"Penelitian ini bertujuan untuk melihat pengaruh dari Intergovermental transfer khususnya dana alokasi umum (DAU) dan dana alokasi khusus (DAK) terhadap pertumbuhan ekonomi kabupaten/kota di Indonesia pada era desentralisasi fiskal. Selain dipengaruhi oleh DAU dan DAK, pertumbuhan ekonomi kab/kota di pengaruhi juga oleh pendapatan asli daerah (PAD) karena pada era desentralisasi fiskal daerah memiliki kewenangan sendiri dalam mengumpulkan pajak dan retribusi, serta dikontrol pula dengan variabel jumlah penduduk, investasi, indeks daya saing usaha daerah dan dummy wilayah yang kaya sumber daya alam (SDA) maupun yang tidak memiliki SDA.Dalam penelitian ini data yang digunakan adalah data panel dengan model random ejfect untuk 337 kabupaten/kota di Indonesia pada tahun 2003-2007 pada model 1 dan 131 kabupaten/kota pada tahun 2003-2005 untuk model 2 dan 3. Hasil penelitian menunjukkan bahwa DAK dan PAD berpengaruh positif terhadap pertumbuhan ekonomi kabupaten/kota dan ini sesuai dengan hipotesis, sedangkan DAU tidak memiliki pengaruh terhadap pertumbuhan ekonomi tetapi berpengaruh terhadap investasi.Hasil estimasi terhadap variabel kontrol investasi menunujukkan hubungan yang positif terhadap pertumbuhan ekonomi. Sementara variabel indeks daya saing usaha, jumlah penduduk dan dummy wilayah SDA tidak memiliki pengaruh terhadap pertumbuhan ekonomi kabupaten/kota di Indonesia.

The objective of the study is to seek the impact if intergovemmental transfer especially the general fund allocation (DAU) and targetted fiind allocation (DAK) on the districts economic growth in Indonesia during the era of fiscai decentralization. Apart from the impact of these transfers, districts/local economic growth is also affected by regional income (PAD) since during fiscal decentralization era, districts have authorities to collect tax and retribution. Moreover, districts growth are also controlled by other variabels of population, investment, competitiveness index and dummy variables of either rich or poor natural resources.

The study employs panel data with random effect models which distinguished into three models. Model I uses data of 337 districts in Indonesia from 2003 to 2007, model 2 and 3 use data of 131 districts for the year of2003 to 2005. The result of the study proved the hypothesis that targetted fund allocation and regional income positively affect districts economic growth. Meanwhile, general fund allocation does not affect economic growth but do have effect on investment.

Estimation result shows that control variabels of investment shows positive relationship on economic growth. Meanwhile competitiveness index, population and dummy variables of natural resources have not significant impact on districts economic growth in Indonesia."
