"Environmental issue become more popular since the Stockholm Conference about the human environment and Rio de Janeiro Summit (Earth Summit), that bring brings so many changes in environmental matters. Human rights that has the important role in international law, is also related to the environmental issue. As an Indonesian Environmental NGO, WALHI tries to protect the human rights related to environment. This article tries to discuss the relation between the environmental rights with human rights and why WALHI has concern on it."

"Penelitian ini berfokus pada pelaksanaan, faktor pendukung dan penghambat, serta dampak yang muncul dari pelaksanaan program. Dengan jenis penelitian deskriptif kualitatif. Landasan yang digunakan mengacu pada konsep Pengembangan Komunitas dan menaruh perhatian pada pentingnya peran pelaku perubahan. Temuan lapangan menunjukkan Depsos melakukan diskresi dengan menunjuk orsos KKKS (sebelumnya bernama FKKS) Batam sebagai pelaksana. Program ini merupakan wujud dari kewajiban negara dengan berlatar belakang pada letak strategis Kota Batam yang merupakan wilayah perbatasan negara Indonesia yang berdampak pada stabilitas keamanaan negara serta semakin termarjinalisasinya komunitas suku laut dalam pembangunan sosial yang ada di Batam, dengan out put penempatan pemukiman suku laut di pulau Bertam-Kota Batam. Kesimpulan menunjukkan pentingnya pemerintah memperhatikan keberlanjutan program dengan tetap mempertimbangkan dampak yang diakibatkan dari pelaksanaan program khususnya PKAT.

This research focuses on implementation, strength, weakness and impact program activities to the seanomade community at Bertam Island. This study used qualitative methodology to describe in detail the implementation of programs and behavioral changes in society which became the target of the program. Explanation of the program refers to the development community that has been implemented. Based on the findings of this research: DEPSOS pointed ORSOS which known by KKKS (previously called FKKS) to implemented. The strategic location of Batam city which is the Indonesian border into the background of the implementation of this program. This program is a form of state obligations with a background in strategic location of Batam, which is the border state of Indonesia to give effect to the stability and state security and the marginalization of seanomade of social development in Batam. The results of this study addressed the importance of government attention to the sustainability of the program while considering the impact resulting from the implementation of programs, especially programs PKAT."
