"Peluncuran satelit Sputnik I oleh Uni Soviet memicu terjadinya kompetisi kegiatan eksplorasi antariksa. Amerika Serikat secara ambisius menjalankan program Apollo guna meraih keunggulan strategis di antariksa melalui misi pendaratan manusia pertama di bulan. Namun, Amerika Serikat mengambil keputusan untuk meninggalkan keunggulan strategis yang dimilikinya dari keberhasilan program Apollo di saat kompetisi eksplorasi antariksa tengah berlangsung. Fokus penelitian ini adalah mengetahui hal-hal yang melatarbelakangi penghentian program Apollo oleh Amerika Serikat. Tujuan dari penelitian ini adalah untuk mendapatkan eksplanasi dari pertimbangan keputusan Amerika Serikat menghentikan program Apollo. Penelitian ini dilakukan menggunakan pendekatan kualitatif dengan melalui penggunaan data primer dan sekunder. Analisis akan didasarkan pada aplikasi teori rational actor model oleh Graham Allison, yakni pengambilan keputusan mengacu pada empat hal: (1) tujuan dan objektif; (2) opsi; (3) konsekuensi; dan (4) pilihan rasional. Penelitian ini menunjukkan bahwa terdapat lebih banyak keuntungan bagi Amerika Serikat jika menghentikan program Apollo. Keunggulan strategis Amerika Serikat tetap dipertahankan melalui dominasinya dalam berbagai kegiatan eksplorasi antariksa baru. Sehingga, menjadi suatu keputusan yang rasional bagi Amerika Serikat untuk menghentikan program Apollo berdasarkan setelah mempertimbangkan tujuan dan konsekuensi yang didapat.

The launch of the Sputnik I satellite by the Soviet Union triggered competition for space exploration. The United States ambitiously pursued the Apollo program to gain a strategic advantage in space through the first human landing mission on the moon. However, the United States decided to abandon its strategic advantage from the triumph of the Apollo program when the space race was happening. The focus of this research is to understand the reasons behind the termination of the Apollo program by the United States. The purpose of this research is to get an explanation of the consideration of the United States' decision to terminate the Apollo program. This research uses a qualitative approach through the use of primary and secondary data. The analysis will be based on the application of the rational actor model theory by Graham Allison, which stated that decision-making refers to four things: (1) goals and objectives; (2) options; (3) consequences; and (4) rational choice. This research shows that there is much more beneficial for the United States if the Apollo program is terminated. The strategic advantage of the United States is maintained through its dominance in various new space exploration activities. Thus, it became a rational decision for the United States to terminate the Apollo program considering its objectives and consequences."
