"ABSTRACT
This research specifically aims to determine the role of leadership in encouraging organizations in implementing the principles of TQM in the Universitas Negeri Padang Library Descriptive research method with qualitative approach. Data collection through observation, interview and document analysis. Subjects in this study are leaders, sub-heads, events, facts, documents and various forms of efforts, programs or library activities. The object of this research is leadership in TQM which is implemented in Universitas Negeri Padang Library. The results of research related to the role of leadership in the library of universities can be seen from (1) the leader develops the vision and sets the direction and strategy of the college library to produce the changes needed to achieve the vision; (2) the leader communicates the goals to be achieved through statements and deeds to anyone who may be required to give eject to the formation of team that understands the vision and strategy of college library; (3) leaders provide motivation for library librarians and librarians; and (4) the leader must be able to create the desired change of the user and is very useful for the progress of the college library through the provision of new services desired by the user and the new approach in working relationships that help the college libraries compete."

"Komposisi dari Top Management Team (TMT) merupakan salah satu pendorong kinerja perusahaan. Salah satu aspek kunci dalam komposisi TMT adalah pendidikan. Pendidikan dalam TMT merupakan pendorong kinerja perusahaan karena itu mendorong inovasi perusahaan dan merupakan bakat TMT untuk mengatasi tantangan yang dihadapi oleh perusahaan .Keragaman pendidikan dapat membantu kinerja perusahaan karena memberikan pemahaman yang luas untuk situasi yang kompleks. Sedikit penelitian telah dilakukan dalam memahami hubungan antara keragaman pendidikan dan kinerja perusahaan. Saya merancang hipotesis saya berdasarkan penelitian sebelumnya, dengan teori Upper Echelon sebagai landasan saya. Untuk lebih memperjelas hasil, saya memilih masa jabatan CEO sebagai variabel moderator. Untuk menjawab pertanyaan penelitian, saya merancang data set dengan Tingkat Pengembalian Aset dan komposisi TMT tahun 2017 dari 96 perusahaan Indonesia yang terdaftar dalam indeks komposit Kompas100 dan menganalisis data dengan regresi linier berganda. Walaupun hasilnya tidak dapat menunjukkan bahwa keragaman pendidikan TMT yang tinggi mengarah pada kinerja perusahaan yang lebih baik, ini berimplikasi bahwa pendidikan TMT dan masa jabatan CEO memiliki pengaruh terhadap kinerja perusahaan.

Top Management Team (TMT) composition is a driver in firm performance. One key aspect in TMT composition is education. Education in TMT is a driver in firm performance as it drives the firm`s innovation and is a resource for the TMTs to face the challenges of the firm. Education diversity can help the firm performance as it gives a wide array of understanding for complex situations. Little research has been conducted in understanding the relationship between education diversity and firm performance. I designed my hypothesis based on previous research, with Upper Echelon Theory as my foundation. To better explain the results, I chose CEO tenure as a moderating variable. To address the research question, I designed a dataset with the 2017 Return on Assets and the TMT composition of 96 Indonesian firms listed in the Kompas100 composite index and analyzed the data with multiple linear regression. While the result could not show that high TMT education diversity does lead towards a better firm performance, it has implications that TMT education and CEO Tenure does have an effect on firm performance. "

"ABSTRACT
This research examined and investigated how cultural diversity among team members affects team performance. Specifically, this research scrutinized whether culturally diverse team members has an effect on team performance. A dimension from the Big Five Personality Trait, which is conscientiousness, is considered to moderate this relationship and its interaction effect with culturally diverse team members is also examined. The quantitative study was conducted with students from Rijksuniversiteit Groningen and Universitas Indonesia as samples. After the statistical analysis was executed, it is revealed that culturally diverse team members have a positive effect on team performance. However, it is also showed that conscientiousness weakens the positive effect of culturally diverse team members on team performance. Thus, this research has implications for international business, especially in hiring new graduates and tackling cultural issues arise in a team.

ABSTRAK
Penelitian ini menguji dan menginvestigasi bagaimana keberagaman budaya didalam anggota tim mempengaruhi kinerja tim. Secara spesifik, penelitian ini mempelajari lebih dalam apakah anggota tim yang beragam secara budaya memiliki sebuah efek terhadap kinerja tim. Sebuah dimensi dari the Big Five Personality Trait, yaitu ketelitian, digunakan untuk memoderasi hubungan ini dan efek interaksi dengan anggota tim yang beragam secara budaya juga diuji. Penelitian kuantitatif dilaksanakan dengan mahasiswa dari Rijksuniversiteit Groningen dan Universitas Indonesia sebagai sampel. Setelah analisa statistik dijalankan, hasilnya menunjukkan bahwa anggota tim yang beragam secara budaya memiliki efek positif terhadap kinerja tim. Tetapi, hasilnya juga memnujukkan bahwa ketelitian memperlemah efek positif dari anggota tim yang beragam secara budaya terhadap kinerja tim. Terakhir, penelitian ini memliki implikasi untuk bisnis internasional, khususnya dalam merekrut pencari kerja yang baru lulus perguruan tinggi dan menangkal isu bersifat budaya yang muncul didalam tim."

Total of Quality Management ( TQM) represent management quality of service which cannot be disregarded, considering society claim govemment organization have to become servant, government organization must became steward to serve entrepreuner and society because our entrepreneur and society want get service from government organization quick, accurate and trusted.
National Agency of Drug and Food Control (NADFC) since year 2001 have
intended to implement good service program which in line with TQM, but in its applying still face some constraint so that good service able to satisfied customer/ client not yet fully can be executed.
To know how far applying of TQM and constraints faced and why service not doing better its need research scientifically.
Leadership, Komitmen, Process and Product in Organization is to represent very important organizational pillar in applying of TQM (ISO 9000). which must evaluate continually that because of staff and head in band quality control of narcotic and psikotropic are beiing sample population I tne research each officer work with profesional speed, credible as according to organizational culture of NADFC so satisfaction of customer/client can be reach.
Sampel determined with technique of Non Probability Sampling Purposive That mean Sampel have been determined owning certain specification and strata with use kuesioner.That kuesioner are full with quesition and andswer with use likert scale disseminating containing kuesioner of question with answer by using
likert scale, result of kuesioner analysed correlationly doubled regresi and constructively SPSS program 11.5
Result of research to Leadership factors, Komitmen, Process and Product in Organization is to represent Organizational Pillar according to in TQM theory have strong relation with Satisfaction of customerlclient, and although in general the quality of service have good but still a lot need improvement and repair. From is fourth of the factor which most having an effect on is leadership
Constraints which still faced among others is Leadership which not yet is fully executed second, total quality execution still not yet fully become head komitmen head and staf that still found by oflioer give less dissatisfactory and non professional service to the customer/ client, third is less looked after by is
facilities and basic facilities so that not yet futilled of short examination time According to TQM theory tht is new paradigm, head have to assume subordinate is cutomer/client which must be listened by sigh and hislits suggestion so that reaching of communications which either through horizontal and is vertical.Thats fourth of factor above in the reality most having an effect
on in satisfaction of customer/client is leadership. lf leadership have been executed bette, officer will work hardly and hold responsible and have komitmen to be able to fulfill short time which specified by NADFC and service as according to quality service so that can reach by satisfaction in NADFC."
