"ABSTRAKProblem oriented policing akan menjadi cara yang tepat dalam mencegah kejahatan. Namun hal ini mensyaratkan latar belakang dari anggota Bhabinkamtibmas, baik pendidikan umum dan pendidikan Polri, termasuk juga anggaran dan juga metode penyelesaian masalah.Konsep Strategi Pencegahan Kejahatan, Community Policing, Problem-Oriented Policing POP dan dibingkai dalam kerangka teori kemitraan, teori pencegahan kejahatan situasional dan pencegahan kejahatan berbasis komunitas.Pengumpulam data dilakukan dengan wawancara kepada Wadir Binmas Polda Metro Jaya, Kasie Bin Polmas Polda Metro Jaya, Kanit Binmas Polsek Sawah Besar, anggota Bhabinkamtibmas, dan tokoh masyarakat di wilayah Polsek Sawah Besar. Data yang dikumpulkan kemudian dianalisa dengan prinsip-prinsip analisa data kualitatif yang meliputi memilah data, mendeskripsikan temuan data, melakukan interpretasi data, mengkaitkan interpretasi dengan kerangka teori, dan menjelaskan temuan berdasarkan kerangka teori yang dibangun.Analisa terhadap data menunjukkan bahwa terdapat terbatasnya sumber daya manusia Bhabinkamtibmas dari program satu polisi Bhabinkamtibmas satu kelurahan dan kompetensinya ditinjau dari aspek kemampuan/skill,pengetahuan/knowledge dan sikap/attitude.IdealnyaBhabinkamtibmas adalah security analyst yang memiliki kemampuan problem solver dan crime analyst dalam rangka melakukan security assessment.Problem solving sampai saat ini juga masih diterjemahkan sebatas sebagai penyelesaian melalui adat kebiasaan dan alternative dispute resolution ADR , sehingga tidak menyentuh pada memecahkan akar masalah terjadinya kejahatan. Kerjasama dengan pemerintah daerah dan masyarakatmasih tidakterstruktur, sistematis dan berkelanjutan. Partisipasi masyarakat dalam sistem pencegahan kejahatan melalui community policing berbasis problem oriented policingadalah salah satu prinsip utama keberhasilan. ABSTRACTProblem oriented policing would be the proper way in preventing crime. Requires a background of Bhabinkamtibmas members, both general education and police education, including the budget and also problem solving method. The concept of Crime Prevention Strategy, Community Policing, Problem Oriented Policing POP and is framed within the framework of the partnership theory, theory of situational crime prevention and community based crime prevention. The data collection is done by interviewing Community Development Vice Director of Polda Metro Jaya, Head of Polda Metro Jaya Community Policing Development, Police Chief Unit Community Development Sawah Besar, Bhabinkamtibmas members, and community leaders in the area of police Sawah Besar. The data collected is then analyzed with the principles of qualitative data analysis that includes data sorting, describing the findings of the data, perform data interpretation, interpretation linking the theoretical framework, and explain the findings based on the theoretical framework built. Analysis of the data showed that there are limited human resources Bhabinkamtibmas of a police program Bhabinkamtibmas of the villages and competence in terms of aspects of ability skill, knowledge knowledge and attitude attitude. Ideally Bhabinkamtibmas is a security analyst who has the ability to problem solver and a crime analyst in order to perform a security assessment. Problem solving until today still translates limited as customs and settlement through alternative dispute resolution ADR , so it does not touch the root of the problem solving crime. Cooperation with local governments and communities are still not structured, systematic and sustainable. Community participation in the system of crime prevention through community policing based on problem oriented policing is one of the main principles of success. The direct involvement of the community in crime prevention activities must come to the decision making stage."

"Perubahan ketatanegaraan dan pemerintahan suatu negara berpengaruh signifikan terhadap penyelenggaraan fungsi fungsi lembaga didalam kenegaraan, termasuk fungsi kepolisian sebagai salah satu fungsi pemerintahan negara. Strategi pemolisian dalam mengatasi kejahatan yang selama ini digunakan juga mengalami pergeseran, dari reactive policing menuju kepada gaya Community Policing. Reactive Policing dianggap memiliki kelemahan, karena selain tidak dapat menyelesaikan akar masalah juga menimbulkan trauma terhadap masyarakat yang berakibat pada renggangnya hubungan polisi dengan masyarakat.Community Policing (memiliki 3 komponen penting, yaitu community partnerships, organizational transformation dan problem solving) dianggap revolusioner karena menawarkan resolusi-resolusi baru bagi masalah-masalah sosial yang telah lama ada. Elemen-elemen yang dapat mengangkat community policing juga telah ada sejak lama. Community Policing juga merupakan sebuah gejala yang mendunia dan berkembang secara konstan.(Balai Kemitraan Polisi dan Masyarakat) BKPM merupakan salah satu implementasi praktik Community Policing. Mengingat karena keberadaannya yang berada tepat di tengah masyarakat dan terutama bahwa sebagian besar kegiatan BKPM berorientasi pada upaya-upaya untuk mendekatkan masyarakat dengan polisi, serta bekerja sama dengan masyarakat dalam pengendalian sosial.BKPM suatu bentuk adaptasi dari praktik pemolisian di Jepang yang dikenal dengan Koban. Pos polisi kecil yang terdiri dari 10 ? 15 anggota polisi, yang menjalankan sebagian tugas dan fungsi pemolisian dan keberadaannya berada ditengah-tengah masyarakat. Tugas dan fungsi utama yang dijalankan oleh BKPM antara lain adalah menerima dan menerbitkan surat keterangan bila terjadi kehilangan, menerima laporan jika terjadi kejahatan dan bila memungkinkan menyelesaikan laporan tersebut, serta emergency services.Pemecahan masalah adalah upaya polisi dan masyarakat untuk menangani kondisi yang menyebabkan terjadinya kejahatan dan situasi atau kondisi negatif yang dapat mempengaruhi kualitas hidup dalam masyarakat. Dan untuk komponen ini (Problem Solving) penerapan Problem-Oriented Policing (POP) bisa menjadi pilihan terbaik. karena Problem-Oriented Policing (POP) mempunyai kerangka yang dapat membantu polisi untuk dapat berfikir dan bertindak secara terstruktur dan sistematis, secara proaktif mengembangkan solusi untuk kondisi yang mendasari langsung dan berkontribusi terhadap masalah keselamatan publik, serta didorong untuk berpikir inovatif.

Considering because its existence is right in the middle of society, and especially that most of the activities BKPM oriented efforts to bring the community to the police, as well as working with the community in social control.BKPM an adaptation of policing practices in Japan, known as Koban. Kompleks Permata sebagai salah satudaerah yang memiliki intensitas sangat tinggi dalam peredaran narkoba. Daerahini membutuhkan perhatian besar yang melibatkan semua pihak untukmemberantas peredaran tersebut. Penanganan yang diambil oleh Kepolisian ResorMetro Jakarta Barat menggunakan metode community policing dan denganmenggunakan teknik problem oriented policing (POP). Langkah ini diambil untukmengetahui akar permasalahan dan kemudian mengembangkan intervensiprogram yang didasarkan pada teknik problem oriented policing. Penerapan POPmemiliki 4 langkah yaitu scanning, analyzing, response, assasment (SARA).Teori yang digunakan di dalam penelitian ini adalah teori pilihan rasional danteori aktivitas rutin.Metode penelitian yang digunakan dalam penelitian ini menggunakanpendekatan kualitatif dan jenis penelitiannya adalah eksplanasi. Tehnikpengumpulan data yang digunakan adalah dengan field research dan studiliteratur. Field research atau turun lapangan dilakukan dengan membuat angketdan disebarkan di lokasi penelitian. Sedangkan studi literatur dilakukan denganmencari dan membaca sumber-sumber literatur lain yang masih terkait denganpokok pembahasan.Hasil penelitian ini menunjukkan bahwa memang penerapan konsepproblem oriented policing di Komplek Permata berhasil menurunkan angkakejahatan khususnya kejahatan terkait narkoba. Namun temuan data menunjukkanterjadinya crime displacement atau pergeseran tempat terjadinya kejahatan. Saatini Komplek Permata telah bersih namun ternyata bergeser ke wilayah-wilayah disekitar Komplek Permata.

"Penelitian ini membahas implementasi strategi Polmas dalam penanggulangan paham radikalisme (pemberdayaan pemuda oleh Bhabinkamtibmas di Kepolisian Resort Metro Depok). Keberagaman identitas masyarakat di Indonesia memicu tumbuhnya paham radikalisme yang sebagian besar terafiliasi pada organisasi-organisasi intoleran di dalam masyarakat. Dalam upaya pencegahan penyebaran paham radikalisme Kepolisian Republik Indonesia (Polri) gencar melakukan pendeteksian terhadap seluruh wilayah yang dianggap sebagai pusat penyebaran ajaran tersebut. Adanya kerjasama yang baik antara Polri melalui Bhabinkamtibmas sebagai pengemban Polmas di desa/kelurahan yang merupakan salah satu instrumen keamanan negara dan masyarakat sipil terutama organisasi pemuda dapat mempermudah pengawasan dan pelaporan bibit-bibit aksi radikalisme. Optimalisasi kerjasama diantara kedua elemen tersebut menjadi kunci utama disamping terus melaksanakan dan mengevaluasi upaya pencegahan radikalisme yang telah dilakukan oleh Pemerintah. Penelitian ini dilaksanakan dengan menggunakan metode kualitatif dan menggunakan Teori Radikalisme, Kontra-Radikalisme, Konsep Kebijakan Publik, Konsep Polmas, dan Konsep Psikologi Pemuda. Penelitian ini menemukan bahwa upaya yang dilakukan Bhabinkamtibmas Polrestro Depok masih belum optimal, dan diperlukan dukungan kuat dari Polri untuk memperkuat posisi Bhabinkamtibmas di wilayah binaan terkait dengan penanggulangan penyebaran radikalisme.

This study discusses the strategy implementation of Polmas on countering radicalism (empowerment of youth by the community service unit at the Depok Metro Police Resort). The diversity of people's identities in Indonesia has triggered the growth of radicalism, most of which are affiliated with intolerant organizations in society. In an effort to prevent the spread of radicalism, the Indonesian National Police (Polri) are intensively carrying out detection of all areas considered to be centers of the spread of these teachings. The existence of good cooperation between the National Police through Bhabinkamtibmas as the caretaker of Polmas in villages / kelurahan which is one of the state security instruments and civil society, especially youth organizations, can facilitate monitoring and reporting of the seeds of radicalism. Optimizing cooperation between the two elements is the main key in addition to continuing to implement and evaluate efforts to prevent radicalism that have been carried out by the Government. This research was conducted using qualitative methods and using the theory of radicalism, counter-radicalism, the concept of public policy, the concept of community policing, and the concept of youth psychology. This study found that the efforts made by the Depok Police Service Unit are still not optimal, and strong support from the National Police is needed to strengthen the position of babhinkamtibmas in the target areas related to overcoming the spread of radicalism."

The results of this study showed that Pokdarkamtibmas Pamulang is also FKPM because the elements of the same members as FKPM namely: RT, RW, religious leaders, community leaders, youth leaders. But unfortunately, the formal forms of Pokdarkamtibmas Pamulang limiting community involvement. While community involvement is an important part of community based crime prevention. Also found that Pokdarkamtibmas Pamulang still not appropriate in the context of community policing."

Oleh karena itu, tesis ini membahas mengenai metode yang tepat untuk mencegah pelanggaran hukum yang berdampak terhadap industri di Teluk Bintuni. Hasil Penelitian ini adalah metode pencegahan kejahatan yang secara efektif dengan menggunakan metode Human Security dan Community Policing yang dapat meredam tingkat pelanggaran hukum. The problem of law violations that often occurs around Bintuni Bay-West Papua is influenced by the development of extractive companies that carry out offshore drilling in the exploitation of natural resources. The law violations that often occur in Bintuni Bay are due to the large number of workers who are not absorbed by the industry, economic problems and also customary rights. Therefore, this thesis discusses the appropriate method to prevent law violations that have an impact on the industry in Bintuni Bay. The results of this study are an effective crime prevention method using the Human Security and Community Policing that can reduce the level of law violations. The driving force behind this prevention method is the collaboration between the Community itself, the Police and the Company."
