"[ABSTRAKPenelitian ini bertujuan mengukur perilaku Pemerintah Daerah dan kesadaran dalam pengelolaan risiko bencana untuk membuktikan apakah Pemerintah Daerah mempertimbangkan pengelolaan risiko pada alokasi anggaran mitigasi bencana. Maka, penelitian disusun berdasarkan kerangka konseptual yang menggambarkan utilitas pemerintah terhadap konsumsi untuk mitigasi bencana dan non bencana yang dipengaruhi oleh situasi ketidakpastian (risiko bencana), sehingga diperoleh model dalam bentuk fungsi kuadratik. Dari hasil penelitian dengan menggunakan metode estimasi Ordinary Least Square (OLS) diketahui bahwa risiko bencana berpengaruh positif terhadap alokasi anggaran penanggulangan bencana, sehingga membuktikan bahwa Pemerintah Daerah telah memiliki kesadaran terhadap pengelolaan risiko bencana. Pemerintah Daerah secara rasional memilih investasi untuk sektor non-mitigasi bencana ketika suatu daerah memiliki risiko bencana terlalu tinggi, karena investasi pada sektor mitigasi bencana akan terlalu berisiko sehingga kurang efektif.

ABSTRACTThis study aims to measure the Sub-national government behavior and awareness of disaster risk management which is to verify that the Sub-National Goverment consider risk management in disaster mitigation budget allocation. Then, the research is arranged based on conceptual framework that describes that government has utility function for spending on mitigation and other goods which affected by the situation of uncertainty (the risk of disaster) and obtained a model in the form of a quadratic function. From the results of research that using Ordinary Least Square (OLS) estimation method known that mitigation budget allocations positively affected by disaster risk, then it proved that The Sub-National Goverment in Indonesia already has awareness in disaster risk management. "Skripsi ini bertujuan untuk mengidentifikasi program kegiatan pendukung preservasi dalam memenuhi kebutuhan perpustakaan umum pasca bencana gempa bumi dan Tsunami di Jepang tahun 2011 dan menganalisis perilaku dan pandangan budaya setempat dalam menghadapi pasca bencana. Kegiatan pendukung tersebut dilakukan oleh National Diet Library (NDL), Japan Library Association (JLA) dan saveMLAK (save Museum, Library, Archives, and Kominkans) yang masing-masing institusi merupakan perwakilan dari perpustakaan nasional, organisasi profesional dan kelompok sukarela. Kegiatan pendukung termasuk tahap tanggap dalam manajemen bencana. Penelitian ini adalah penelitian deskriptif kualitatif yang berbentuk studi kasus.Metode yang digunakan dalam mengumpulkan data adalah dengan observasi, wawancara dan kajian pustaka. Hasil penelitian memperlihatkan bahwa peran NDL adalah sebagai referensi untuk anggota Diet untuk pemulihan dan penanganan daerah bencana, JLA sebagai pengelola bantuan internasional. saveMLAKsebagai pengumpul informasi mengenai kerusakan pada fasilitas-fasilitas terkait di daerah bencana, dan mempublikasikan permintaan bantuan dari para korban.

The purpose of this study is to identify supporting activities preservation program to fulfill public libraries’ needs after the great east Japan earthquake and tsunami in Japan 2011 and to analyze local culture view and behavior when they faced a disaster. There are major supporting activities from National Diet Library (NDL), Japan Library Association (JLA) and saveMLAK (save Museum, Library, Archives, and Kominkans) as representatives of national library, professional organization and voluntary group respectively. Supporting activities are include on one of disaster management phases.

This research is qualitative descriptive research in the form of case studies. The methods that used in data collection are observations, interviews and literature research. Results of this research showed that there are differences of their roles and supporting activities in the Earthquake. NDL's role is as references for Diet members for recovery and handling on disaster area. JLA's role is as international finance assistance administrator. SaveMLAK role is as information collector related to damage facilities in disaster area and publish support inquiries from victims."

"ABSTRAKBerangkat dari bencana ekologis Lumpur Lapindo, film Anak-anak Lumpur 2009 mengangkat cerita tragis kehidupan anak-anak Porong, Sidoarjo, Jawa Timur dalam menghadapi dampak Lumpur Lapindo, bencana yang telah berusia satu dekade hingga sekarang. Anak-anak Lumpur menempatkan anak-anak sebagai tokoh utama dalam narasi. Film ini memiliki posisi yang penting karena anak-anak korban Lumpur Lapindo belum banyak direpresentasikan di media. Mereka seperti dibungkam, saat suara mereka seharusnya didengar. Tulisan ini bertujuan untuk mengetahui representasi interaksi anak dalam menghadapi bencana ekologis Lumpur Lapindo dalam film Anak-anak Lumpur sehingga di masa yang akan datang pemerintah dapat menentukan kebijakan mitigasi dan adaptasi bencana yang tepat untuk anak- anak. Metode yang digunakan adalah dengan menggunakan pendekatan kualitatif, serta analisis dilakukan dengan menggunakan analisis semiotika naratif Greimas. Dalam film ini, anak-anak menempati berbagai skema aktan, seperti aktan subjek, aktan penolong, serta aktan penentang, serta dengan posisi yang signifikan dalam penuturan cerita. Tokoh anak muncul di setiap narasi dan tahap model fungsional Greimas sebab anak merupakan tokoh utama dalam film ini. Anak-anak direpresentasikan sebagai manusia yang memiliki kepolosan dan tujuan yang moral yang mulia, seperti menyelamatkan ibu tokoh utama yang sedang sakit. Anak-anak juga direpresentasikan kokoh dan mampu menyelesaikan berbagai masalahnya. Penulis juga menemukan bahwa representasi interaksi anak juga merepresentasikan kondisi lingkungan, kemanusian, dan sosial yang mereka hadapi. Di kesimpulan, anak-anak direpresentasikan sebagai kelompok yang polos dan bermoral tinggi, berbakti kepada orang tua, serta mengalami pendewasaan yang cepat karena direnggutnya masa kanak-kanak mereka akibat bencana ekologis Lumpur Lapindo.

ABSTRACTBased on an ecological disaster Lapindo mudflow, Child of Mudflow 2009 film told a tragic story about the life of Porong rsquo s children in Sidoarjo, East Java, in facing the aftermath of Lapindo mudflow, which has entered a decade years old. Child of Mudflow potrayed children as main characters in the story. This film has an important position because children affected by Lapindo Mudflow have not been represented many times yet. It seemed like they were muted, when they should be heard. The purpose of this journal is to analyse the representation of children interacton in facing ecological disaster such as Lapindo mudflow in Child of Mudflow Anak anak Lumpur film, this journal hopefully can contribute for government in mitigation policy making purposes for kids. Equipped with qualitative method approach, writer analyze the film using Greimas narative semiotics. In this film, children are placed in numerous actans, such as subject, adjuvant, and traitor, moreover children play significance role as part of the narrative. Their characters appeared in every stage of story of Greimas functional model, it is because they played main characters on this film. The children were represented as innoncence human beings with high moral purpose, for instance saving the main character rsquo s ill mother. Furthermore, they were represented as strong and capable in solving their problems. The writer found that representations of child rsquo s interaction were also representing environmental, humanity, and social condition, faced by them. In conclusion, children were represented as innocent and high moralist, devoted to their parents, and they matured too quickly because their childhood were taken from them by ecological disaster Lapindo mudflow."
