"ABSTRAKPenetapan Undang-undang Nomor 12 Tahun 2012 tentang Pendidikan Tinggi mengamanatkan Universitas Indonesia yang sebelumnya berstatus sebagai Badan Hukum Milik Negara menjadi Perguruan Tinggi Negeri Badan Hukum. Perubahan status perguruan tinggi berdampak pada status kepegawaian di Universitas Indonesia. Tidak terdapat ketentuan aturan hukum mengenai perlindungan hak dan kewajiban bagi pegawai tetap dan pegawai tidak tetap di lingkungan UI. Tumpang tindih antara Undang- Undang Ketenagakerjaan, Statuta Universitas Indonesia, dan Undang-Undang Aparatur Sipil Negara mengakibatkan ketidakjelasan status dan perlindungan hukum pegawai Universitas Indonesia. Masing-masing peraturan tersebut mengatur sistem rekrutmen, jenjang karier, serta hak dan kewajiban pegawai secara berbeda. Dengan demikian, untuk menyelesaikan permasalahan kepegawaian Universitas Indonesia dapat dilakukan dengan menetapkan aturan atau kebijakan Rektor terkait perlindungan hukum pegawai Universitas Indonesia. Perlindungan hukum dimaksud adalah aturan hukum memberikan jaminan atas perlindungan hak-hak pegawai Universitas Indonesia.

ABSTRACT

Application of Law No. 12 of 2012 on Higher Education, University of Indonesia mandates that previously existed as a State-owned Legal Entity (BHMN) into the Higher Education State of Legal Entity (PTN-BH). Status changes of higher education has an impact on employment status at the University of Indonesia. No provisions regarding the rule of law for the protection of the rights and obligations of permanent and temporary employees in UI causing staffing problems. Overlap between the Employment Act, Statute of the University of Indonesia, and the Law of State's Civil Officer lead status, position and legal protection for employees of the University of Indonesia as PTN BH becomes unclear. Each of these regulations regulate the system of recruitment, career path, and the rights and obligations of employees differently. Thus, the staffing problems of University of Indonesia can be resolved by setting up rules and policies related to legal protection of temporary employees of the University of Indonesia. This legal protection explains what Goverment Law guarantees about protection of the rights of permanent and temporary employees of the University of Indonesia."

"Tesis ini membahas penurunan hegemoni Amerika Serikat dalam bidang pendidikan tinggi. Penelitian ini adalah penelitian kualitatif dengan metode studi kasus. Hegemoni Amerika Serikat dalam rangking pendidikan tinggi semakin menurun, hal ini diiringi penurunan jumlah mahasiswa internasional yang memilih Amerika Serikat sebagai negara tujuan studi. Lalu hal yang sama juga terjadi pada jumlah awardee beasiswa Finance Education and Training Agency (FETA) dan Ministerial Scholarship (MINS) yang memilih Amerika Serikat juga semakin menurun. Hasil penelitian ini menemukan bahwa terdapat beberapa alasan awardee beasiswa FETA dan MINS menghindari Amerika Serikat sebagai negara tujuan studi. Selain itu dengan membandingkan data dengan awardee beasiswa Scholarship Program for Strengthening the Reforming Institution (SPIRIT), ditemukan peran awardee sebagai bridgehead bagi negara tujuan studi.

This thesis discusses the decline of the United States hegemony in higher education. This research is qualitative research with a case study method. The hegemony of the United States in the higher education ranking is decreasing, this is accompanied by a decrease in the number of international students who choose the United States as a study destination country. Then the same thing happened to the number of scholarship awardees for the Finance Education and Training Agency (FETA) and Ministerial Scholarship (MINS) who chose the United States. The results of this study found that there were several reasons why FETA and MINS scholarship awardees avoided the United States as a study destination country. In addition, by comparing the data with the scholarship awardees of the Scholarship Program for Strengthening the Reforming Institution (SPIRIT), we found the role of the awardee as a bridgehead for the study destination country."

"ABSTRAKFokus utama dalam penelitian ini adalah menganalisis peran faktor ekonomi, sosial, dan demografis dalam mempengaruhi permintaan terhadap pendidikan tinggi. Model yang dipilih untuk analisis ini adalah model binomial logit. Dengan menggunakan data dari Survei Sosial Ekonomi Nasional (SUSENAS) 2012, penelitian ini menemukan bagaimana pengaruh biaya langsung, pendapatan yang dikorbankan, dan karakteristik sosial-ekonomi rumah tangga (pendapatan rumah tangga dan tingkat pendidikan orang tua), yang dikontrol dengan variabel kemampuan nonkognitif, lokasi tempat tinggal, dan gender, terhadap keputusan individu untuk berpartisipasi di pendidikan tinggi. Biaya langsung dan pendapatan yang dikorbankan terbukti menurunkan probabilitas individu berpartisipasi di pendidikan tinggi secara signifikan, sedangkan karakteristik sosial-ekonomi rumah tangga memiliki pengaruh yang positif terhadap keputusan berpartisipasi di pendidikan tinggi.

ABSTRACTThe main focus of this study is to analyze the role of economic, social, and demographic in influencing the demand for higher education. The model selected for this analysis is a binomial logit model. Using data from Survei Sosial Ekonomi Nasional (SUSENAS) 2012, this study found how the influence of direct costs, forgone earnings, and households? socio-economic characteristics (household income and education level of parents), which are controlled by noncognitive ability, location, and gender, on individual's decision to participate in higher education. The direct costs and forgone earnings have significantly lower the likelihood of participation in higher education, while households? socio-economic characteristics have a positive effect on higher educational choice."
