"Dalam beberapa tahun terakhir, berbagai tekanan ekonomi baik dari sisi internal maupun eksternal telah mengguncang perekonomian Indonesia khususnya tingkat regional, yang dapat ditunjukkan dengan perkembangan tingkat pertumbuhan ekonomi seluruh daerah yang tidak dapat tumbuh secara signifikan selama tahun 2010-2014. Kondisi tersebut dapat mengancam tujuan utama dari pembangunan ekonomi nasional dalam menghasilkan pertumbuhan ekonomi yang tinggi demi mencapai kesejahteraan dan kemakmuran masyarakat secara adil merata. Berbagai riset menunjukkan bahwa rendahnya infrastruktur dan tenaga kerja baik secara kuantitas dan kualitas berdampak serius terhadap perekonomian Indonesia. Berbagai macam kebijakan pemerintah telah diimplementasikan untuk mengatasi permasalahan-permasalahan tersebut khususnya dalam meningkatkan tenaga kerja berpendidikan tinggi dan melakukan pembangunan infrastruktur.
Penelitian tesis ini bertujuan untuk mengkaji bagaimana peran tenaga kerja berpendidikan tinggi dan pengeluaran pemerintah provinsi untuk infrastruktur jalan, pelabuhan, bandara dan listrik terhadap PDRB Provinsi di Indonesia selama tahun 2010-2014. Hasil penelitian menunjukkan bahwa tenaga kerja berpendidikan tinggi, pengeluaran pemerintah untuk infrastruktur jalan, pelabuhan, dan listrik memiliki pengaruh terhadap PDRB yang dihasilkan secara signifikan. Namun, pengeluaran pemerintah provinsi untuk infrastruktur bandara tidak berpengaruh.
In recent years, there are various economic pressures deriving from both internal and external factors which have brought severe economic turbulences in Indonesia which practically occur at regional level. This event may be evidenced by the slowing of regional economic growth during 2010 ? 2014. This condition may threathen the main purpose of national economic development that is to achieve a high economic growth to provide prosperity and welfare equally distributed to and enjoyed by the Indonesian people. Some research shows that the low number of infrastructures along with low number of human resources both in terms of quantity and quality have serious impacts against the economy of Indonesia. Various government policies have been implemented to overcome the problems in particular in the aim to increase the number of highly-skilled labour and perform infrastructure development.
This research aims to analyse the role of highly-skilled labour and the provincial government?s expenditures for road infrastructure, ports, airports and electricity against The Provincial Gross Domestic Regional Product during the years of 2010 ? 2014. The result of the research shows that highlyskilled labour; the provincial government?s expenditures for road infrastructure, ports, and electricity have significant impacts to the Provincial Gross Domestic Regional Product. However, the provincial government?s expenditure for airports does not have any impacts or influences for such the Provincial Gross Domestic Regional Product whatsoever."
