"Kementerian X menjalankan strategi pertumbuhan pegawai negatif sebagai salah satu cara untuk mencapai tujuan menjadi organisasi yang agile, efektif, dan efisien. Akan tetapi, Laporan Analisis Beban Kerja Kementerian X justru menunjukkan bahwa jumlah kebutuhan pegawai masih di atas jumlah bezetting pegawai. Dengan menggunakan pendekatan kualitatif fenomenologi, studi ini menyoroti apakah Kementerian X telah menerapkan strategi yang tepat untuk menjadi organisasi yang agile, efektif, dan efisien. Penelitian ini menemukan bahwa penerapan kebijakan pertumbuhan pegawai negatif merupakan kebijakan yang terburu-buru. Sebelum menerapkan kebijakan tersebut, Kementerian X seharusnya terlebih dahulu mengkalkulasi dengan baik jumlah pegawai yang dibutuhkan untuk mencapai tujuan organisasi. Pengimplementasian strategi untuk menuju organisasi publik yang agile, efektif, dan efisien harus dilakukan secara simultan dari sisi perubahan budaya, perubahan struktur, perubahan sistem kerja, dan dukungan pengelolaan SDM. Organisasi harus membangun budaya kolaboratif dan melayani. Upaya untuk membangun budaya kolaboratif dan melayani harus tercermin di dalam struktur organisasi yang lebih flat dan tidak banyak sekat. Budaya kolaboratif dan melayani juga harus tercermin di dalam sistem kerja melalui model kerja squad team yang diarahkan pada pencapaian tujuan organisasi. Selain itu, sistem pengelolaan SDM juga harus mendukung upaya perubahan budaya, struktur, dan sistem kerja tersebut melalui kebijakan talent sharing, talent mobility, dan pengembangan kapasitas SDM.
Ministry X implements a negative growth strategy as part of its strategy to achieve the goal of being an agile, effective and efficient organization. However, the projection of employee needs based on the Workload Analysis Report shows that Ministry X is dealing with a staff shortage. Using the qualitative phenomenology approach, this study highlights whether Ministry X has applied the right strategy to become an agile, effective, and efficient organization. This study notes that the implementation of the negative growth policy is a premature policy. Prior to implementing the policy, Ministry X should have accurately calculated the number of staffs required to achieve the organization's objectives. In order to be an agile, effective and efficient public organization, Ministry X must implement strategies to change the culture, structure and work systems that are supported by the HR management system simultaneously. Ministry X need to develop a culture of collaboration and service. Efforts to create a culture of collaboration and service need to be reflected in a more horizontal and less siloed organization structure. The culture of collaboration and service must also be reflected in the work system through the Squad Team model that focuses on achieving organizational outcomes. Furthermore, the HR management system must also support efforts to change culture, structure and work systems through policies on talent sharing, talent mobility and HR capacity development."

"As the environmental impact of existing construction and building materials comes under increasing scrutiny, the search for more eco-efficient solutions has intensified. Nanotechnology offers great potential in this area and is already being widely used to great success. Nanotechnology in eco-efficient construction is an authoritative guide to the role of nanotechnology in the development of eco-efficient construction materials and sustainable construction.
Following an introduction to the use of nanotechnology in eco-efficient construction materials, part one considers such infrastructural applications as nanoengineered cement-based materials, nanoparticles for high-performance and self-sensing concrete, and the use of nanotechnology to improve the bulk and surface properties of steel for structural applications. Nanoclay-modified asphalt mixtures and safety issues relating to nanomaterials for construction applications are also reviewed before part two goes on to discuss applications for building energy efficiency. Topics explored include thin films and nanostructured coatings, switchable glazing technology and third generation photovoltaic (PV) cells, high-performance thermal insulation materials, and silica nanogel for energy-efficient windows. Finally, photocatalytic applications are the focus of part three, which investigates nanoparticles for pollution control, self-cleaning and photosterilisation, and the role of nanotechnology in manufacturing paints and purifying water for eco-efficient buildings.
