"Di era globalisasi ini, peranan Tiongkok di dunia internasional semakin diperhitungkan. Selain muncul dengan kekuatan ekonominya, Tiongkok juga memanfaatkan kekuatan budayanya untuk mengadakan pendekatan dengan negaranegara lain. Pendekatan yang dikenal sebagai diplomasi kebudayaan ini selain dilakukan secara langsung, juga dapat melalui berbagai media sebagai perantaranya. Salah satu media yang dimanfaatkan oleh pemerintah RRT untuk melakukan diplomasi kebudayaan terhadap Indonesia adalah melalui media radio. Pada 2010, radio resmi pemerintah RRT, China Radio International CRI atau Zhongguo Guoji Guangbo Diantai bekerja sama dengan radio swasta Elshinta 90 FM untuk menyiarkan beragam topik dalam dimensi budaya, ekonomi, sosial, politik.
Siaran yang ditujukan untuk audiens Indonesia tersebut dibawakan dalam bahasa Indonesia, dan di antaranya membahas aspek-aspek terkait hubungan Tiongkok-Indonesia. Pengamatan terhadap siaran CRI program 'Lentera' periode 2011-2013 menghasilkan pemetaan 164 seratus enam puluh empat topik siaran. Setelah melakukan kategorisasi dan seleksi topik, kajian ini melakukan analisis intertekstual terhadap kata-kata kunci, konteks, tujuan eksplisit, kepentingan, konektor audiens dari siaran-siaran terseleksi tersebut. Berdasarkan hasil analisis, kajian ini menemukan strategi-strategi diplomasi kebudayaan yang dijalankan RRT untuk audiens Indonesia melalui media radio CRI.

In this era of globalization, the role of China in the international world is increasingly significant. Beside its economic power, China is also using its cultural strength to make approaches with other countries. This approach, known as cultural diplomacy, that not only done directly, but also through various media as its intermediary. One of the media used by PRC government to do cultural diplomacy to Indonesia is throughbroadcast media. In 2010, China Radio International CRI or Zhongguo Guoji Guangbo Diantai was collaborating with Elshinta 90 FM private radio to broadcast a variety of topics in cultural, economic, social, political dimensions.
The broadcasts that aimed for Indonesian audiences were in Indonesian, with topics that were related to the China Indonesia relationship. Observations of the 2011 2013 CRI program's called Lentera had resulted mappings of 164 one hundred and sixty four broadcast topics. After categorizing and selecting those topics, this study performs an intertextual analysis of key words, contexts, explicit objectives, audience connectors of the selected broadcasts. Based on the results of the analysis, this study finds cultural diplomacy strategies that China conducts for Indonesian audience through CRI.

"Penelitian ini berupaya menganalisis mengenai kebijakan energi China terhadap Angola dalam upaya mengamankan pasokan energi minyaknya. Upaya China dilakukan melalui diplomasi energi dengan menggunakan instrumen positive economic statecraft. Untuk, tulisan ini menganalisa mengenai sejumlah aktivitas diplomasi China untuk Angola seperti kunjungan diplomatik, bantuan luar negeri, investasi, perdagangan dan kerjasama ekonomi. Selain itu, penulis juga menganalisa indikator keberhasilan energi China di Angola dan faktor-faktor yang mendorong keberhasilan diplomasi tersebut. Penulis menggunakan metode kualitatif dengan mengambil data melalui studi kepustakaan. Pada akhirnya penelitian ini menemukan bahwa sejumlah faktor yang mendukung keberhasilan ekonomi di China antara lain; pergeseran kebijakan China dari ideologi China ke ekonomi pragmatis, penggunaan charm foreign policy, isu HAM di Angola, kurangnya kontrol kebijakan energi di Angola dan terakhir berhasilnya diplomasi di Angola juga dipengaruhi oleh gagalnya diplomasi Amerika di Afrika sehingga tidak ada power yang lebih besar di Afrika yang memudahkan China melakukan ekspansi minyak dan mendapatkan pasar di Angola.

This research attempts to analyze China energy policy towards Angola as part of its efforts to secure the country's oil supply. To reach this goal, China utilizes its energy diplomacy using positive economic statecraft instrument. Therefore, this thesis will analyze a number of diplomatic activities that had been made between China and Angola such as diplomatic visits, foreign aid, investment, trade and economic cooperation. Furthermore, this thesis will analyze the impetus factors and the success indicator of China's energy diplomacy in Angola. The author uses qualitative methodology by collecting data from various literature studies. Ultimately, this research finds a number of impetus factors of China economic success, such as; the shift in China ideology to pragmatic economic, the use of charm foreign policy, human rights issue in Angola, the lack of control of energy policy in Angola and lastly, the failure of United States of America diplomacy in Africa (thus there's no greater foreign power in the continent) provides an opportunity for China to expand their oil business and getting a market in Angola.

"This paper examines Vietnam?s security policy with a focus on its omnidirectional military
diplomacy. The concept of omnidirectional military diplomacy combines the ideas of omnidirectional
diplomacy?the basic foreign policy of the Communist Party of Vietnam and the Vietnamese
government?and the military diplomacy of the Ministry of National Defense and the Vietnam
People?s Army. Under Vietnam?s omnidirectional military diplomacy, in order to build multilayered
and stable relationships with all countries, not only the diplomatic institutions but also relevant
military organizations participate in broadly-defined diplomatic activities through dialogue and
cooperation, thereby playing a part in Vietnam?s omnidirectional diplomacy. In the area of national
defense policy, Vietnam pursues stability not only of bilateral relations but also of the strategic
environment of the region as a whole by engaging in confidence building among relevant military
organizations for the security of Vietnam, a relatively small country. Vietnam?s omnidirectional
military diplomacy seeks to address the traditional security issue of sovereignty over the South China
Sea by directly applying the general goal of military diplomacy, namely: improving bilateral and
multilateral relations as well as the regional strategic environment through cooperative confidence-
building efforts, primarily in nontraditional areas. It attempts to keep China?s excessive influence
from reaching Vietnam by deepening the country?s relationships with the United States and other
major powers in the region. Vietnam?s omnidirectional military diplomacy principally covers the
United States, Russia, India and Japan, and also places importance on the utilization of ASEAN?s
multilateral frameworks for security cooperation."
