"Industri teknologi komunikasi dan informasi (ICT) merupakan industri berteknologi tinggi yang dikuasai oleh mayoritas negara maju seperti Amerika, Jepang, dan negara-negara Eropa Barat. China sendiri merupakan negara pendatang baru dalam industri ini. Pada dekade 1980-1990an industri ICT China masih terbelakang dibandingkan negara-negara lain. Akan tetapi pada tahun 2001-2008 China mengalami kemajuan pesat dalam industri tersebut. Penelitian ini akan membahas penyebab kemajuan industri ICT China tersebut. Dalam menganalisis kemajuan industri ICT China, penelitian ini menggunakan teori Catch Up Strategies for Latecomer Alexander Gerschenkron tentang tahap-tahap yang perlu dilalui suatu negara pendatang baru untuk dapat memiliki daya saing industri yang kuat secara internasional. Hasil dari penelitian ini adalah bahwa China telah menjalani reformasi sistem sains dan teknologi, mengalami upgrading dalam struktur jaringan produksi internasional, mereformasi sistem hukum, dan melakukan internasionalisasi terhadap industri ICTnya.

Information and Communication Technology (ICT) is a high tech industry possessed by majority of developed countries such as USA, Japan, and Western European countries. China is a latecomer in this industry. In 1980-1990s, the China ICT industry was still falling behind other countries. However, in 2001-2008, China undergoes rapid advancement on the industry. This research would analyse the reasons of the advancement of China ICT industry. In analysing the advancement of China ICT industry, this research applies the theory of Catch Up Strategies for Latecomer by Alexander Gerschenkron which talks about the phases required to undertook by a latecomer towards strong international competitiveness. The result of this research is that China has undergone science and technology system reform, upgrading in the structure of international production network, refroming the law system, and internationalising her ICT industry."
