"The Multi Donor Fund for Aceh and Nias (MDF) and the Java Reconstruction Fund (JRF) have played significant roles in the remarkable recovery of Aceh, Nias and Java, following some of the worst disasters in Indonesia in recent years. The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper presents the lessons from the MDF and JRF's use of large-scale, government-implemented community driven development programs to deliver reconstruction at the village level in Aceh, Nias and Java. It documents how local level recovery using a community driven approach can result in not only cost effective physical outputs, but also empowered communities with greater capacities and more prepared to face future disasters. The MDF and JRF experiences have demonstrated many less tangible social benefits. These include faster social recovery from the impact of disasters and increased confidence and capacities of local actors to engage in local level planning. Most importantly, the community driven approach to reconstruction empowers victims of natural disaster to become key agents in their own recovery. "

"ABSTRACT
As a country known for its very disaster prone areas, Indonesia has
experienced frequent disasters, either large, medium and small scale ones, which even in the last six months have had at least a fairly large scale natural disaster, one of which is an earthquake occurred in Lombok in late July to mid August 2018. Learning from the experiences of post disasters management that have occurred before, especially after the earthquake and tsunami disaster in Aceh and Nias in 2004, the earthquake in Yogyakarta in 2006, the earthquake in West Sumatra in 2009, and eruption of Mount Merapi in 2010, the post disaster recovery process needs to be carried out in an integrated and comprehensive manner, by involving participation of stakeholders at the national and regional levels, not only the central government, local governments and other government partners. In relation to the post earthquake recovery efforts in Lombok in 2018 which affected seven districts/cities in NTB Province which resulted recovery needs of more than Rp. 11 trillion, despite the issuance of the Presidential Instruction policy framework Number 5 of 2018 on the Acceleration of Post Disaster Rehabilitation and Reconstruction in NTB Province, which
assigns relevant ministries/agencies and Governor and Regents and Mayors whose areas are affected in NTB Province, to be able to accelerate the process of recovering local conditions and disaster affected communities in the affected NTB region, which for implementation still requires operational policies and strategies in the field. For this reason, some best practices in managing the recovery process from previous disasters can be used as input in establishing appropriate and applicable policies and strategies in order to accelerate the rehabilitation and reconstruction of post disaster areas in Lombok further, to realize a recovery to rebuild a better one, safer and more sustainable."

This paper discusses the value of a phased approach to post-disaster reconstruction as a successful means to manage short-term expectations while delivering long-lasting, results of high quality. The natural disasters of late 2004 and early 2005 left a trail of human loss and destruction in Aceh and Nias. In such a scenario, capacity building efforts related to individual and community level investments yielded large returns. Aceh and Nias have emerged from the reconstruction experience in a better position to address these challenges as a result of the capacity building achieved through the recovery process."

There was huge pressure on all actors involved in the reconstruction process to act fast and get projects ready for implementation. The MDF adopted a phased approach to the reconstruction. The implementation of nearly all projects in the roads sub-sector was fully satisfactory, with positive economic benefits attributable to the various projects. Most of the projects under the MDF infrastructure portfolio placed significant emphasis on capacity building to enhance the sustainability of assets created. The MDF's experience in implementing its large-scale infrastructure program offers many lessons for future reconstruction efforts in similar contexts in Indonesia elsewhere."

"Berdasarkan data yang bersumber dari Badan Pusat Statistik (BPS) tahun 2020, dari 25.504 desa di Indonesia yang mengalami bencana pada tahun sebelumnya, hanya 49,96% desa yang memiliki mitigasi bencana. Idealnya semakin tinggi tingkat kerawanan bencana desa, semakin tinggi juga kemungkinan suatu desa memiliki fasilitas mitigasi bencana yang memadai. Wilayah rawan bencana perlu memprioritaskan upaya mitigasi bencananya. Penelitian ini bertujuan untuk menganalisis variabel-variabel yang mempengaruhi mitigasi bencana desa pasca bencana terjadi di Indonesia. Data penelitian diperoleh berdasarkan hasil Survei Perkembangan Desa Tahun 2020 yang diolah menggunakan regresi Ordinary Least Square (OLS) pada aplikasi STATA / IC 16.1 dan menggunakan analisis deskriptif. Hasil penelitian menunjukan bahwa jumlah kejadian bencana, jumlah jenis kejadian bencana, dan lokasi desa yang mengalami bencana berpengaruh positif dan signifikan terhadap upaya mitigasi bencana desa. Hasil regresi semua variabel bebas secara bersama-sama memiliki tingkat signifikansi pengaruh yang tinggi terhadap upaya mitigasi bencana desa. Pemerintah desa, daerah, atau pusat diharapkan mempertimbangkan kedua variabel yang berkaitan dengan kejadian bencana sebelumnya ketika mempersiapkan mitigasi bencana desa dan rencana kontinjensi.

Based on data sourced from the Indonesian Central Statistics Agency (BPS) in 2020, of the 25,504 villages in Indonesia that experienced a disaster in the previous year, only 49.96% of villages had disaster mitigation. Theoretically, the higher the level of village disaster vulnerability, the higher the possibility that a village will have adequate disaster mitigation facilities. Disaster-prone areas need to prioritize their disaster mitigation. The research aims to analyze the variables that influence village disaster mitigation after a disaster occurs in Indonesia. This study uses a quantitative approach. Research data was obtained based on the results of the 2020 Village Development Survey which was processed using Ordinary Least Square (OLS) regression on the STATA / IC 16.1 application and using descriptive analysis. The research results show that the number of disasters, the number of disaster types, and the village location individually have a positive and significant effect on village disaster mitigation. The regression results of all independent variables together have a high level of significance in influencing village disaster mitigation. village, regional, or central governments are expected to consider factors related to previous disaster events when preparing village disaster mitigation and contingency plans."

"[Kemiskinan merupakan momok bagi pembangunan suatu negara. Selain menghambat pertumbuhan ekonomi, kemiskinan juga dapat menimbulkan masalah multidimensi. Untuk memecahkan masalah kemiskinan, pemerintah berupaya menggalakkan berbagai macam program pengentasan kemiskinan. Saat ini, Program Pemberdayaan Masyarakat (Community Driven Development-CDD)
telah menjadi salah satu program yang sering dilakukan oleh negara-negara berkembang untuk mengelola tingkat kemiskinan. Konsep dasarnya sangat sederhana, yaitu pemberdayaan masyarakat, khususnya masyarakat miskin. Di Indonesia, pemerintah menerapkan Program CDD melalui Program Nasional
Pemberdayaan Masyarakat (PNPM) sebagai dasar dari kampanye pengurangan kemiskinan. Dalam pelaksanaannya, program PNPM membutuhkan keikutsertaan masyarakat miskin untuk berpartisipasi dalam perencanaan, pelaksanaan, monitoring dan evaluasi program. Sebuah studi dari keberhasilan PNPM dilakukan tak lama setelah program ini diluncurkan pada tahun 2007. Hasil studi terbaru menyebutkan bahwa PNPM
cenderung dapat meningkatkan pertumbuhan ekonomi yang mampu mengurangi jumlah orang miskin (pertumbuhan pro-kemiskinan). Namun ironisnya, program ini dihentikan oleh rezim baru di awal tahun 2015. Berangkat dari masalah ini, penelitian ini bertujuan untuk mengetahui efektivitas dari PNPM sebagai cara untuk mencapai pertumbuhan yang pro-kemiskinan (pro-poor growth). Cakupan makalah penelitian ini adalah merumuskan peran PNPM di tingkat nasional mengingat sebagian besar penelitian sebelumnya hanya terfokus pada daerahdaerah
tertentu. Studi ini menghasilkan kesimpulan bahwa PNPM adalah instrumen yang bisa diterapkan untuk mencapai pertumbuhan yang prokemiskinan (pertumbuhan yang menguntungkan orang miskin). Dengan membatasi definisi kemiskinan secara absolut, setiap peningkatan dana PNPM
yang menyertai pertumbuhan ekonomi, cenderung akan mengurangi kemiskinan.

Poverty is a scourge for development of a country. Besides inhibiting the economic growth, poverty may also cause multidimensional problems. Thus, to solve poverty matters, many governments attempt to promote poverty alleviation programs in their countries. Currently, Community-Driven Development (CDD) Program has become one of the systems which is often practiced by developing countries in order to manage the poverty rate. Its basic concept is very simple. It empowers the communities, especially the poor, to unleash them from the shackles of poverty. In Indonesia, the government implements CDD Program through the so-called Program Nasional Pemberdayaan Masyarakat (PNPM) as
the basis of the poverty reduction campaign. In its implementation, PNPM program requires the poor communities to get involved in such actions as participation in planning, implementation, monitoring and evaluation of the
programs. A study of the success of the PNPM to eradicate poverty was conducted shortly after the program was launched in 2007. The results of the latest studies suggested that the PNPM will likely be able to reduce the number of poor people in Indonesia. Nevertheless, after running for several years, the program was terminated by the new regime at the beginning of 2015. Departing from this issue, this study aims to investigate the effectiveness of PNPM as a means of alleviating poverty. Since most of the previous studies only focused on certain areas, this research paper is trying to formulate the role of PNPM at the national level. This study has come up with a conclusion that the PNPM is a workable instrument to achieve pro-poor growth, the growth which favours the poor. By limiting the definition of poverty in absolute terms, any increase in the PNPM funds, accompanying the economic growth, will likely reduce poverty more.;Poverty is a scourge for development of a country. "Penelitian ini bertujuan untuk menganalisis hubungan modal sosial (kebiasaan gotong royong, keberadaan kegiatan olah raga, jumlah kegiatan yang dilakukan Badan Permusyawaratan Desa) terhadap proses pemulihan bencana gempa bumi yang diikuti tsunami dan likuifaksi yang terjadi di Sulawesi Tengah pada 26 Septetmber 2018. Dengan menggunakan intensitas cahaya malam hari (data Suomi National Polar Partnership Visible Infrared Imaging Radiometer Suite-SNPP VIIRS) dalam menilai waktu proses pemulihan aktivitas ekonomi dan PODES 2018, dilakukan analisis survival. Hasil analisis menunjukkan desa yang memiliki modal sosial yang lebih tinggi membutuhkan waktu yang lebih cepat untuk mencapai kondisi sebelum bencana terjadi/pulih.  Peluang desa terdampak bencana yang memiliki kegiatan olah raga lebih cepat 13,046 kali dibandingkan desa yang tidak memiliki kegiatan olah raga. Penelitian ini juga mengindikasikan adanya peran positif institusi dan infrastruktur desa dalam mempercepat proses pemulihan desa terdampak bencana.

This study aims to analyze the relations of social capital ("gotong royong", the existence of sporting activities, the number of activities carried out by the Badan Permusyawaratan Desa) on the earthquake followed by tsunami and liquefaction disaster recovery process that occurred in Central Sulawesi on September, 26th 2018. By using the intensity of the night light (Suomi National Polar Partnership Visible Infrared Imaging Radiometer Suite-SNPP VIIRS data) in assessing the time for recovery of economic activity and PODES 2018, a survival analysis was performed. The analysis shows that villages with higher social capital need a shorter time to reach their pre-disaster recovery. The chances of a village affected by the disaster having sports activities were 13,046 times faster than that of villages without sports activities. This research also indicates the positive role of village institutions and infrastructure in accelerating the recovery process of villages affected by disasters."
