"[ABSTRACTSkripsi ini membahas mengenai pelaksanaan dan evaluasi rekrutmen dan seleksi penerimaan CPNS Jalur Khusus di Kementerian Luar Negeri tahun 2014 Rekrutmen dan seleksi ini ditujukan untuk memperoleh para Diplomat yang berasal dari Universitas Negeri di luar Pulau Jawa sebagai salah satu upaya untuk mewujudkan kebhinekaan dalam diplomasi Indonesia Penelitian ini dilakukan secara Post Positivis dengan desain deskriptif Evaluasi dilakukan menggunakan model evaluasi CIPP context input process dan output Hasil penelitian ini menunjukkan bahwa program ini sudah sesuai dengan konteks Kemudian dari aspek input sudah sesuai dengan aturan dan kompetensi hanya saja pada prosesnya terdapat beberapa kendala seperti pemunduran jadwal pelaksanaan sehingga berakibat pada jumlah CPNS yang diterima tidak sesuai dengan target Program ini sudah mengarah pada pencapaian tujuan jangka panjang Kementerian Luar Negeri Sehingga perlu untuk dilanjutkan dengan berbagai perbaikan dan modifikasi dari berbagai aspek yang dibutuhkan

"Salah satu pilar pembangunan nasional yang mendapat prioritas utama adalah pembangunan bidang hukum; satu diantara sub bidang yang perlu mendapat prioritas utama adalah bidang pertanahan. Pembatalan akta pelepasan hak atas tanah, merupakan satu di antara permasalahan hukum di bidang pertanahan. Dikatakan demikian, karena dampak hukum atas pembatalan akta pelepasan hak dapat menimbulkan kompleksitas permasalahan hukum yang baru. Dibatalkannya Akta Pelepasan Hak berarti membawa konsekuensi bahwa kepemilikan bidang tanah tersebut secara hukum kembali menjadi milik yang melepaskan hak; dengan demikian secara hukum, segala hal yang berhubungan dengan dibatalkannya akta pelepasan hak atas tanah tersebut, seperti penerbitan sertipikat hak atas tanah tersebut dan hak-hak yang membebaninya, seperti Hak Tanggungan juga tidak mempunyai kekuatan hukum yang mengikat. Dalam rangka perlindungan hukum bagi pemegang hak atas tanah yang baru, dapat diterapkan doktrin promissory estopel untuk memberikan perlindungan hukum kepada pihak yang dirugikan karena telah percaya dan menaruh pengharapan (reasonably relied) terhadap janji-janji yang diberikan pihak lawannya dalam tahap pra kontrak (preliminiary negotiation); Terkait dengan pembatalan Akta Pelepasan Hak, Penerima hak dapat mengajukan tuntutan ganti kerugian sebagai akibat dari putusan pengadilan yang telah berkekuatan hukum tetap tersebut dan akan lebih bijaksana apabila hakim dalam memutuskan pembatalan Akta Pelepasan Hak dapat menerapkan doktrin promissory estopel. Metode yang digunakan dalam penelitian ini adalah metode penelitian kepustakaan yang bersifat yuridis normatif; sumber data kepustakaan; tipe penelitian evaluatif karena merupakan suatu kajian studi analisis; dan alat pengumpul data yang dipakai adalah studi dokumenter (data sekunder). Berdasarkan analisis yang dilakukan, dapat disimpulkan bahwa dibatalkannya Akta Pelepasan Hak membawa konsekuensi semua kembali seperti keadaan semula dan hal-hal yang berhubungan dengan atau terlahir dari akta tersebut tidak mempunyai kekuatan hukum yang mengikat."
