"ABSTRAKThe low educational level of the government employees at the State Civil Service and Human Resources Development Agency of Biak Numfor Regency in Papua Province affects the quality of public services which was far from the society's expectations. The development of competence that has been given so far had not been able to change the primal aspects of the government employees. Therefore, the development of competence provided must touch the large and varied cultural diversity that leads to the improvement of knowledge, capability, and skills to generate better performance and services. This study aims to analyze the development of the government employees' competence at the State Civil Service and Human Resources Development Agency of Biak Numfor Regency, Papua Province. The method used in this research was descriptive research with a qualitative approach. Primary data was collected through observation, interviews and Focus Group Discussion (FGD): the respondents were the government employees in the State Civil Service and Human Resource Development Agency of Biak Numfor Regency, Papua Province. Secondary data were obtained through documentation studies. The data were analyzed using interactive models. The results showed that the process of developing the socio-cultural competence of the government employees in the State Civil Service and Human Resource Development Agency of Biak Numfor Regency, Papua Province was through: 1) BIMTA (Mental and Spiritual Guidance), 2) JUMAT BELI (Friday clean environment program), 3) Leadership Advice through meetings and assembly, 4) Education and Training, which still need to be improved such as providing special program through education and training, seminars, courses, and upgrading related to socio-cultural competence to encourage them to have national insights with a pluralistic society in terms of religion, ethnicity, culture, and able to adapt and communicate effectively, empathetically, and politely among employees and the society."

"Ganja menjadi narkotika yang paling banyak disalahgunakan di Indonesia dengan proporsi sebanyak 41,4 persen (Puslitdatin BNN, 2022)bahkan di dunia (UNODC, 2022). Tingginya angka penyalahgunaan ganja menjadi salah satu pertimbangan PBB memasukkan ganja sebagai tanaman yang berbahaya dan Indonesia pun memasukkan ganja ke dalam golongan I Narkotika. Namun, dengan perkembangan ilmu pengetahuan dan teknologi yang semakin maju, tanaman ganja yang dianggap berbahaya dan hampir tidak memiliki manfaat mulai dilirik untuk dilihat pemanfaatannya. Hinggal tahun 2023, sudah lebih dari 50 negara di dunia telah melegalkan pemanfaatan ganja untuk kepentingan medis. Penelitian-penelitian pun telah banyak dilakukan di seluruh dunia. Melihat perkembangan di dunia, wacana legalisasi ganja medis mulai didorong oleh komunitas-komunitas dan sebagian masyarakat yang membutuhkan. Berdasarkan penelitian, ganja efektif pada terapi pada penyakit-penyakit seperti multiple sclerosis, nyeri neuropatik kronis, mual dan muntah akibat kemoterapi dan epilepsy, antiemetik, stimulan nafsu makan pada penyakit kanker dan AIDS, dan penyakit kronis lainnya (Vickery & Finch, 2020)(Arkell et al., 2023). Namun pemerintah Indonesia Indonesia masih konsisten menggolongkan ganja sebagai tanaman berbahaya. Aspek kesehatan masyarakat, sosial budaya dan keamanan menjadi aspek yang dekat dengan wacana legalisasi ganja medis di Indonesia. Manfaat dan dampak buruk kesehatan, persepsi masyarakat terhadap tanaman ganja, kedekatan sejarah budaya Indonesia dengan tanaman ini serta ancaman penyalahgunaan ganja yang meningkat menjadi hal yang dapat dipertimbangkan dalam wacana legalisasi ganja medis. Memperkuat  regulasi dan membukan kesempatan yang luas untuk penelitian menjadi langkah penting yang dapat diambil untuk menentukan akan dibawa kemana legalisasi ganja medis di Indonesia.

Cannabis is the most abused narcotic in Indonesia with a proportion of 41.4 percent (Puslitdatin BNN, 2022) even in the world (UNODC, 2022). The high rate of cannabis abuse is one of the UN considerations for including cannabis as a dangerous plant and Indonesia also includes cannabis in group I Narcotics. However, with the development of increasingly advanced science and technology, the cannabis plant, which is considered dangerous and has almost no benefits, has begun to be looked at for its utilization. Until 2023, more than 50 countries in the world have legalized the use of cannabis for medical purposes. Publication research has been carried out all over the world. Looking at developments in the world, the discourse on the legalization of medical cannabis has begun to be pushed by communities and some people who need it. Based on research, cannabis is effective in therapy in diseases such as multiple sclerosis, chronic neuropathic pain, nausea and vomiting due to chemotherapy and epilepsy, antiemetics, appetite stimulants in cancer and AIDS, and other chronic diseases (Vickery & Finch, 2020) (Arkell et al., 2023). However, the Indonesian government of Indonesia is still consistent in classifying cannabis as a dangerous plant. Aspects of public health, social culture and security are aspects that are close to the discourse on the legalization of medical cannabis in Indonesia. The health benefits and harms, public perception of the cannabis plant, the proximity of Indonesian cultural history to this plant and the increasing threat of cannabis abuse are things that can be considered in the discourse on the legalization of medical cannabis. Strengthening regulations and opening up broad opportunities for research are important steps that can be taken to determine where medical cannabis legalization will take in Indonesia."

"Skripsi ini menganalisis unsur sosio-kultural di dalam masyarakat Nusa Tenggara Timur di dalam novel Cumbuan Sabana yang dikarang oleh Gerson Poyk. Tujuannya adalah mengetahui unsur-unsur budaya Nusa Tenggara Timur yang terdapat didalam novel Cumbuan Sabana. Dari penelitian ini diperoleh beberapa unsur kebudayaan Nusa Tenggara Timur, yaitu perkawinan secara adat Nusa Tenggara Timur, tari -tarian Nusa Tenggara Timur, seperti tari padoa, tari kebalai, tari Lego-Lego, dan tari Likurai serta alat musik khas Nusa Tenggara Timur, yaitu Sasando. Kesimpulan dari analisis tersebut adalah unsur budaya di dalam novel Cumbuan Sabana yang dilihat dari tema, tokoh, alur, dan latar sosialnya digambarkan untuk mengenalkan budaya Nusa Tenggara Timur kepada masyarakat.

This undergraduate thesis analyzes the socio cultural aspects of the East Nusa Tenggara society in the novel Cumbuan Sabana by Gerson Poyk. The purpose is to know the elements of culture NTT contained in the novel Cumbuan Sabana. From this study obtained some cultural elements of East Nusa Tenggara, Customary marriage of East Nusa Tenggara, East Nusa tenggara dances, such as Padoa dance, Kebalai dance, Lego Lego dance, and Likurai dance and musical instruments typical East Nusa Tenggara, namely Sasando. The conclusion out of this analysis is the cultural aspects in the novel Cumbuan Sabana is seen from theme, characters, plot and social background are described for introducing to the people of East Nusa Tenggara."
