"ABSTRAK
Kabupaten Aceh Tamiang bertipikal kawasan perdesaan, mengacu pada 213 jumlah desa tanpa satu pun entitas desa berstatus kelurahan. Rasio daerah tertinggal dan penduduk miskin yang relatif tinggi dibanding kabupaten/kota lainnya di Provinsi Aceh serta beberapa kasus penyimpangan dana desa yang terungkap, cukup menjadi alasan untuk segera menginisiasi Project Desa Digital pada kabupaten ini. Proyek tersebut, memanfaatkan potensi elektronikfikasi/digitalisasi pembayaran yang dapat diaplikasikan dalam tata kelola dana desa dan memfasilitasi akses layanan keuangan formal pada desa tertinggal yang diharapkan dapat menjadi solusi persoalan penyimpangan dana desa dan inklusivitas keuangan pada desa tertinggal. Setiap program yang berjalan hampir pasti memerlukan sinergitas seluruh unsur yang terlibat guna mendapatkan hasil yang maksimal. Terkait implementasi program di desanya, aparatur desa dituntut memiliki level pemikiran sinergis dan kesamaan persepsi dengan seluruh unsur yang terlibat terkait program, hal yang lebih mudah dicapai jika disertai kemampuan literasi optimal terhadap keuangan, digital dan kemampuan kognitif dan non kognitif lainnya terkait program secara esensial. Penelitian terhadap literasi dimaksud pada 60 aparatur desa di Kabupaten Aceh Tamiang menggunakan metode survey. Instrumen atau alat ukur yang digunakan, mengadopsi materi survey lapangan/penelitian pendahuluan LPEM FEB UI terkait perkembangan inklusi keuangan (akses, penggunaan dan kualitas) melalui Program Layanan Keuangan Digital dan Lakupandai di Aceh dan NTB - Desember 2016 dan Januari 2017, instrumen atau alat ukur literasi keuangan dan keuangan inklusif oleh OECD/IENF - 2015, financial inclusion index oleh World Bank - 2014 dan a global measure of digital and ICT literacy skills oleh UNESCO - 2016 yang dimodifikasi berdasarkan pertimbangan spesifikasi dan relevansi konteks penelitian. Hasil penelitian menemukan : (1) 53,34 % respondens memiliki kemampuan literasi yang kurang atau buruk, semeentara secara rata-rata, nilai literasi respondens berada pada kategori kurang; (2) Buruknya nilai rata-rata komponen literasi keuangan digital/non tunai aparatur desa menjadi penyebab nilai rata-rata literasi aparatur desa berada pada kategori kurang, meski komponen literasi keuangan dan komponen literasi digital bernilai rata-rata cukup; (3) Dari 5 (lima) variabel independent penelitian, yaitu usia, jenis kelamin, tingkat pendidikan, masa tugas/kerja dan aksesibilitas, hanya faktor usia, tingkat pendidikan dan aksesibilitas yang memiliki pengaruh signifikan terhadap literasi aparatur desa.

ABSTRACT
The district of Aceh Tamiang is rural-typical, spinning in 213 villages without a single village resident. The ratio of disadvantaged areas and the relatively poor population of other districts / municipalities in Aceh Province and some cases of village fund irregularities revealed, is reason enough to immediately initiate Digital Village Projects in this district. The project, taking advantage of electronic payment potential / digitization that can be applied in financial governance and access to finance services in underdeveloped villages that may be applicable. Every program that runs almost certainly affects all that is used to achieve maximum results. Regarding the program of organizers in their village, the village apparatus is required to have the same level as the related program, which is easier to do if the optimal literacy capability on financial, digital and other programs. Research on information literacy at 60 village apparatus in Aceh Tamiang using survey method. The tools and measuring tools used, LPEM FEB UI's ongoing survey materials relating to the development of financial inclusion (access, use and quality) through the Digital and Lakupandai Financial Services Program in Aceh and NTB - December 2016 and January 2017, instruments or measuring instruments financial and financial literacy inclusive by OECD / IENF - 2015, World Bank-2014 financial inclusion index and global measurement of digital literacy and ICT skills by UNESCO-2016 which addresses the issues and relevance of the research context. The results of the study found: (1) 53.34% of respondents had less or less literacy ability, meanwhile, on average, the literacy value of respondents was in the less category; (2) The poor value of the average digital / non-bank financial literacy component of the village apparatus is the cause of the average literacy of rural average in the category of less, although the financial literacy component and the ordinary digital literacy component are on average enough; (3) From 5 (five) independent research variables, ie time, gender, education level, years of service and accessibility, only population, education level and accessibility have significant influence on village apparatus literacy."

"Alan Greenspan, the then Chairman of the US Federal Reserve, was reported in 1997 to have studied men’s underwear sales, to provide an early warning for recession in the US economy. Since then many economics editors have written about men’s underwear sales and a Men’s Underwear Index, to support their views on the future direction of the economy; and the OECD use a basket of indicators to forecast the world economy (OECD, 2008). This paper explores the theory and its empirical robustness for 57 countries. There is some limited statistical evidence that sales of men’s underwear might be an indicator of the US economy, or more precisely of looming recession. But the relationship is far from clear; therefore as an indicator it should be approached with extreme caution. Certainly more detailed and robust investigation is required. Looking across a further 56 counties, men’s underwear sales appear to be unrelated to the economy as a whole, seeming to behave as a basic commodity. However, for Armenia, Ecuador and Kuwait, there may be some validity in understanding the relationship further."
