"Penelitian ini menjelaskan pengembangan sumber daya manusia yang dilakukan oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK RI), bertujuan untuk menggambarkan kegiatan pengembangan SDM yang dilakukan oleh BPK RI melalui suatu proyek yang bernama State Audit Reform Sector Development Program (STAR SDP). Proyek STAR SDP merupakan kegiatan yang diinisiasi oleh Pemerintah untuk melakukan reformasi pada sektor audit. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Hasil dalam penelitian ini, terlihat bahwa BPK RI serius dalam melakukan reformasi audit dan dibuktikan salah satunya dengan melakukan pengembangan SDM melalui pelatihan-pelatihan nasional dan internasional, program beasiswa Pascasarjana dan sertifikasi, dan mengembangkan Kurikulum Berbasis Kompetensi oleh Pusdiklat BPK RI.;This research describes about development of human resources carried out by the AuditBoard of the Republic Indonesia (BPK RI). The purpose of this research is to describe about human resources development activities through an instrument called State Audit Reform Sector Development Program (STAR SDP). This program is an activity that initiated by the Government to reform the audit sector. The methods used in this research is a qualitative method. The results of this research indicate that BPK RI serious in doing the audit reform and proved by developing the human resource through scholarship programs, certification courses, national and international shortcourses, and develop competency based curriculum by BPK Training Center."

"Skripsi ini membahas reformasi birokrasi di Departemen Keuangan dan strategi untuk menjalankan reformasi yang terdiri dari penataan organisasi, perbaikan bisnis proses, dan peningkatan MSDM, dalam rangka meningkatkan public service sekaligus mewujudkan good governance. Fokus penelitian ini adalah implementasi dari strategi tersebut dan kesesuaiannya dengan road map reformasi yang ada. Penelitian ini adalah penelitian kualitatif dengan menggunakan metode ilustratif. Hasil penelitian ini menyarankan bahwa perlu adanya sosialisasi strategi reformasi dan program akuntabilitas dalam pelaksanaan strategi reformasi birokrasi di Departemen Keuangan.

The focus of this study is bureaucratic reform at the Monetary Department and their strategy to implement the reform, whereas it is containing of reinventing organization, business process reengineering and improvement of MSDM, in regards to increase the public service and to generate good governance. The purpose of this study is to understand the implementation of the strategy and its adjustment towards the available road map. This research is qualitative research with illustrative method. Result of this research is to advice on the importance of socialization of the reformation strategy and accountability program for the implementation of bureaucratic reform strategy."

"BPK RI adalah lembaga yang tugasnya memeriksa pengelolaan keuangan negara yang dilakukan oleh K/L negara. Oleh karena itu, penting bagi BPK RI untuk terus meningkatkan kualitas auditnya agar K/L mengelola keuangan negara lebih efektif dan efisien. Penelitian ini adalah penelitian kualitatif yang bersifat deskriptif komparatif analitik dengan menjabarkan usaha yang telah dilakukan BPK RI untuk meningkatkan kualitas auditnya dan juga membandingkannya dengan pedoman yang diterbitkan oleh ASOSAI dan EUROSAI. Hasil dari penelitian ini adalah BPK RI sudah cukup berusaha untuk meningkatkan kualitas auditnya tetapi masih ada beberapa usaha yang harus diperbaiki dan ditambahkan agar kualitas auditnya terus meningkat.

BPK RI is a institution whose duty is examine public finance management which is undertaken by ministries or State agencies. Therefore, the important thing for BPK RI to improve audit quality continously to make K/L manage public finance more effective and efficient. This research is a qualitative research that is descriptive comparative analytic with detailing effort has been done by BPK RI to improve audit quality and also comparing it with guidelines published by ASOSAI and EUROSAI. The result of this research is BPK RI sufficient effort to improve audit quality but there are still some undertaking that must be improved and added to increasing the audit quality."

"Penelitian ini bertujuan untuk menganalis pengaruh perubahan peringkat obligasi terhadap tingkat penahanan kas (cash holdings) perusahaan-perusahaan non keuangan yang terdaftar di Bursa Efek Indonesia dari tahun 2005-2012. Pemeringkatan obligasi dikeluarkan oleh lembaga pemeringkat peringkat obligasi di Indonesia yaitu PEFINDO. Dari 198 data observasi yang didapatkan selama tahun penelitian terdapat 62 kali perubahan peringkat obligasi; perubahan within class, across class dan perubahan across investment grade. Perubahan peringkat didominasi oleh perubahan secara upgrade di investment grade yaitu sebesar 72,58%. Dengan menggunakan model regresi berganda, penelitian ini menemukan bahwa perubahan peringkat obligasi dan grade obligasi tidak signifikan berpengaruh terhadap cash holdings perusahaan.

This research aims to analyze how credit rating change on corporate cash holdings into non financial firms which listed in Indonesia Stock Exchange for the period of 2005 ? 2012. Credit rating was issued by Indonesia credit rating agency named PEFINDO. From 198 observation data that was gained during research period, there were 62 credit rating change; within class change, across class change, and across investment grade change. Upgrade rating change dominates credit change in investment grade for 72,58%. Using multiple regression, this research found that unsignificant credit rating change and grade rating change influences the corporate cash holdings."
