"Pengembangan Sistem Informasi Perencanaan Obat berdasarkan Metoda Morbiditas dilatarbelakangi adanya masalah berkaitan dengan pengelolaan obat khususnya pada tahap perencanaan obat dimana obat direncanakan hanya berdasarkan pada konsumsi obat tahun sebelumnya dan belum berdasarkan pada pola penyakit yang ada sehingga ketersediaan obat belum optimal, disatu sisi terdapat obat yang ketersediaannya sangat terbatas dan disisi lain terdapat obat yang ketersediaannya berlebihan. Disamping itu keciinya anggaran obat perlu terns ditingkatkan melalui penyediaan data kebutuhan obat yang lebih lengkap dihitung berdasarkan Metoda Konsumsi dan Metoda Morbiditas.Penelitian ini bertujuan untuk mengkaji dan membuat suatu sistem inforrnasi yang mampu mengolah data kasus penyakit dari LB1 menjadi informasi kebutuhan obat sehingga diharapkan bermanfaat untuk menentukan jenis, jumlah, dan biaya kebutuhan obat pada scat membuat perencanaan obat. Dan diharapkan dihasilkannya indikator penggunaan obat sehingga dapat dipantau ketaatan pelaksanaan pengobatan pada standar pengobatan yang ada.Metodologi penelitian dilakukan dengan pendekatan pengembangan sistem, yaitu pendekatan System Development Life Cycle - SDLC meliputi tahap perencanaan sister, analisis sistem, perancangan sistem, uji coba dan koreksi, dan penggunaan sistem. Pengambilan data pada tahap perencanaan sistem dilakukan dengan teknik telaah dokumen dan wawancara guna memperoleh gambaran sistem yang lama dan melakukan identifikasi masalah, peluang dan kelayakan sistem secara operasional dan teknis. Pada tahap analisis sistem dilakukan analisa secara lebih mendalam sehingga diketahui bentuk informasi yang diperlukan, siapa pengguna informasi, waktu keluarnya informasi, dan kriteria sistem informasi yang diharapkan pengguna. Pada tahap perancangan sistem dilakukan perancangan secara terperinci pengenai basis data, masukan, keluaran, alur proses atau algoritma, program aplikasi dan pemilihan konvigurasi perangkat keras yang akan menjalankan sistem. Uji cobs dan koreksi prototipe dilakukan pada laboratorium komputer FKM UI, disamping itu juga dilakukan penilaian kelebihan dan kelemahan sistem. Sebagai hasilnya program aplikasi Sistem Informasi Perencanaan Obat berdasarkan Metoda Morbiditas ini diharapkan dapat dipergunakan di lingkungan Dinas Kesehatan Kota Pontianak.Beberapa simpulan dari penelitian ini antara lain bahwa Pengembangan Sistem Informasi Perencanaan Obat berdasarkan Metoda Morbiditas dapat diterapkan dilingkungan Dinas Kesehatan Kota Pontianak dengan beberapa prakondisi yang memungkinkan sistem berjalan untuk memenuhi keseluruhan kebutuhan informasi yang diharapkan pengguna untuk perencanaan kebutuhan obat dan pemantauan penggunaan obat. Program aplikasi yang sederhana, mudah dalam penggunaan, tingkat pengarnanan data yang baik dan dapat dikembangkan sehingga pengiriman data dari Puskesmas ke Dinas Kesehatan menjadi lebih mudah. Beberapa saran pada tahap lanjutan hendaknya juga dilakukan pengembangan sistem yang terkomputerisasi di Puslofar terhadap penerimaan, penyimpanan, pendistribusian dan pelaporan mutasi obat; adanya penyempumaan pada format form LB 1 dan penyempumaan standar pengobatan sehingga mencakup keseluruhan penyakit yang ada pada LB1.

The background of drug planning information system development base on morbidity method was the problem related to drug management particularly in drug planning step, where drug was planned merely based on drug consumption in a previous year and still not based on existing disease pattern, thus drug availability was still not optimal, in one side there was very limited drug availability and in the other side drug availability was excessive, Additionally, small drug budget need to be increased through more complete data provision of drug requirement calculated based on consumption method and morbidity method.

The aim of this study was to identify and build a information system that can process data of disease case of LB 1 to drug requirement information that expected useful to determine type, number and cost of drug requirement when performing drug planning. It is expected to produce drug utility indicator so that treatment implementation adherence on existing treatment standard can be monitored. The study was carried out by system development approach, System Development Life Cycle (SDLC) approach including system planning, system analysis, system design, system testing and revising, and system use steps.

In system planning step, document review and interview technique were employed to collect data in order to obtain the description of old system and to identify the problem, the chance and advisability of the system operationally and technically. In system analysis step, analysis is performed more deeply so that information form needed, information user, time of information out, and information system user criteria expected can be identified. In system design step, design is performed in detail on data, input, output, process flow or algorithm, applied program and hardware configuration selection to carry out the system. Prototype testing and correction were conducted in FKM UI computer laboratory, in addition, assessment of system benefit and limitation were performed. As a result, the application of program of drug planning information system base on morbidity method is expected can be used in Pontianak Health District.

Some conclusions from this study include drug planning information system development base on morbidity method can be used in Pontianak Health District with some preconditions allowing the system to be carried out to meet all information need that user expected to drug requirement planning and drug utilization monitoring. Simple and easy applicable program, high level of data safety to be developed so that data transferring from health centre to health district is much easier. Some advises for the next step that it is needed to perform computerized system development on drug receiving, maintenance, distribution and drug mutation reporting in Puslofar; it is expected the finishing on LB 1 format and treatment standard, thus cover all of disease LB 1."
