"War on Terror merupakan alasan dasar dari intervensi Amerika Serikat (AS) di Afghanistan. Sebagai tujuan lanjutan dalam memerangi terorisme AS bersama masyarakat internasional berupaya untuk mendemokratisasi Afghanistan. Namun demikian, upaya tersebut menghadapi beberapa kendala. Salah satu diantaranya adalah peningkatan produksi opium/perdagangan narkotik dari tahun 2002 hingga 2003. Amerika Serikat merespon hal tersebut dengan mengimplementasikan strategi counternarcotics, setelah baik pemerintah Inggris maupun Afghanistan tidak dapat menghasilkan kemajuan yang signifikan dalam upaya yang sama. Namun strategi tersebut gagal mencapai tujuannya. Penelitian ini menemukan bahwa terdapat faktor eksternal dan internal yang menghambat pengimplementasian strategi. Faktor eksternal bersumber dari Taliban dan petani opium. Disisi lain, faktor internal bersumber dari Amerika Serikat sendiri yaitu ketidaksistematisan implementasi proses strategi dan kompleksitas proses pembuatan kebijakan terhadap upaya counternarcotics di Afghanistan.
War on Terror was foundational of U.S presence in Afghanistan. As a futher goals for combating terrorism, U.S along with international community have tried to democratize Afghanistan. However, the efforts faced some obstacles. One of them was the increase of opium production/drug trafficking from 2002 to 2003. This condition was responded by the implementation of U.S counternarcotics strategy, after both the British and Afghanisthan government were unable to create a significant achievement in the previous efforts. However the strategy failed to meet its end. This research finds that there are external and internal factors, which inhibit implementation of the strategy. The external factor comes from Taliban and opium farmer. On the other hand, the internal factors comes from the United States itself, which are the unsystematic of strategy process implementation and the complexity of policy making process toward the counternarcotics efforts in Afghanistan."

"Penelitian ini mengkaji media mainstream Amerika dalam pemberitaan isu terorisme pasca 9/11 sampai dikeluarkannya Global War on Terror. Melalui analisis konten koran the New York Times, penelitian ini menekankan pada framing diskursus dalam pemberitaan untuk menunjukkan pengaruh media dalam proses pengambilan keputusan. Penulis berpendapat bahwa pemberitaan the New York Times telah mempengaruhi pembuat kebijakan untuk memformulasi strategi melawan terorisme termasuk menggalang dukungan publik. Penelitian ini menunjukkan signifikansi peran media di mana media menjadi satu dari banyak faktor yang mempengaruhi kebijakan luar negeri.
This study assessed the U.S. mainstream media in covering terrorism issues post-9/11 until the establishment of Global War on Terror. Using content analysis towards the New York Times newspaper, this study emphasized on the framing of the discourse to demonstrate the influence of the media towards decision-making process. The author argues that the coverage of the New York Times has impacted policy-makers to formulate a strategy against terrorism as well as to gain support from public. This study poses on the significance of the role of which the media is but one factor of many that can influence foreign policy."
