"Kebijakan Pemerintah dalam meningkatkan mutu pendidikan dengan mendirikan sekolah rintisan bertaraf internasional (RSBI) menuai banyak kontroversi masyarakat. Penelitian ini bertujuan untuk mengetahui perbandingan kinerja sekolah RSBI dan Non RSBI yang telah menerapkan ISO 9001di sepuluh SMA Negeri di Jakartadengan menggunakan metode Data Envelopment Analysis. Indikator kinerja dapat dilihat dari efisiensi. Variabel input yang digunakan dalam penelitian adalah rasio jumlah guru per siswa, jumlah guru S2, dan nilai Ujian Nasional siswa masuk, sedangkan variabel outputnya adalah nilai Ujian Nasional siswa lulus, presentase kelulusan, dan presentase siswa diterima perguruan tinggi Negeri. Hasil penelitian menunjukkan bahwa sekolah Non RSBI rata-rata cenderung lebih efisien daripada sekolah RSBI, akan tetapi perbedaan nilai efisiensi tersebut tidak terlalu signifikan.

The governments policy in improving education quality by establishing Rintisan Sekolah Bertaraf Internasional (RSBI, International school pioneer) brings controvertion in society. The purpose of this thesis is to compare school performance between RSBI and Non RSBI school which implement ISO 9001 at ten public high schools in Jakarta using Data Envelopment Analysis method. School performance can be seen from efficiency. The input variable used in this thesis are teacher-pupil ratio, percentage of master degree teacher, and National test scores of new students, whereas the output variables are national test score of graduted students, percentage of graduted students, and Percentage of passes in the public University. The thesis result shows that Non RSBI school averagely more efficient that RSBI school, but the efficiency score has no significant difference."

"Penelitian ini bertujuan mengetahui pengaruh kepemimpinan kepala sekolah dan iklim sekolah terhadap kinerja Rintisan SMA Bertaraf Internasional di Kabupaten Cirebon. Subyek penelitian adalah guru pengajar. Sampel yang diambil sebanyak 68 orang dengan teknik sampel jenuh. Metode analisis yang digunakan kuantitatif dengan tehnik analisis korelasi. Instrumen disusun dalam bentuk angket dengan menggunakan skala Likers.Penelitian ini membuktikan bahwa: Pertama, terdapat hubungan yang positif dan signifikan antara kepemimpinan kepala sekolah terhadap kinerja Rintisan Sekolah Bertaraf Internasional sebesar 0.731. Kedua, terdapat hubungan yang positif dan signifikan antara iklim sekolah dengan kinerja Rintisan Sekolah Bertaraf Internasional sebesar 0.731.

The objective of this research were to examine the contribution of the influence leadership and climate school to the performance of Pioneering International Standard Senior High School (RSBI) in Cirebon Distric. The subject consist of class teachers. The total sampel was taken 68 by using saturation sampling technique. Research method which is used is quantitative by using correlation analisys. The instrument was arranged in the form of Likert Scale.

The research implied the influence that: first, there was a positive and significant correlation between leadersheep and performance Pioneering International Standard Senior High School of 0.583. Second, there was a positive and significant correlation between school climate and performance Pioneering International Standard Senior High School of 0.534."

"Talk about education, it can not be separated from education as a basic need of every human being. This has been a concern for all over the world. Indonesia as a country that actively participate in international activities, has contributed to ratify two international charter. "Penelitian ini mempunyai tujuan untuk mengetahui determinan yang mempengaruhi prestasi belajar siswa sekolah dasar Rintisan Sekolah Berstandar Internasional (RSBI) di Provinsi DKI Jakarta. Penelitian ini menggunakan pendekatan kuantitatif untuk menggali determinan yang mempengaruhi prestasi belajar siswa sekolah dasar Rintisan Sekolah Bertaraf Internasional (RSBI) di provinsi DKI Jakarta. Prestasi belajar sebagai variabel terikat diambil untuk mata pelajaran Bahasa Indonesia, Matematika, dan Ilmu Pengetahuan Alam siswa sekolah dasar kelas VI dengan acuan nilai raport semester ganjil. Jumlah sampel yang digunakan 438 siswa dari populasi sebesar 484. Analisis statistik yang digunakan adalah analisis faktor dan analisis regresi ganda dengan metode stepwise untuk mencari variabel yang berpengaruh terhadap prestasi belajar. Berdasarkan analisis faktor terhadap variabel prestasi belajar, maka terbentuklah pengelompokkan 7 (tujuh) variabel bebas yaitu: motivasi siswa dalam pembelajaran, bantuan orangtua dalam pembelajaran, dukungan orangtua dan guru di sekolah, kemampuan guru dalam pengelolaan pembelajaran, kepemimpinan kepala sekolah dalam pembelajaran, kemandirian siswa dalam pembelajaran dan keterbukaan siswa dalam pembelajaran. Hasil penelitian menunjukkan bahwa terdapat 4 (empat) variabel determinan yang berpengaruh terhadap prestasi belajar siswa. Dua variabel determinan yang berpengaruh positif, yaitu motivasi siswa dalam pembelajaran dan bantuan orangtua dalam pembelajaran, sedangkan determinan yang berpengaruh negatif, yaitu dukungan orangtua dan guru di sekolah dan kepemimpinan kepala sekolah dalam pembelajaran. Pengaruh dari indikator-indikator tersebut terhadap pencapaian prestasi belajar siswa adalah sebesar 8%. Sementara itu ada tiga variabel yang tidak mempunyai pengaruh yaitu variabel kemampuan guru dalam pengelolaan pembalajaran, kemandirian siswa dalam pembelajaran dan keterbukaan siswa dalam pembelajaran.

The aim of this research is to find out the factors influencing studying achievement of the elementary students of RSBI (International Standard Pilot School) in the Province of DKI Jakarta. The research used a quantitative approach to discover the factors influencing studying achievement of the elementary students of RSBI (International Standard Pilot School) in the Province of DKI Jakarta. Studying achievement as the dependent variable is measured for the subjects of Indonesian language, Mathematics, and Natural Science of the sixth grade elementary students by referring to the report grades of the odd semester. The number of samples used is 438 students out of the 484 total population. The statistic analyses used are factor analysis and double regression analysis with a stepwise method to find variables influencing studying achievement.

Based on the factor analysis towards studying achievement variables, 7 (seven) groups of independent/free variables are discovered, and they are students motivation in learning, parents aids in learning, parents and teachers support in school, teachers capability in managing teaching/learning, the leadership of the school principal in teaching/learning, students independence in learning, and students openness in learning.

The research results show that there are 4 (four) determining variables which influence studying achievement of the students. Two determining variables having positive influence are students motivation in learning and parents aids in learning, while the variables having negative influence are parents and teachers support in school and the leadership of the school principal in teaching/learning. The influence of those indicators towards studying achievement of the students is as much as 8%. On the other hand, there are three variables which do not have any influence, and they are teachers capability in managing teaching/learning, students independence in learning, and students openness in learning."

"Penelitian mengenai manajemen mutu terpadu dalam pendidikan dilakukan berangkat dari pentingnya lembaga pendidikan untuk meningkatkan mutu. Usaha ini harus dilaksanakan oleh semua unsur lembaga sejak awal secara terpadu dan berkesinambungan. Penerapan manajemen mutu terpadu pada sekolah bertujuan untuk menghasilkan lulusan yang bermutu, menjaga mutu serta meningkatkan mutu secara berkesinambungan. Penelitian ini mempunyai tujuan untuk mengetahui faktor-faktor yang berpengaruh terhadap capaian manajemen mutu terpadu pada SMP Negeri 2 Sindang Rintisan Sekolah Bertaraf Internasional (RSBI) Kabupaten Indramayu. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik pengumpulan data campuran atau mixed method. Penelitian ini menggunakan total sampling, yaitu semua guru yang berjumlah 45 orang. Teknik analisis data dengan menggunakan analisis faktor dan analisis regresi ganda dengan metode stepwise untuk mengetahui variabel yang berpengaruh terhadap capaian manajemen mutu terpadu. Berdasarkan analisis faktor terbentuk 1 (satu) variabel terikat yaitu capaian manajemen mutu terpadu dan 6 (enam) variabel bebas yaitu : sarana dan prasarana sekolah, evaluasi berkelanjutan, promosi sekolah, kepemimpinan kepala sekolah, bahasa pengantar dan penguasaan teknologi, serta layanan bagi pelajar. Hasil penelitian menunjukkan bahwa faktor-faktor yang berpengaruh sangat signifikan terhadap capaian manajemen mutu terpadu pada SMP Negeri 2 Sindang RSBI Kabupaten Indramayu adalah sarana dan prasarana sekolah, serta evaluasi berkelanjutan. Sedangkan faktor-faktor yang kurang signifikan berpengaruh adalah promosi sekolah, kepemimpinan kepala sekolah, bahasa pengantar dan penguasaan teknologi, serta layanan bagi pelajar. Pemerintah daerah seharusnya dapat membuat kebijakan pemerataan pendidikan bagi siswa agar mendapatkan kesempatan yang sama dalam menerima layanan pendidikan. Dinas pendidikan kabupaten Indramayu dapat meningkatkan program evaluasi untuk mencapai mutu proses pembelajaran pada setiap sekolah. Sekolah juga dapat menjalin relasi atau kerjasama dengan pihak-pihak yang berkepentingan untuk meningkatkan mutu sekolah.

The research about total quality management in education was done as the importance of educational institution to improve the quality. This effort must be done continuously. The implementation of total quality management at school was aimed to produce the qualified outcomes, to maintain and improve the quality continuously.

This study is aimed to know the determinant factors toward the performance of total quality management at SMP Negeri 2 Sindang the pioneering international school (RSBI) in Indramayu regency. This study used quantitative approach with a mixture of data collection techniques or mixed method. In this study used is total sampling of all teachers, 45 teachers. The data analysis technique used was factor analysis and multiple regression analysis with stepwise method to find the variables that determine the performance of total quality management.

Based on the factor analysis there is one dependent variable, and that is the achievement of total quality management and six independent variables, namely: school facilities and infrastructure, on going evaluation, school promotion, school principal leadership, delivery language and technology mastery, also the service for students.

The results of this study show that the determinant factors significantly influence the achievement of total quality management at SMP Negeri 2 Sindang RSBI in Indramayu regency are school facilities and on going evaluation. While the less significantly influence the achievement of total quality management are school promotion, school principal leadership, delivery language and technology mastery, also the service for students.

The local government should be able to make the policy of equitable access for student to get the educational service. Educational institution in Indramayu can improve the evaluation program to get the teaching learning quality for every school. The schools can also make the relation or cooperation with the stakeholders to improve the quality of schools."

"Pemerintah Indonesia membuat kebijakan tentang keharusan pengintegrasianTeknologi Informasi dan Komunikasi (TIK) dalam pengajaran di sekolah untukmeningkatkan mutu pendidikan. Tetapi, peneliti menyangsikan bahwa penerapanTIK dalam pengajaran belum sesuai dengan yang dianjurkan oleh pemerintah.Berdasarkan persepsi pengajar dan pemelajar di Rintisan Sekolah BertarafInternasional (RSBI), penelitian ini menginvestigasi penggunaan TIK dalampengajaran bahasa Inggris. Penelitian ini mengambil data melalui kuesioner,observasi dan wawancara di tiga SMA dan tiga SMK bersertifikasi RSBI yang ada dikota Padang. Dari hasil penelitian ditemukan bahwa penggunaan TIK dalampengajaran bahasa Inggris masih untuk keperluan akses informasi, belum untukberkomunikasi. Hambatan utama penggunaan TIK adalah kurang tersedianya saranadan prasarana penunjang sehingga pengajaran bahasa Inggris dengan memanfaatkanTIK tidak berjalan sebagaimana mestinya. Although the Indonesian Government has established a policy about the necessity of

integrating Information and Communication Technology (ICT) in teaching to

upgrade the quality of education, there is a concern that ICT is not utilize as

recommended by the government in the implementing schools. Based on the

perceptions of both teachers and students in Piloted International Standard Schools,

this study investigates the use of ICT in the teaching of English. This study makes use

of questionnaires, observations and interviews to collect data in three High Schools

and three Vocational Schools which have Piloted International Standard School

certification in Padang city. Results show that the use of ICT in teaching English is

limited to accessing information and not yet used for communication. The main

barrier of using ICT is the lack of infrastructure that supports the utilization of ICT

for English teaching. Nevertheless, teachers and students agree that ICT is very

beneficial for the teaching of English. However, this study found that blended

learning has been implemented in Vocational Schools through online learning

program, DynEd program, which provided by the government"

"Bidang pendidikan merupakan suatu hal yang sangat penting dalam kehidupan berbangsa dan bernegara. Namun harus diakui bahwa mutu pendidikan di Indonesia ternyata masih rendah. Rendahnya mutu pendidikan ini salah satu penyebabnya adalah kinerja guru yang rendah dalam mengelola proses pembelajaran. Penelitian ini bertujuan untuk mengetahui pengaruh supervisi akademik oleh pengawas sekolah terhadap kinerja guru rintisan sekolah menengah atas bertaraf internasional di provinsi lampung. Berdasarkan tujuannya penelitian ini termasuk penelitian eksplanatif, karena ingin menjelaskan hubungan pola-pola yang berbeda tetapi ada keterkaitan serta menghasilkan pola hubungan sebab akibat. Dalam penelitian ini kegiatan supervisi akademik dianggap sebagai variabel bebas (X) dan Kinerja Guru (Y) sebagai variabel terikatnya. Teknik pengumpulan data penelitian dilakukan dengan menggunakan teknik kuantitatif dan kualitatif (campuran). Hal ini dilakukan untuk mendapatkan informasi lebih dalam mengenai data yang tidak bisa diperoleh hanya melalui kuisioner. Sedangkan metode pengumpulan data yang digunakan dalam penelitian adalah dengan metode survey menggunakan kuisioner dan wawancara mendalam. Teknik penarikan sampel dalam penelitian ini adalah purposive sampling, Metode ini digunakan karena dalam pemilihan sampel survey akan diberikan kriteria bahwa sampel yang dipilih adalah guru-guru yang sudah pernah mendapatkan supervisi akademik oleh pengawas sekolah. Pemberian kriteria ini bertujuan agar guru yang dipilih sebagai sampel benar-benar mengetahui atau memahami topik penelitian ini. Jumlah sampel ditentukan dengan menggunakan rumus Slovin dengan tingkat signifikansi 7,25% diperoleh jumlah sampel sebanyak 100 orang guru. Analisis statistik yang digunakan adalah analisis regresi liniear sederhana untuk mencari pengaruh supervisi akademik terhadap kinerja guru. Berdasarkan hasil analisis regresi linear sederhana disimpulkan bahwa supervisi akademik oleh pengawas sekolah berpengaruh signifikan terhadap kinerja guru. Adapun secara simultan dimensi-dimensi dari variabel bebas supervisi akademik oleh pengawas sekolah berpengaruh secara signifikan terhadap dimensi perencanaan dan persiapan, lingkungan kelas, pengajaran, dan tanggung jawab profesionalisme dari variabel terikat kinerja guru. Tetapi jika secara parsial dimensi-dimensi dari variabel supervisi akademik oleh pengawas sekolah, hanya dimensi pendekatan kolaboratif yang berpengaruh terhadap dimensi pengajaran pada variabel kinerja guru.

Education is a very important thing for both state and nation. However, it must be recognized that the quality of education in Indonesia still very low, and one of the causes is the low performance of teachers in managing the learning process. This study is aimed at determining The effect of academic supervision by the supervisor to the teachers performance of the pilot senior high school of international standardn in lampung province. This study is based on the research objectives in explanative, because it wanted to explain the relationship of different patterns, but there is a relationship and to produce the pattern of causal relationships.

In this research, academic supervision activities are considered as the independent variable (X) and the teacher performance (Y) as the dependent variable. Research data collection techniques were conducted by using a combination of quantitative and qualitative techniques. This is done to obtain more information on data that can not be obtained only through a questionnaire. While the data collection method used in this study is a survey method using questionnaires and in-depth interviews. Sampling techniques in the study was the purposive sampling method used, because the survey sample selection criteria was based on samples of teachers who had never received academic supervision by school inspectors. The provision was intended as the criteria chosen as a sample of teachers who would understand the purpose of this research. The number of samples was determined using the Slovin formula with a significant level of 7.25% obtained form total sample of 100 teachers. Statistical analysis used a simple regression analysis liniear method to determine the influence of the academic supervision of teacher performance.

Based on the results of the linear regression analysis, it is concluded that the academic supervision by a school superintendent has a significant effect on teacher performance. The simultaneous dimensions of the independent variable of academic supervision by a school superintendent, therefore has significant influence on planning and preparation, classroom environment, teaching, professionalism and responsibility of the dependent variable of teacher performance. But if the partial dimensions of the variable of academic supervision by school inspectors, only the collaborative approach dimensions that affect to the variable dimensions of teaching performance of teachers."
