"Penelitian ini bertujuan untuk mengevaluasi praktik pengelolaan arsip dinamis aktif di Departemen Operation Tools & Equipment (OTE) PT Pertamina Maintenance & Construction menggunakan pendekatan Records Management Roadmap dari World Bank Group. Pengelolaan arsip aktif memiliki peran vital dalam menjamin akuntabilitas, efisiensi, dan pengambilan keputusan yang berbasis data. Namun, observasi awal menunjukkan belum adanya kebijakan pengelolaan arsip yang terdokumentasi, serta belum diterapkannya jadwal retensi arsip secara sistematis di Departemen OTE. Dengan menggunakan pendekatan kualitatif, data dikumpulkan melalui observasi, wawancara, dan studi dokumen. Hasil asesmen menunjukkan bahwa sebagian besar milestone berada pada level Defined, yang berarti organisasi telah menyadari dan mulai mengimplementasikan praktik pengelolaan arsip, namun pelaksanaannya belum konsisten. Beberapa area bahkan masih berada pada level Unmanaged, terutama pada aspek penugasan tanggung jawab arsip dan prosedur pemusnahan. Temuan ini menunjukkan perlunya penyusunan kebijakan formal, pelatihan SDM, serta integrasi sistem digital dalam pengelolaan arsip aktif di Dpeartemen OTE. Penelitian ini diharapkan dapat menjadi acuan dalam meningkatkan tata kelola arsip dan mewujudkan praktik manajemen arsip yang profesional dan berkelanjutan.

This research aims to evaluate the active records management practices in the Operation Tools & Equipment (OTE) Department of PT Pertamina Maintenance & Construction using the Records Management Roadmap (RMR) approach developed by the World Bank Group. Active records management plays a crucial role in ensuring accountability, operational efficiency, and data-driven decision-making. Preliminary observations revealed the absence of documented records management policies and the lack of a systematic retention schedule implementation within the OTE Departement. Employing a descriptive qualitative method, data were collected through observation, interviews, and document analysis. The assessment results indicate that most milestones are at the Defined level, suggesting that the organization has recognized and started implementing records management practices, although inconsistently. Some areas remain at the Unmanaged level, particularly concerning record accountability and disposal procedures. These findings highlight the urgent need for formal policy development, staff training, and digital system integration in managing active records within OTE. This study is expected to serve as a reference for enhancing records governance and fostering professional, sustainable archive management practices."
