied with the overall quality of service in officer servicein West Jakarta Registration Unit. However, there is need for improved quality of care thatpeople's satisfaction will increase as well."

"Kebijakan Pembatasan kegiatan masyarakat selama masa pandemik Convid-19 telah memaksa  dilaksanakan kebijakan WFH (work from home) dan LFH (learn from home). Kebijakan tersebut tidak menyurutkan terjadinya tawuran antar kelompok bahkan justru mengalami peningkatan. Penelitian ini dilakukan terkait dengan pokok permasalahan  mengenai implementasi pemolisian masyarakat oleh Polres Metro Jakarta Timur Polda Metro Jaya yang belum signifikan dalam menanggulangi tawuran antar kelompok di masa pandemi Covid-19. Pertanyaan penelitian ini bagaimana implementasi pemolisian masyarakat di wilayah hukum Polres Metro Jakarta Timur Polda Metro Jaya dapat menanggulangi tawuran antar kelompok di masa pandemi Covid-19. Tujuan penelitian ini adalah untuk menggambarkan sekaligus menjelaskan implementasi pemolisian masyarakat dalam menanggulangi tawuran antar kelompok di masa pandemi Covid-19. Secara teoritis dan praktis tujuan penelitian ini adalah untuk berkontribusi pada perkembangan ilmu pengetahuan, dan menjadi dasar keahlian akademik bagi peneliti mengenai konsep dan implementasi pemolisian masyarakat dalam penanggulangan tawuran antar kelompok masyarakat dalam konteks di masa pandemi Covid-19. Adapun teori dan konsep yang digunakan dalam  penelitian ini yaitu, teori peran, teori strategi, teori kebijakan publik, teori implementasi, konsep pemolisian masyarakat, partisipasi masyarakat dan windows broken theory, teori kontrol sosial, teori konflik, dan teori solidaritas. Metode Penelitian yang digunakan adalah pendekatan analisis deskripftif. Adapun kesimpulan temuan penelitian ini yaitu implementasi Polmas dalam penanganan tawuran di wilayah hukum Polres Metro Jakarta Timur pada masa pandemi Covid-19 ditinjau dari aspek kebijakan, filosofi, pelaksanaan dan evaluasi, dengan program meliputi pembentukan satgas anti tawuran, program kongkow dengan Kapolres, program pembuatan WA Group dan program seribu portal, program polisi RW. Sementara faktor penyebab belum signifikannya implementasi Polmas dikarenakan banyaknya personel yang terpapar virus Covid-19, sehingga personel lebih terkonsentrasi dalam penanganan Covid, dan lemahnya partisipasi masyarakat serta dukungan anggaran, sarana dan prasarana yang terbatas. Implementasi Polmas tersebut, mengacu pada Peraturan Kapolri No. 3 tahun 2015 tentang Polmas.

The presence of policies to restrict community activities has forced the implementation of WFH (work from home) and LFH (learn from home) policies. The policies, however, do not reduce the incident of brawls among community groups. There has even been an increase regarding the number of such incidents. The main problem of the research is that the implementation of community policing held by East Jakarta Metropolitan Police Resort has not significantly been able to handle brawls among community groups during the Covid-19 pandemic. The question of research is how the implementation of community policing in the jurisdiction of the East Jakarta Metropolitan Police in handling brawls among communities groups during the Covid-19 pandemic. The purpose of the study is to describe as well as explain the implementation of community policing in handling brawls among communities groups during the Covid-19 pandemic. Theoretically and practically, the research will contribute to science development  and  become the basis  of academic skills  for researchers on  the concept and implementation of community policing in handling brawls among community groups during the Covid-19 pandemic. The author employs various theories and concepts, such as role theory, strategy theory, public policy theory, implementation theory, concept of community policing, community participation, broken  window  theory,  social  control  theory,  conflict  theory,  and  solidarity theory. The author also employs the qualitative approach with descriptive analysis method. The results of the research reveal that community policing viewed from the  aspects  of  policy,  philosophy,  implementation,  and  evaluation  has  been applied in the forms of establishing anti-brawl task forces, hanging out program with the Head of Metro Police Resort, creating WhatsApp groups, one thousand portal programs, and police neighbourhood programs. Such implementations have not been significant because there are many personnel being infected by Covid-

19, there are more personnel focusing on handling Covid-19, the participation of communities is weak, and the support of budget as well as structures and infrastructures are weak. The implementation of community policing should refer to the National Police Chief Regulation Number 3/2015 regarding Community Policing."

"ABSTRAKTugas karya akhir ini membahas kasus pencurian dengan pemberatan yang mendominasi di kota Padang Panjang selama tahun 2010-2016. Hal ini menggambarkan bahwa usaha pencegahan untuk kasus pencurian dengan pemberatan di kota Padang Panjang masih belum efektif untuk menekan angka kasus tersebut. Dengan memanfaatkan pola-pola pencurian dengan pemberatan yang ada, maka dapat dianalisa dan disimpulkan sebuah solusi untuk menekan dan mencegah angka pencurian dengan pemberatan tersebut. Usaha pencegahan yang akan dilakukan adalah dengan memanfaatkan partisipasi dari masyarakat dengan menggunakan konsep community policing yang di Indonesia kemudian diadopsi sebagai Pemolisian Masyarakat Polmas . Secara umum fungsi Polmas sudah berjalan dengan baik di lingkup Polres Padang Panjang terutama untuk bidang Bhabinkamtibmas, namun masih diperlukan beberapa peningkatan program kerja terutama untuk pencegahan pencurian dengan pemberatan di malam hari.

ABSTRACTThis paper discusses the burglary cases as dominate crimes that occured in Padang Panjang during 2010 2016. This illustrates that prevention efforts for burglary cases in Padang Panjang are still not effective to reduce the case number. By utilizing the pattern of burglary, it can be analyzed and summed up a solution to suppress and prevent it. Prevention that will be done is to take advantage of the participation of the community by using the concept of community policing in Indonesia and then adopted as Pemolisian Masyarakat Polmas .
