"Penyediaan sistem tanggap darurat seperti pembentukan dan pelatihan tim, penyediaan sarana dan prasarana, dan pemeliharaan alat-alat emergency memerlukan biaya yang tidak sedikit, terkadang perusahaan mengesampingkan aspek ini karena keadaan darurat adalah hal yang tidak bisa diprediksi dan kejadiannya sangat jarang terjadi, namun upaya penyediaan kesiapsiagaan tetap wajib disediakan untuk menjamin keselamatan pekerja, masyarakat sekitar, dan keberlangsungan produksi di perusahaan. Aspek penilaian kesiapsiagaan tanggap darurat menurut SMKP Minerba merupakan langkah mudah untuk mengevaluasi sejauh mana persiapan perusahaan dalam menghadap keadaan darurat yang berpotensi terjadi, baik akibat proses kerja, maupun bencana alam. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menyarankan bahwa perusahaan sebaiknya melakukan perbaikkan dari hasil temuan yang tidak sesuai seperti evaluasi berkala tentang penanganan bencana, pelatihan tim tanggap darurat, pemeliharaan sarana dan prasarana darurat, serta penambahan jumlah tenaga kesehatan dan alat P3K.

Providing emergency response system such as emergency team forming, making training program continuously, emergency maintenance facilities routinely, are needs much money to keep on top perform, therefore a company sometimes sees override through emergency response program because emergency condition are rarely to happened and unpredictable, however emergency response preparedness are required to ensure safety worker, community, and product sustainability of the company activies. The Assessment aspect of emergency response procedure based on Mineral and Coal Mine Safety Management System is the way to evaluate about company preparedness to overcome the emergency condition or disaster which have potential to be happened. This experiment is qualitative with description design. The experiment result is recommendation to the company to improve their current emergency response preparedness such as updating disaster procedure, training for emergency team routinely, maintenance all the emergency facility, providing a propely first aid, and increasing number for health workers."

"Penelitian ini membahas tentang gambaran pemenuhan dari pelaksanaan sistem tanggap darurat di Fakultas Teknik Universitas Indonesia tahun 2016 berdasarkan Pedoman Kesiapsiagaan dan Tanggap Darurat Universitas Indonesia yang mengacu pada NFPA 1600 edisi 2016. Penelitian merupakan penelitian kualitatif dengan desain penelitian deskriptif analitik.
Metode yang digunakan berupa wawancara, observasi langsung, dan telaah dokumen menggunakan instrumen checklist self-assessment for conformity NFPA 1600 edisi 2016. Penelitian dilakukan terhadap enam elemen di dalam NFPA 1600 edisi 2016 dan diperoleh hasil dengan total rata-rata terpenuhi sebesar 58,20%, tidak terpenuhi sebesar 29,40% dan tidak dapat teraplikasikan (not applicable) sebesar 12,40%.

This Research discusses about the compliance of emergency response system implementation at Faculty of Engineering Universitas Indonesia in 2016, based on the University?s Guidelines for Emergency Preparedness and Response which refer to 2016 edition of NFPA 1600. It is a qualitative research with descriptive analytic design.
The method being used in this research are interview, observation, and document study using self-assessment for conformity checklist of NFPA 1600, 2016 edition. This research assess six elements of 2016 edition of NFPA 1600. The result of this study shows 58,20%% points are conforming, 29,40% are nonconforming, and 12,40% are not applicable.

Hasil penelitian ini diperoleh dari wawancara semi-terstruktur, telaah dokumen terkait, serta observasi tempat penelitian. Dari 6 elemen yang diteliti, didapatkan hasil dengan total rata-rata kategori "Terpenuhi" yaitu 37,61%, kategori "Tidak Terpenuhi" yaitu 50,85%, dan kategori "Tidak Tersedia" yaitu 12,01%.

This research is conducted in order to assess conformity of Faculty of Health Sciences Universitas Indonesia‟s emergency response system in accordance with the existent emergency response guidance by K3L UI. This is a qualitative research with descriptive analytic design.
The result of this research is obtained from semi-structured interview, review of related documents, and observation of research location. Out of all six elements that has been assessed, results are obtained with total average of "Conforming" category is 37,61%, "None Conforming" category is 50,85%, and "Not Available" category is 12,01%.

"Pertumbuhan industri manufaktur dan konstruksi dapat meningkatkan potensi kecelakaan dan kejadian darurat yang perlu dipertimbangkan. Diperlukan sistem tanggap darurat untuk mengurangi dan meminimalkan dampak dan kerugian yang bisa disebabkan oleh peristiwa darurat. Tujuan dari penelitian ini adalah untuk menganalisis kesesuaian implementasi sistem tanggap darurat di pabrik fabrikasi baja PT Wijaya Karya pada tahun 2019 berdasarkan National Fire Protection Association 1600 (NFPA 1600) 2016 edisi untuk menangani peristiwa darurat/bencana. Penelitian ini adalah desain penelitian deskriptif kualitatif yang menggunakan dua jenis data-ata primer diperoleh melalui wawancara dan observasi lapangan, sedangkan data sekunder adalah melalui tinjauan dokumen. Dari penelitian ini, dapat disimpulkan bahwa kesesuaian implementasi sistem tanggap darurat berbasis NFPA 1600 di pabrik fabrikasi baja PT Wijaya Karya adalah 74%, sedangkan ketidaksesuaian adalah 26%. Meskipun hasilnya dapat diterima, perusahaan dituntut untuk meningkatkan perencanaan dan implementasi sistem tanggap darurat agar lebih komprehensif.

The growth of the manufacturing and construction industry can increase the potential for accidents and emergencies that need to be considered. Emergency response systems are needed to reduce and minimize the impact and losses that can be caused by emergency events. The purpose of this study is to analyze the suitability of the implementation of the emergency response system at PT Wijaya Karya steel fabrication plant in 2019 based on the 2016 National Fire Protection Association (NFPA 1600) edition to handle emergency/disaster events. This research is a descriptive qualitative research design that uses two types of data; Primary data obtained through interviews and field observations, while secondary data is through a document review. From this study, it can be concluded that the suitability of the implementation of the NFPA 1600-based emergency response system at PT Wijaya Karya steel fabrication plant is 74%, while the non-conformity is 26%. Although the results are acceptable, companies are required to improve the planning and implementation of emergency response systems to be more comprehensive."

This study describes the conformity of the emergency response system at the Faculty of Humanities, Universitas Indonesia, in 2016 with the Emergency Response Guideline of the Occupational Health, Safety, and Enviromental Unit of the Universitas Indonesia that refers to NFPA 1600 2016 Edition. This study is a qualitative study with descriptive analytic design.
The data for the study were collected through interviews using a semi-structured interview guideline, document review and direct observation of the study site. Of the six elements in the NFPA 1600 2016 Edition, the total average of the "Conforming" category is 50.58%, while for non-conforming and not applicable the average percentages are 36.98% and 12.44%, respectively.

"Kecelakaan besar dalam industri minyak dan gas bumi meskipun relatif jarang terjadi namun sering bersifat katastropik, yang menyebabkan kematian pada pekerja dalam jumlah besar, kerusakan aset perusahaan yang bernilai tinggi dan pencemaran lingkungan. Meskipun penyebabkan utama kecelakaan sering disebabkan oleh faktor manusia, namun kegagalan manajemen tanggap darurat dalam menangani kecelakaan, memberikan kontribusi besar yang menyebabkan kecelakaan lebih parah dan kerugian semakin besar. Kesiapan manajemen tanggap darurat pada operasi hulu minyak dan gas mutlak diperlukan dalam upaya mempersiapkan penanganan setiap kecelakaan dan kondisi darurat. Dalam upaya untuk terus menjaga tingkat kesiapan dan efektifitas manajemen tanggap darurat secara regular perlu dilakukan proses evaluasi.
Dalam penelitian ini penulis melakukan penelitian dengan melakukan evaluasi sistem sistem manajemen tanggap darurat di perusahaan hulu minyak dan gas yang beroperasi di laut dalam, dengan ketentuan pada National Fire Protection Association (NFPA) 1600 edisi 2013. NFPA 1600 edisi 2013 telah menyediakan proses evaluasi secara lengkap dan mandiri yang bisa diaplikasikan terhadap sistem manajemen tanggap darurat baik pada perusahaan maupun pemerintahan. Proses evaluasi menggunakan sepuluh elemen dari tahap implementasi tanggap darurat yang meliputi, rencana persyaratan umum, pencegahan ,mitigasi, informasi umum dan komunikasi krisis, peringatan pemberitahuan dan komunikasi, prosedur operasi, manjemen insiden, operasi tanggap darurat, rencana kelangsungan bisnis dan pemulihan, serta bantuan dan dukungan kepada karyawan.
Dari hasil penelitian, menunjukkan bahwa perusahaan telah memenuhi sebagian besar ketentuan yang berlaku. Perusahaan juga telah memiliki sumber daya, infrastruktur dan prosedur yang diperlukan dalam penanganan tangap darurat. Namun pemahaman para pekerja dilapangan terhadap prosedur, peran dan tanggung jawab dalam melaksanakan operasi tanggap darurat masih kurang. Perusahaan perlu mempertimbangan sumber daya external dalam mendukung operasi darurat sehubungan kondisi operasi yang terpencil. Dalam business continuity plan, perusahan perlu mempertimbangkan alternatif tempat bekerja, untuk membantu proses pemulihan pada saat terjadi ganguan operasi. Sehubungan letak geografis fasilitas operasi yang berada di jalur laut bebas, perusahaan perlu mempertimbangkan risiko dan membuat strategi mitigasi yang tepat terhadap potensi bahaya dari operasi kapal dan nelayan pada fasilitas operasi.

Major accidents in the oil and gas industry is relatively rare, but it was cause catastrophic incident which lead fatality, assets and environmental loss. Although major of cause is human factors, but the failure of emergency management is part of major contribution that cause increasing severe of accidents and loss. The readiness of emergency management in upstream oil and gas operations is important to response emergencies. In order to continue maintain the level of readiness and effectiveness of emergency management, it is necessary to perform evaluation on regular basis.
In this paper the authors conducted research to evaluate emergency management system in the upstream oil and gas company that located in the depth water area, with the requirement from the National Fire Protection Association (NFPA) 1600, 2013 edition. NFPA 1600 edition 2013 has provided self- assessment that can be applied to emergency management system both at the company and government. The evaluation process uses the ten elements of the implementation phase that consist: common plan requirements, prevention, mitigation, crisis communication and public information, warning, notification and communications, operational procedures, incident Management, emergency operations, business continuity and recovery, and employee assistance and support.
From the research, shown that the company has not been fully complied with requirement of the NFPA 1600, 2013 edition. The Company has the resources, infrastructure and procedures that needs to address emergencies, but the understanding of the workers in the field related the procedures, roles and responsibilities in implementing emergency response need to be improved. Company need to consider external resources to support emergency operations. In The business continuity plan, companies need to consider alternative work place, to support the recovery process while interruption of operations occurred. Due to current position of facilities is located on international shipping line , the company need to develop appropriate mitigation strategies to address risk related ship that passed around facilities.

"Skripsi ini membahas tentang gambaran pemenuhan kesesuaian pelaksanaan sistem tanggap darurat PT X dalam upaya mempersiapkan proses tanggap darurat jika terjadi keadaan darurat/bencana. Penelitian ini bersifat kualitatif dengan desain studi deskriptif yang menggunakan dua jenis data, yaitu pata primer yang didapatkan melalui wawancara dan observasi, serta data skunder melalui telaah dokumen.
Tujuan penelitian ini untuk mengetahui kesesuaian implementasi sistem tanggap darurat di Oil and Gas Services Company PT X ditinjau dari National Fire Protection Association 1600 (NFPA 1600) tahun 2012. Hasil penelitian ini diharapkan agar PT X dapat mempertimbangkan saran yang diberikan untuk meningkatkan pemenuhan semua elemen persyaratan NFPA 1600 dalam mengimplementasikan sistem tanggap darurat di perusahaannya.

"Kebakaran merupakan suatu peristiwa atau kejadian yang dapat menyebabkan banyak kerugian. Penelitian ini bertujuan untuk melakukan analisis terhadap penerapan manajemen tanggap darurat dan penanggulangan kebakaran di Program Pendidikan Vokasi Universitas Indonesia. Penelitian ini menggunakan metode deskriptif analitik dengan melakukan observasi lapangan, wawancara, dan telaah dokumen. Hasil penelitian selanjutnya dibandingkan dengan Peraturan Menteri Pekerjaan Umum No. 20/PRT/M/2009, Peraturan Menteri Pekerjaan Umum No. 26/PRT/M/2008, SNI 03-1746-2000, dan SNI 03-6574-2001.
Hasil penelitian didapatkan bahwa kesesuaian penerapan manajemen tanggap darurat dan penanggulangan kebakaran di Program Pendidikan Vokasi Universitas Indonesia, yaitu organisasi tanggap darurat sebesar 84.62%, tata laksana operasional sebesar 72.22%, dan sumber daya manusia (SDM) sebesar 80%. Dimana rata-rata kesesuaian sarana penyelamatan jiwa adalah sarana jalan keluar sebesar 90%, pintu darurat sebesar 72.22%, tangga darurat sebesar 92.50%, petunjuk arah jalan keluar sebesar 53.34%, pencahayaan darurat sebesar 59.93%, dan tempat berkumpul sementara sebesar 100%.
Berdasarkan hasil penelitian, maka diperlukan perbaikan dan peningkatan terhadap penerapan manajemen tanggap darurat dan penanggulangan kebakaran serta perbaikan dan pemeliharaan terhadap sarana penyelamatan jiwa di Program Pendidikan Vokasi Universitas Indonesia.

Fire is an accident that can cause many losses. The objective of this study is to analyze implementation of emergency response management and fire prevention at Vocational Educational Program University of Indonesia. This study used the descriptive analytic method with performing field overview, interview, dan document study. The results of this study are compared to Peraturan Menteri Pekerjaan Umum No. 20/PRT/M/2009, Peraturan Menteri Pekerjaan Umum No. 26/PRT/M/2008, SNI 03-1746-2000, and SNI 03-6574-2001.
The results show that implementation of emergency response management and fire prevention at Vocational Educational Program University of Indonesia are emergency response organization 84.62%, emergency response operational 72.22%, dan human resource 80%. The average of life safety facility are exit facility 90%, fire exit door 72.22%, emergency stair 92.50%, exit sign 53.34%, emergency lighting 59.93%, and assembly point 100%.
Based on this study, it's necessary to improve implementation of emergency response management and fire prevention and maintain to life safety facility at Vocational Educational Program University of Indonesia.

"Salah satu penyebab terjadinya korban jiwa pada suatu kejadian kebakaran di gedung adalah penghuni gedung yang tidak cepat terevakuasi. Skripsi ini membahas mengenai evaluasi terhadap sarana ERP yang ada di gedung GPA dan MO PT Pupuk Kujang, serta memberikan gambaran proses evakuasi jika terjadi keadaan darurat dalam gedung tersebut. Jenis penelitian ini menggunakan desain deskriptif berdasarkan hasil observasi dan wawancara. Tujuan dari penelitian ini adalah untuk mengetahui kondisi sarana ERP di kedua gedung dan gambaran bagaimana proses evakuasi dilakukan jika terjadi keadaan darurat.Untuk sarana ERP, seperti sarana jalan keluar, pintu darurat, tangga darurat, penerangan darurat, petunjuk arah evakuasi dan tempat berkumpul belum sepenuhnya memenuhi standar yang ditentukan dari NFPA 101 dan Permen PU No. 26/PRT/M/2008. Untuk prosedur tanggap darurat, mulai dari perencanaan sampai penanggulangan sudah terdokumentasi dengan baik pada “Prosedur Emergency dan Evakuasi”, namun prosedur tanggap darurat tersebut merupakan prosedur untuk tanggap darurat di pabrik, bukan di gedung. Kemudian dalam prosedur tersebut, ada beberapa elemen yang tidak sesuai dengan ketentuan dalam ISRS, yaitu jumlah personil P3K dan peralatan P3K yang masih belum mencukupi kuantitasnya. Berdasarkan hasil penelitian, penulis menyarankan agar pihak perusahaan membuat prosedur dan tim tanggap darurat gedung secara khusus, untuk meningkatkan performa kinerja K3 dan tim penanggulangan keadaan darurat dalam memenuhi semua komponen penunjang proses evakuasi di gedung. Antara lain lebih meningkatkan kegiatan inspeksi untuk sarana ERP, redesain sarana ERP bila memungkinkan, mengadakan pelatihan keadaan darurat di kedua gedung secara rutin dan menambah jumlah personil P3K.

One of the causes of loss of life in a fire incident in a building is a building that is not fast occupants evacuated. This study discusses the evaluation of the facility Emergency Response Preparedness (ERP) in the Gedung Pusat Admnistrasi (GPA) and the Maintenance Office building (MO) PT Pupuk Kujang, as well as provide an overview of the evacuation in the event of an emergency in the building. This type of research uses descriptive design based on observations and interviews. The purpose of this study was to determine the condition of the means of ERP in both the building and an idea of how the evacuation process to do if an emergency occurs. For means of ERP, as a means of escape, emergency exit, fire escape stairs, emergency lighting, evacuation directions and a assembly point not fully comply with specified standards of NFPA No. 101 and Permen PU. 26/PRT/M/2008. For emergency response procedures, ranging from planning to response has been well documented in the "Prosedur Emergency dan Evakuasi", but the procedure is an emergency response procedures for emergency response in the plant, not in the building. Later in the procedure, there are some elements that are not in accordance with the provisions of the ISRS, the number of personnel and equipment P3K are still not sufficient quantity. Based on these results, the authors suggested that the company establish procedures and emergency response teams in particular buildings, to improve the performance of the K3 performance and emergency response team to meet all the components supporting the evacuation of the building. Among other inspection activities to further improve the means of ERP, ERP redesigning facilities when possible, emergency training in the two buildings on a regular basis and increase the number of personnel P3K."
