"This book presents a review of e-government success measures and e-government success factors. It also provides empirical evidence from quantitative analysis and two in-depth case studies. Although based on sound theory and rigorous empirical analysis, the book not only significantly contributes to academic knowledge, but also includes some practical recommendations for government officials and public managers.
Theoretically, the book proposes a way to quantitatively operationalize Fountain’s enactment framework. Based on the institutional tradition, the technology enactment framework attempts to explain the effects of organizational forms and institutional arrangements on the information technology used by government agencies. The book proposes variables to measure each of the different constructs in this framework and also tests the relationships hypothesized by Fountain’s theory. Finally, using the advantages of the selected quantitative analysis technique (Partial Least Squares), the study also proposes some adjustments and extensions to the original framework in a theory building effort.
Methodologically, the book reports on one of the first multi-method studies in the field of e-government in general and e-government success in particular. This study uses a nested research design, which combines statistical analysis with two in depth case studies. The study begins with a statistical analysis using organizational, institutional, and contextual factors as the independent variables. "

"Di era digitalisasi yang berkembang pesat, transformasi digital telah menjadi kebutuhan yang tidak dapat dihindari bagi semua sektor bisnis dan industri untuk mendukung pertumbuhan dan efisiensi operasional. Hal ini juga dinilai penting dalam sektor energi fosil yang saat ini sedang menjalani tantangan dalam menjaga ketimpangan kebutuhan energi. Dalam menjalankan penelitian ini, pemilihan aplikasi MyPertamina sebagai fokus utama tidak terlepas dari fakta bahwa PT Pertamina (Persero) merupakan Badan Usaha Milik Negara (BUMN) yang bertanggung jawab untuk mengelola sumber daya minyak dan gas bumi di Indonesia sekaligus berperan secara strategis untuk menjawab tantangan ini. Terlebih, Pertamina memiliki jaringan SPBU yang sangat luas dan merata di seluruh Indonesia. Jaringan SPBU Pertamina yang menyeluruh ini memberikan aksesibilitas yang lebih tinggi kepada masyarakat luas untuk menggunakan layanan digital yang ditawarkan melalui aplikasi MyPertamina. Adapun tujuan penelitian ini adalah untuk menganalisis secara mendalam aplikasi MyPertamina menggunakan metodologi Design Science Research (DSR), yang meliputi analisis kebutuhan pengguna, analisis faktor-faktor yang memengaruhi niat penggunaan aplikasi MyPertamina, dan merancang pengembangan solusi dalam bentuk desain antarmuka dan prototipe alternatif dari aplikasi MyPertamina. Studi ini dilakukan dengan menggabungkan metode penelitian kualitatif dan kuantitatif. Penelitian kualitatif dilakukan dengan menganalisis hasil wawancara yang diperoleh berdasarkan sesi wawancara bersama sepuluh narasumber yang seluruhnya merupakan pengguna aplikasi MyPertamina. Selanjutnya, hasil wawancara tersebut dijadikan acuan untuk merancang model penelitian yang merepresentasikan faktor-faktor yang mempengaruhi niat penggunaan aplikasi MyPertamina. Penelitian kuantitatif ini disebar memperoleh 283 responden yang seluruhnya merupakan pengguna aplikasi MyPertamina. Hasil penelitian kuantitatif ini menunjukkan bahwa usability, completeness, security, responsiveness, perceived usefulness, perceived ease of use, government regulation, dan trust berpengaruh secara signifikan terhadap intention to use. Selanjutnya, penulis merancang solusi desain dan prototipe perbaikan aplikasi MyPertamina berdasarkan tahapan penelitian sebelumnya. Hasil perancangan desain ini kemudian dievaluasi dengan SUS dan usability testing. Dengan demikian, hasil penelitian ini dapat digunakan untuk mengatasi resistensi pelanggan terhadap teknologi digital, khususnya dalam pemanfaatan aplikasi MyPertamina. Selain itu, temuan dari penelitian ini juga mendukung program pemerintah dalam mendorong kebijakan energi berkelanjutan.

In the era of rapidly growing digitalization, digital transformation has become an unavoidable necessity for all business and industry sectors to support growth and operational efficiency. This is also considered important in the fossil energy sector which is currently undergoing challenges in maintaining the imbalance of energy needs. In conducting this research, the selection of MyPertamina application as the main focus is inseparable from the fact that PT Pertamina (Persero) is a State-Owned Enterprise responsible for managing oil and gas resources in Indonesia as well as playing a strategic role to answer this challenge. Moreover, Pertamina has a very extensive and evenly distributed network of gas stations throughout Indonesia. This comprehensive Pertamina gas station network provides higher accessibility to the wider community to use digital services offered through the MyPertamina application. The purpose of this research is to deeply analyze the MyPertamina application using the Design Science Research (DSR) methodology, which includes analyzing user needs, analyzing factors that influence the intention to use the MyPertamina application, and designing solution development in the form of interface design and alternative prototypes of the MyPertamina application. This study was conducted by combining qualitative and quantitative research methods. Qualitative research was conducted by analyzing the results of interviews obtained based on interview sessions with ten interviewees who were all users of the MyPertamina application. Furthermore, the results of these interviews were used as a reference to design a research model that represents the factors that influence the intention to use the MyPertamina application. This quantitative research distributed obtained 283 respondents who are all users of the MyPertamina application. The results of this quantitative research show that usability, completeness, security, responsiveness, perceived usefulness, perceived ease of use, government regulation, and trust have a significant effect on intention to use. Furthermore, the author designed design solutions and prototypes for MyPertamina application improvements based on the previous research stages. The results of this design are then evaluated with SUS and usability testing. Thus, the results of this study can be used to overcome customer resistance to digital technology, especially in the utilization of the MyPertamina application. In addition, the findings of this research also support government programs in encouraging sustainable energy policies."
