"A judge is very susceptible to various temptations of the parties whose diverse interests in the case. The judge's independence to hear and decide cases is the key why the temptation is so strong. One case happened to a judge, with initials MA, who asked for sum of money to the party litigants whose case he handled. MA was eventually brought to trial on charges of corruption. He was guilty and sentenced two years in prison and fined Rp. 50 millions. This decision hurt the public sense of justice as the punishment was relatively mild, away from proper provisions as contained in the Corruption Act. Such court sentence will not generate deterrent effects to any law enforcer who is supposed to support government efforts to eradicate corruption."

"Tujuan dari penelitian ini yakni mengetahui bagaimana dampak dari keberadaan, wewenang, dan kinerja (Komisi Pemberantasan Korupsi) terhadap persepsi risiko penghukuman jika melakukan tindakan suap-menyuap di kalangan PNS (Pegawai Negeri Sipil) pada Direktorat Jenderal X, Departemen Y. Penelitian ini merupakan penelitian kuantitatif dengan desain cross-sectional. Data dikumpulkan melalui mail-back questionnaire. Hasil penelitian ini memper-lihatkan bahwa keberadaan, wewenang, dan kinerja KPK berdampak terhadap timbulnya rasa takut PNS Direktorat Jenderal X, Departemen Y dalam melakukan tindakan suap-menyuap. Hal ini terlihat dengan tingginya persepsi terhadap risiko dari mayoritas responden.

The purpose of this research is to measure the impact of the existence, authority, and performance of KPK (Corruption Eradication Commission) toward bribery on the Group of PNS (Civilian Government Workers), Directorate X, Department Y. This research is quantitative through the cross-sectional design. The data were collected by means of mail-back questionnaire. The result of this research is that the existence, authority, and performance of KPK have deterrent to receive the bribery. Majority of the respondent thought that there is an actual risk of the KPK works."
