"Order in which the rising impact of regional expansion in high interest areas to spread themselves. In Sulawesi from 1999 to 2009 recorded around 33 district /city and formed two newprovinces. Results of research on six areas in Sulawesi by using descriptive qualitative approachmethod shows that these areas of regional expansion in Sulawesi grounded by a variety of factors,such as the size of the territory holding districts, geo-easy to grow, and the ability of the economy aswell as the potential area pemekaran considered capable enough to stand it self as an autonomousdistrict. Portrait of education and health at six loci scrutiny, Kota Palopo, Moutong Parigi District,North Minahasa regency, North Mamuju District, Regency South Konawe and Bone RegencyBolango show that the district focused on two things, namely improvement of facilities andinfrastructures, as well as increased quality of education and health. Implications of these portraitsis the estimated increase, improve quality, and equality of education and health. In addition to manyconstraints facing the district in providing public services in both sectors, but the facilities andopportunities that are already pretty up to the district gradually able to overcome the barriers thatexist through the facilities and opportunities available."

"enelitian ini didasari pemikiran bahwa pemekaran wilayah merupakan sebuah produk kebijakan publik, sebagai upaya pemerintah untuk memecahkan masalah publik. Dalam kerangka rasionalitas, maka kebijakan pemekaran seharusnya adalah hasil pilihan yang rasional, mencakup pemilihan alternative bagi tercapainya tujuan, mengandung nilai yang fundamental dan tepat guna untuk mencapai hasil akhir (outcome) yang diinginkan. Tujuan dari penulisan ini adalah : mendeskripsikan proses pembuatan kebijakan pemekaran dan mendeskripsikan rasionalitas yang digunakan aktor dalam kebijakan pemekaran. Metode yang digunakan adalah kualitatif. Tulisan ini mengangkat temuan hasil penelitian bahwasanya proses penetapan kebijakan pemekaran, bukanlah upaya solutif bagi persoalaan substantive masyarakat dan rasionalitas yang digunakan dalam penetapan kebijakan, didominasi model rasionalitas tong sampah, sebagai respon struktur terhadap kepentingannya elit (politik), bersifat transaksional, bukanlah respon sistem (legislatif dan eksekutif) untuk mengatasi masalah faktual yang berkaitan dengan kesejahteraan masyarakat."

"Permasalahan klasik public administration di Indonesia terkait perbedaan nomenklatur Administrasi Negara (AN) dan Administrasi Publik (AP) merupakan hal yang menarik untuk diteliti. Perbedaan nomenklatur public administration ini hanya terjadi di Indonesia. Oleh karena itu, penelitian dengan judul ?Perbedaan Administrasi Publik dan Administrasi Negara dalam Konteks Indonesia? ini mencoba memberikan jawaban atas permasalahan klasik tersebut. Melalui sejarah perkembangan ilmu public administration secara global yang dikaitkan dengan sejarah public administration di Indonesia serta menganalisa pendapat beberapa ilmuwan public administration Indonesia, tulisan ini menjelaskan secara faktual perbedaan nomenklatur yang ada. Menggunakan paradigma konstruktivis dengan pendekatan kualitatif, penulis menjelaskan alasan terjadinya perbedaan nomenklatur antara AP dan AN. Faktor sejarah, faktor bahasa, dan ekologi administrasi merupakan temuan penulis yang menjadi tiga faktor dasar penyebab perbedaan nomenklatur public administration di Indonesia.

The classical problem of public administration in Indonesia related to nomenclature differences between State Administration (AN) and Public Administration (AP) are interesting topic to be conducted as a research. Interestingly, these differences happen only in Indonesia. Therefore, the study entitled "The Differences of Public Administration and the State Administration in the Context of Indonesia" will elaborate the answers regarding this classical problem. Through the history of the global public administration science associated with the history of public administration in Indonesia by analyzed opinion of some Indonesian public administration scientist, this research describes the factual differences of the nomenclature. Using constructivist paradigm with qualitative approach, it explains the reasons of the differences between the AP and AN nomenclature. History, language, and ecological is the three basic factors causing differences in nomenclature of public administration in Indonesia."

"This essay is a research on President SBY's policy on acceleration of development in the provinces of Papua and West Papua as stated in Presidential regulation No. 66/2011, which regulated the existence and function of the unit for acceleration of development in Papua and West Papua (UP4B), and its implementation and further follow-up. The qualitative method reveals in its conclusions that amid complex-problems the provinces facing, working contributions of UP4B has been seen in the both provinces, particularly by native Papuan in the last two years of its existence. This essay recommends that UP4B should be further supported, especially in its role in giving assistances and capacity building in helping the provinces in forming clean, transparent, and accountable governance."
