"ABSTRAK Tata kelola Teknologi Informasi (TI) adalah perwujudan dari struktur dan peran, proses, serta mekanisme hubungan yang menjamin TI selaras dengan organisasi untuk mencapai tujuan organisasi. Sebagai institusi pemerintah, tata kelola TI wajib dimiliki untuk menjadikan layanan yang diberikan terkelola dengan baik. BPJS Kesehatan sebagai penyelenggara Jaminan Sosial Kesehatan sebagiamana diatur dalam UU No. 24 Tahun 2011 Tentang BPJS. Dalam visi BPJS Kesehatan disebutkan salah satu peran BPJS Kesehatan adalah menyiapkan sistem informasi yang handal untuk mendukung operasional BPJS Kesehatan. Untuk itu, diperlukan tata kelola TI yang tbaik dalam pencapaian tujuan organisasi.Pada penelitian ini akan dilakukan evaluasi tata kelola TI BPJS Kesehatan berdasarkan kerangkan COBIT 5. Metode pengumpulan data adalah dengan melakukan observasi dan wawancara serta survey dengan pihak terkait baik di tingkat Direksi dan General Manager mengenai tata kelola yang sudah dijalankan. Hasil yang diperoleh menggambarkan harapan manajemen terkait tata kelola TI dan tingkat kapabilitas tata kelola TI saat ini yang selanjutnya dijadikan sebagai dasar dalam peningkatan tata kelola TI. Penelitian ini mengevaluasi tata kelola teknologi informasi Bank ABC berdasarkan kerangka COBIT 5. Metode pengumpulan data pada penelitian ini menggunakan kuesioner dan wawancara dengan pihak terkait terutama di tingkat eksekutif perusahaan. Sedangkan teknik analisis data menggunakan deskriptif kualitatif yang menekankan pada sumber data dan fakta yang diperoleh dari pihak terkait dilapangan. Hasil yang diperoleh dari evaluasi tata kelola teknologi informasi yang dijalankan Bank ABC, masih berada pada level 1: performed process, yaitu proses yang diimplementasikan mencapai tujuan proses. Karena nilai hasil pengukuran tersebut belum mencapai Fully Achieved, maka untuk pengukuran ke level selanjutnya belum dapat dilaksanakan.

IT governance is the embodiment of the structure and roles, processes, and relationship mechanisms that ensure that information technology is aligned with the organization to achieve organizational goals. For this reason, good information technology governance is needed to support the achievement of Bank ABC's vision and mission after the merger. This study evaluates Bank ABC's IT governance based on the COBIT 5 framework. Data collection methods in this study used questionnaires and interviews with related parties, especially at the company executive level. Meanwhile, the data analysis technique uses descriptive qualitative which emphasizes the data sources and facts obtained from related parties in the field. The result obtained from the evaluation of IT governance carried out by Bank ABC, is still at level 1: performed process, namely the process implemented to achieve the process objectives. Because the value of the measurement results has not yet reached Fully Achieved, then the measurement to the next level cannot be carried out.

"Penelitian ini bertujuan untuk mengevaluasi bagaimana penerapan dan pencapaian tingkat kapabilitas tata kelola teknologi informasi pada Direktorat Jenderal Bea dan Cukai. Evaluasi yang dilakukan diberikan rekomendasi pada celah yang ditemukan pada hasil penilaian. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Metodologi yang digunakan untuk mengukur tingkat kapabilitas adalah kerangka COBIT 5 yang dikeluarkan oleh ISACA. Penelitian menghasilkan tingkat kapabilitas Direktorat Jenderal Bea dan Cukai sebesar 2.027, yang artinya berada kisaran tingkat 2 (proses terkelola). Hasil tersebut telah sesuai dengan sasaran jangka pendek entitas. Kesimpulannya adalah bahwa DJBC telah dikelola dan diimplementasi dengan tepat, meskipun pencapaian tingkat kapabilitas masih berada pada posisi menengah karena kurangnya memadainya standar operasional prosedur.

This research aims to evaluate how the implementation and achievement capability level of information technology governance at Direktorat Jenderal Bea dan Cukai. Evaluation was also conducted to give recommendations to the gap that found in IT governance assessment results. This research is qualitative descriptive design. The methodology used to measure the level of capability is COBIT 5 framework issued by ISACA. The research indicate that the level of capability DJBC is 2,027, which means still at the level 2 (managed process). This result has been in accordance with the company?s short-term target. The conclusion is IT governance at DJBC has been implemented quite well and managed appropriately, although the achievement of capability level is still at intermediate level because of lack of inadequate standard operating procedure."

"Skripsi ini membahas tentang penilaian tata kelola teknologi informasi pada PT Kereta Api Indonesia (persero) yang berdasarkan pada kerangka kerja COBIT khususnya pengukuran maturity level. Hal ini dilakukan karena tata kelola teknologi dibutuhkan untuk memastikan bahwa investasi teknologi informasi yang dilakukan oleh perusahaan dapat membantu dan selaras dengan tujuan bisnis perusahaan. Berdasarkan hasil pemetaan tujuan bisnis PT Kereta Api Indonesia (persero) dengan tujuan bisnis COBIT terdapat 30 IT Process dan 183 Control Objectives yang teridentifikasi. This paper discusses about the assessment of information technology governance on PT Kereta Api Indonesia (persero) based on COBIT framework and specifically with maturity level models. Evaluation of IT governance is needed to make sure that the investment made by organization is aligned with their business goals. Mapping of PT Kereta Api Indonesia's business goals with COBIT's business goals identified 30 IT Process and 183 Control Objectives. PT Kereta Api Indonesia has 4 process at level managed and measurable, 11 process at level defined, 13 process at level repeatable but intuitive and 2 process at level ad-hoc."

"Penelitian ini bertujuan untuk menilai dan memberikan rekomendasi tingkat kapabilitas proses tata kelola Teknologi Informasi TI di STIE XYZ. Kebutuhan TI telah berkembang dengan pesat hampir di tiap lingkungan organisasi, baik yang bersifat komersial maupun non-profit. Penelitian ini menilai tingkat kapabilitas terhadap seluruh proses yang ada di STIE XYZ menggunakan kerangka kerja COBIT 5. Berdasarkan hasil pengukuran, secara keseluruhan tingkat kapabilitas proses tata kelola di STIE XYZ berada pada tingkat 1 Performed yang berarti bahwa proses pengelolaan TI pada STIE XYZ sudah berjalan dan mencapai tujuan yang diharapkan tetapi sebagian besar proses di STIE XYZ belum memiliki dokumentasi dan proses standar yang dipersyaratkan. Dalam rangka meningkatkan tingkat kapabilitas tata kelola TI, STIE XYZ perlu melakukan perbaikan dengan memfokuskan pada inisiasi proses yang belum dilaksanakan dan melengkapi dokumentasi serta prosedur untuk proses yang telah berjalan.

The purpose of this research is to assess and give recommendation about Information Technology IT Governance Process Capability Level at STIE XYZ. IT needs has been growing rapidly in almost every type of organization, both commerial and non profit. This research is assess the process capability level of the whole process in STIE XYZ according to COBIT 5 framework. Based on the measurement, the overall result of governance process capability at STIE XYZ is at level 1 Performed which means that the IT governance procces at STIE XYZ already running and achieve the desired goals but STIE XYZ yet have documentation and standards process as required. In order to increase the process capability level, STIE XYZ need to makes improvements by focusing on the initiation of a process that does not exist and completing documentation and procedures for processes that are already running."

Untuk mewujudkan pelayanan yang prima dalam industri e-commerce, diperlukan pemanfaatan teknologi informasi yang tepat, sehingga keberadaan teknologi informasi menjadi faktor penentu keberhasilan PT XYZ dalam menjalankan strategi perusahaan.Penelitian ini bertujuan untuk mengukur tingkat kapabilitas tata kelola teknologi informasi PT XYZ dengan mengacu kepada Process Assessment Model (PAM) COBIT 5, serta menyusun rekomendasi perbaikan proses.Setelah melakukan pengukuran terhadap sepuluh proses COBIT 5, ditemukan bahwa terdapat satu proses yang memiliki nilai tingkat kapabilitas 0, empat proses yang memiliki nilai tingkat kapabilitas 1, empat proses yang memiliki nilai tingkat kapabilitas 2, dan satu proses yang memiliki nilai tingkat kapabilitas 3.

The rapid development of technology today causes internet users to increase. The increase in internet users is directly proportional to the increase in users of e-commerce services where there are more than two billion e-commerce users in the world. There are many aspects of technology used when building an e-commerce service such as Electronic Data Exchange and Payment Gateway.

XYZ.com is one of the products of PT XYZ that provides e-commerce services in Indonesia that has the passion to make customers a top priority. To realize excellent service in the e-commerce industry, it is necessary to use the right information technology, so that the existence of information technology is a determining factor for the success of PT XYZ in carrying out the company's strategy.

This study aims to measure the level of information technology governance capability of PT XYZ by referring to the COBIT 5 Process Assessment Model (PAM), and to develop recommendations for process improvement.

After measuring ten COBIT 5 processes, it was found that there is one process that has a capability level value of 0, four processes have a capability level value of 1, four processes have a capability level value of 2, and one process has a capability level value of 3.

"Transformasi digital merupakan salah satu visi PT XYZ, perusahaan yang bergerak dalam bidang keuangan non-bank untuk dapat mendukung proses bisnisnya. Dalam mencapai visi transformasi digital tersebut, infrastruktur teknologi informasi merupakan salah satu komponen yang harus dimiliki secara matang dan baik. Selain teknologi terkini yang diterapkan dalam infrastruktur teknologi informasi, tata kelola pada infrastruktur juga diperlukan untuk memastikan keberhasilan transformasi digital dalam implementasi infrastruktur. Berdasarkan pengukuran tingkat kapabilitas tata kelola TI tahun 2019 PT XYZ hanya mencapai tingkat 2.1 sedangkan ekspektasi mencapai tingkat 3 menggunakan COBIT 5. Sehingga dalam karya akhir ini akan dilakukan pengukuran tingkat kapabilitas tata kelola infrastruktur TI yang telah dijalankan saat ini di PT XYZ serta memberikan rekomendasi dalam rangka perbaikan untuk meningkatkan tingkat kapabilitas. Pengkuran tingkat kapabilitas menggunakan Process Assessment Model (PAM). Berdasarkan hasil pengukuran tersebut akan dianalisis rekomendasi perbaikan yang harus dilakukan PT XYZ berdasarkan pemetaan proses pada COBIT 5.

Digital transformation is one of PT XYZ's visions as non-bank finance sector company to be able to support its business processes. In achieving the digital transformation vision, information technology infrastructure is one of the components that must be carefully and properly owned. Besides the latest technology that applied in information technology infrastructure, infrastructure governance is also needed to ensure digital transformation in infrastructure implementation. Based on the measurement of the level of IT governance capability in 2019, PT XYZ only at level 2.1 while expectation is level 3 using COBIT 5. So that in this final work will measure the level of IT infrastructure governance capability that has been implemented at PT XYZ and provide recommendations for improvement to increase the level of capability. Capability level measurement using Process Assessment Model (PAM). Based on measurement result, the improvements will be analyzed based on the mapping process on COBIT 5."

"Tata kelola teknologi informasi saat ini banyak diimplementasikan oleh beragam jenis dan skala organisasi. Salah satu organisasi yang memanfaatkan hal tersebut adalah institusi perguruan tinggi. TI telah ditetapkan sebagai Standar Penyelengaraan Perguruan Tinggi di Indonesia sebagai sarana dan prasarana yang wajib dihadirkan untuk menjadi bagian dari basis Pangkalan Data Perguruan Tinggi dan pendukung dalam pengelolaan dan pengembangan kegiatan akademik serta administratif. Tata kelola teknologi informasi ditujukan untuk mengelola layanan TI pada organisasi. Tata kelola TI pada organisasi akan membantu organisasi dalam menentukan proses pengambilan keputusan terkait dengan kebijakan, pengelolaan, dan pemantauan pada aset TI yang dimiliki. Pelaksanaan penelitian ini memiliki tujuan untuk menganalisis kondisi tata kelola teknologi informasi pada Universitas ABC. Data yang diolah dalam penelitian ini bersumber dari proses wawancara semi - terbuka dan pengisian kuesioner terstruktur. Hasil yang diperoleh dari proses pengukuran tingkat kapabilitas proses tata kelola TI pada Universitas ABC adalah berada pada level 1. Hal tersebut menunjukan bahwa proses tata kelola untuk TI telah dilakukan. Rekomendasi untuk perbaikan disusun sesuai dengan sasaran peraihan value dan tingkat kapabilitas dari proses tata kelola TI yang ingin dituju oleh Universitas ABC.

In recent year the implementation of information technology governance has been done by various organizations, one of them is higher education institution. Indonesia Higher Education And Research Ministry placed IT as a part of standar of national education performing system in order to provide data for Higher Education Database. Its also has a role for supporting the management and development of academic and administrative activities. With IT governance, it can support organization for decision making process around IT assets. The research conducted by applying study case method to observe and analyze universitiys IT governance capability level. Using COBIT 5, this IT governance framework created based on best practice, able to provides method and system to establish good enterprise IT governance. COBIT 5 likewise has a tool for assessing IT governance process capability level. Information and data occurred in this research gathered through interview and filled in structured questionnaire with the consent of case study subject. Through research activity, the IT governance process capability level shows at level 1, means the process of IT governance has occured. Another outcome from this research is the IT governance process improvement recommendation following the expect value and proper goals set by ABC University."

"Suatu organisasi sangat bergantung pada teknologi informasi (TI) untuk membentuk strategi bisnis, menunjang kegiatan operasional, serta meningkatkan nilai bisnis dan mencapai tata kelola yang baik. Semakin pentingnya peranan teknologi informasi bagi organisasi, maka dibutuhkan  suatu tata kelola teknologi  informasi. Oleh karena itu, dibutuhkan suatu kerangka kerja (framework) untuk mengukur bahwa teknologi informasi telah dikelola secara tepat dan sumber daya teknologi informasi digunakan secara bertanggung jawab. Salah satu kerangka kerja yang dapat digunakan adalah Control Objective for Information and Related Technology 5 (COBIT 5). Penulis melakukan penelitian di PT. Pertamina Geothermal Energy menggunakan kerangka kerja COBIT 5 untuk menilai pencapaian kapabilitas proses tata kelola teknologi informasi di perusahaan. Data produksi yang tidak terintegrasi antar aplikasi menyebabkan permasalahan pada operasional bisnis perusahaan. Penelitian ini menggunakan analisis data kualitatif serta rujukan pada pemetaan pain point yang disediakan pada COBIT 5: Implementation untuk selanjutnya dilakukan pengukuran tingkat kapabilitasnya. Proses yang relevan dengan permasalahan yang diangkat adalah EDM02, APO05, BAI01, BAI02, BAI04, dan BAI07. Hasil pengukuran proses terpilih menghasilkan nilai rata-rata 0,3 dari skala 5. Hasil penelitian ini diharapkan mampu membantu manajemen PT. Pertamina Geothermal Energy untuk mengetahui dimana posisi tingkat kapabilitas tata kelola teknologi informasi serta mendapatkan masukan perbaikan prosedur dan kebijakan untuk meningkatkan tata kelola teknologi informasi.

An organization relies heavily on information technology (IT) to form business strategies, support operational activities, and increase business value and achieve good governance. The more important role of information technology for organizations, the information technology governance is needed. Therefore, a framework is needed to measure that information technology has been managed appropriately and that information technology resources are used responsibly. One framework that can be used is Control Objective for Information and Related Technology 5 (COBIT 5). The author conducted research at PT. Pertamina Geothermal Energy uses the COBIT 5 framework to assess the achievement of the capabilities of the information technology governance process in the company. Production data that is not integrated between applications causes problems in the company's business operations. This study uses qualitative data analysis and a reference to the pain point mapping provided in COBIT 5: Implementation to further measure the capability level. Processes that are relevant to the issues raised are EDM02, APO05, BAI01, BAI02, BAI04, and BAI07. The measurement results of the selected process produce an average value of 0.3 from a scale of 5. The results of this study are expected to help the management of PT. Pertamina Geothermal Energy to find out where the position of the capabilities of information technology governance and get input improvements procedures and policies to improve information technology governance.
