"Proyek pabrik yang dikerjakan oleh PT.A berfungsi untuk menghasilkan produk yang beragam, mulai ammonium, bahan peledak, dan pupuk. Namun proyek pabrik mengalami banyak kendala, salah satunya penyimpangan jadwal atau scheduling, yang dapat terjadi akibat risiko-risiko pada tahap purchasing yang terdapat pada jalur kritis proyek. Tujuan dari penelitian ini adalah menemukan risiko dominan serta komponen penyebab, dampak, tindakan pencegahan, dan tindakan koreksi dari risiko pada tahap purchasing. Pengolahan data penelitian yang dilakukan adalah uji statistik dan analisis risiko, yang terbagi atas analisis kualitatif dan penentuan penyebab, dampak, tindakan pencegahan, dan koreksi risiko pada tahap purchasing proyek pabrik pada PT.A yang divalidasi pakar. Hasil yang ditemukan dalam penelitian ini adalah lima risiko dominan pada tahap purchasing. Risiko dominan tersebut adalah perubahan spesifikasi DED, mesin pabrik yang langka, ketidaksempurnaan klarifikasi, keterlambatan tender, dan keterlambatan pengiriman mesin.

Factory plant project construct by PT.A serves to produce many products like, ammonium, explosives and fertilizers. But the plant project has many obstacles, one of them is time overruns, which can occur as a result of risks at the stage of purchasing that are on the critical path of the project. The objective of this study is to find the dominant risk as well as the component causes, effects, precautions, and corrective actions of the risks involved in purchasing stage. Research method conducted statistical tests and risk analysis, which consists of qualitative analysis and determination of the causes, effects, precautions, and corrective measures of risk at this stage of the project purchasing the factory in PT.A expert validated. The results found in this study are five dominant risk in purchasing stage. There are change of DED specification, rare machinary, unperfect clarification, late bidding, & late machine delivery."

"Proyek EPC pabrik merupakan suatu proyek yang kompleks karena tahap konstruksinya melibatkan pemasangan peralatan, yaitu pipa untuk menghasilkan produk dengan kapasitas tertentu dan pengujian terhadap peralatan tersebut. Oleh karena itu, banyak risiko yang mungkin terjadi. Analisis risiko dibutuhkan untuk menganalisis risiko dominan, serta menentukan penyebab, dampak, tindakan preventif, dan tindakan korektif untuk setiap risiko. Jenis penelitian ini adalah studi kasus proyek EPC pabrik yang dikerjakan oleh PT. X dengan metode penyebaran kuesioner dan wawancara mendalam. Data yang diperoleh kemudian dianalisis dengan statistik deskriptif, uji normalitas, uji validitas dan realibilitas, uji homogenitas, dan analisis kualitatif risiko. Hasil yang diperoleh adalah 8 peristiwa risiko dominan dan risk register untuk setiap proses pekerjaan piping pada proyek EPC pabrik.

EPC industrial plant project is a complex project because it involves equipment installation, which is pipe to provide products with certain capacity and testing for the equipment itself on the construction phase. Hence, many risks are most likely to occur. Risk analysis is needed to analyze the dominant risks, and also to determine causes, impacts, preventive actions, and corrective actions for each risk. The type of this research is case study in EPC Industrial Plant project which handled by PT. X with questionnaire and in-depth interview. Then, the data provided would be analyze with descriptive analysis, normality test, validity and realibility test, homogenity test, and qualitative risk analysis. The results are 8 dominant risk events and risk register for piping work on EPC industrial plant project."

"Penelitian ini membahas faktor risiko dalam proses pengadaan pada proyek EPC yang berpengaruh pada kinerja waktu. This research discusses about risk factor in the procurement process on EPC project that influence on the time performance. The procurement process is important because cost of this process reach 50%-60% of the total project cost. Most of activity on this process are on the critical path of the project. Because of that, its important to find the risk factors that affects time performance of the project. After found the dominant risk factors, the risk control strategies can be made to minimize risk effect on the project, so the project can continue smoothly and can be finished on time."

"Proyek EPC memiliki tingkat risiko yang cukup tinggi. Permasalahan yang biasanya terjadi dalam proyek EPC adalah keterlambatan dan cost overrun. Pada proyek konstruksi, pengadaan material memiliki 50-60% dari total biaya. Angka tersebut cukuplah besar sehingga pengadaan material ini memiliki pengaruh yang cukup besar terhadap risiko yang mungkin saja terjadi dalam proyek EPC. Tujuan dari penelitian ini untuk mengidentifikasi faktor risiko yang berpengaruh, penyebab risiko dominan dan rekomendasi risiko.Data yang didapatkan akan dilakukan analisa risiko, analisa korelasi, analisa faktor dan analisa regresi. Hasil penelitian berupa faktor risiko dominan yang berpengaruh terhadap kinerja waktu yaitu "Perubahan Spesifikasi yang Mempengaruhi Pembuatan" dan "Ketidaktersediaan Material" sedangkan untuk kinerja biaya "Perubahan Spesifikasi Material" dan "Perencanaan dan estimasi biaya tidak dilakukan dengan tepat".

"Proses pengadaan material pada proyek adalah proses pengadaan material dari luar proyek guna terlaksananya proyek. Risiko-risiko yang tidak dilakukan tindakan selama proses pengadaan dapat menyebabkan penyimpangan biaya proyek sehingga kinerja biaya proyek tidak tercapai. Maka tujuan dari penelitian ini adalah menganalisa risiko pada tahap pengadaan proyek EPC yang berpengaruh pada biaya proyek. Dalam penelitian ini digunakan data primer hasil dari kuesioner terhadap responden yang kemudian dianalisa dengan menggunakan qualitative risk analysis untuk memperoleh risiko dengan level tertinggi untuk setiap fasenya dari 30 faktor risiko. Dari hasil penelitian ini, diperoleh 6 faktor risiko tertinggi dari 3 fase pada pengadaan proyek EPC.

Material procurement processes is the process of carry resource from outside for success of project. Unmitigated risk on the processes will result the discrepancy of Cost Performance Index. Therefore, this research will analyse all the associated risk on the Procurement Process that take effect to Cost Performance Index.

The study uses primary data from questionnaires ‎and analysed using Qualitative Risk Analysis to generate the highest level of risk for all procurement phases from 30 risk factors. Form the study, 6 highest risk factors coming from 3 phases of Procurement."

Tidak jarang permasalahan proyek berawal dari perbedaan persepsi antara pemilik proyek dan kontraktornya yang berujung pada klaim dan dispute. Manajemen Komunikasi Proyek menjadi suatu disiplin yang dapat mengatur keselarasan hubungan komunikasi antara pihak-pihak yang terlibat di dalam proyek, termasuk antara kontraktor dan owner.Tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor dominan dalam manajemen komunikasi proyek EPC antara kontraktor (PT.X) dan pemilik proyek pada tahap engineering yang mempengaruhi kinerja waktu, sekaligus tindakan terhadap faktor-faktor tersebut sebagai respon resiko utama.Proses penelitian dimulai dari identifikasi faktor-faktor risiko, analisa risiko, evaluasi risiko, dan tindakan mengelola risiko (treatment atau risk response). Penelitian untuk mengetahui faktor-faktor risiko dilakukan secara kualitatif, dengan menganalisis data persepsi yang didapat dari kuisioner dengan responden manajer proyek, atau team inti proyek pada PT.X yang mempunyai pengalaman dalam proyek EPC. Analisa data diolah dengan melakukan uji Reliability, uji U Mann-Whitney, uji Kruskal-Wallis, serta pendekatan Analytic Hierarchy Process (AHP) dan analisa level risiko untuk mendapatkan prioritas/rangking faktor. Korelasi nonparametris dilakukan dengan korelasi Kendall Tau dan Spearman. Validasi ke pakar dilakukan baik pada tahap penentuan variabel maupun validasi hasil penelitian.Hasil analisa data menunjukkan terdapat delapan faktor-faktor dominan yang berpengaruh terhadap kinerja waktu proyek EPC yang dilakukan PT. X, antara lain : Keterlambatan penyelesaian pekerjaan (design) dan aktivitas berikutnya yang diakibatkan oleh jangka waktu persetujuan dari pemilik proyek terhadap dokumen yang diajukan oleh kontraktor tidak dibatasi atau melebihi batas waktu yang disepakati, Terjadi penyimpangan informasi dan timbulnya idle time akibat alur informasi dan koordinasi yang berbelit-belit dari kontraktor ke owner, Timbulnya idle time (waktu tunggu) akibat kurang jelasnya alur approval dari kontraktor ke owner, dan Terjadinya idle time akibat gambaran Informasi yang disampaikan tidak jelas. Dari analisa korelasi nonparametris terlihat bahwa factor risiko tersebut berkorelasi menurunkan kinerja waktu proyek.

The Relation between owner and the contractor in a construction project, shows important role to performance of project. Not rarely, problems of project is caused by difference of perception between owner and the contractor of which resulting claim or dispute. Recently, Management Communications of Project becomes a discipline that is able to control compatibility of communications among stakeholders concerned in project, including contractor and the owner.

The objective of this research is to know dominant factors in communications management of EPC Project between the contractor ( PT.X) and the owner during phase of engineering influencing time performance, and to find the risk respond of them.

Research process started from identifying risk factors, risk analysis, risk evaluation, and action ( or treatment of risk response). The risk factors research try to find out qualitatively, by analyzing the perception data as the result of the questioners to the project manager, the core team of the EPC project company in Indonesia and whom had the experienced in EPC. The data is processed by descriptive statistic, Mann-Whitney U test, Kruskal-Wallis test, and Analytic Hierarchy Process (AHP) in order to have the priority factor, and continued with validation to expert.

Data analysis results, there are eight dominant factors which have significant effect to time performance of project, Delay of design process and activities caused unlimited time or expired status to approval documents, Interrupted informations and idle time caused complicated flow of information and coordination beetween contractor and the owner, and idle time caused the detail information is unclear. "Proyek EPC memiliki tingkat risiko yang cukup tinggi. Keterlambatan dan cost overrun merupakan permasalahan yang sering terjadi pada proyek. Keterlibatan subkontraktor dalam pelaksanaan pekerjaan konstruksi sangat tinggi sehingga pengaadaan subkontraktor mempunyai pengaruh cukup besar pada proyek EPC. Penelitian ini dilakukan untuk mengidentifikasi faktor risiko yang berpengaruh, penyebab dan dampak risiko tersebut, dan tindakan preventif dan korektifnya. Metode penelitian ini melalui studi literatur, survey kuesioner, dan validasi pakar. Hasil penelitian menunjukkan faktor risiko yang berpengaruh terhadap kinerja waktu yaitu "Subkontraktor tidak memahami konsep proyek dengan baik" dan "Tidak lengkapnya klausal kontrak antara pihak kontraktor EPC dengan subkontraktor" sedangkan untuk kinerja biaya yaitu "Kurang lengkapnya kriteria penilaian teknis dalam menilai kualifikasi peserta lelang", "Pembayaran subkontraktor yang telat dan tidak sesuai", dan "Kekurangan tenaga kerja pada pihak subkontraktor".

EPC project has high risk level. Delay and cost overrun are problems that usually happen. Subcontractor’s high involvement in execution of construction work so that provision of services has a considerable influence on the risk that may occur in the EPC Project. The purpose of this research are to identification risk factor that influenced, cause and effect, preventive and corrective action from risk factor. Method in this research through literature review, survey by using questionnaire, and expert judgement. The result obtained in this research is the risk factor that affect time performance are "Subcontractor do not understand the concept of project well" and "Incomplete clause of the contract between EPC contractor and subcontractor" while risk that affect cost performance are "Incomplete technical assessment criteria in assessing the bidders qualifications", "Subcontractor payments are late and do not suitable", and "lack of labor on the part of subcontractor"."
