"Interkoneksi merupakan hal yang tidak bisa dihindari oleh suatu operator telekomunikasi demi terbangunnya suatu hubungan komunikasi. Konsekuensinya, ketersediaan jaminan interkoneksi yang reliable antar operator, baik pada skala lokal, nasional, regional maupun internasional merupakan prasyarat mutlak keberlangsungan beragam jenis layanan telekomunikasi. Munculnya teknologi Next Generation Network (NGN) yang merupakan integrasi jaringan telekomunikasi yang berbasis Internet Protokol (IP) atau paket. merupakan salah satu hal yang harus menjadi perhatian dalam pengaturan bisnis interkoneksi. Dalam PERMENKOMINFO Nomor:08/Per/M.KOMINFO/02/2006 yang mengatur tentang interkoneksi hanya memetakan kondisi eksisting interkoneksi saat ini ke dalam perhitungan cost based, sehingga belum mengatur tentang konsep-konsep interkoneksi untuk mengantisipasi munculnya fenomena NGN.
Oleh karena itu kajian ini dilakukan untuk menganalisa isu dan permasalahan yang timbul terkait dengan sistem pentarifan interkoneksi pada era NGN di Indonesia, yaitu dengan melakukan studi banding dan menggunakan hasil-hasil penelitian sebelumnya yang telah dilakukan oleh operator, konsultan maupun vendor di negara lain. Terdapat beberapa model perhitungan tarif interkoneksi dalam NGN yaitu Bill and Keep, Calling Party Network Pays maupun Receiving Party Network Pays. Dan selanjutnya dalam mendukung perkembangan operator telekomunikasi maka intervensi regulator dalam pengaturan interkoneksi sebaiknya dibatasi, penentuan sistem pentarifan interkoneksi diserahkan sepenuhnya kepada kesepakatan masingmasing operator.

Interconnection is a mandatory for any telecommunication operators to enable a good communication system. As a consequence, a reliable interconnection service guarantee inter operators whether on scale of local, national wide or even international is an unconditional prerequisite to set up various telecommunication services. Appearance of Next Generation Network (NGN) as an integrated telecommunication network based on Internet Protocol (IP) or packet should take in to consideration on interconnection business regulation. PERMENKOMINFO number 08/Per/M.KOMINFO/02/2006 on the subject of interconnection, only provide current interconnection system into cost based tariff and not including interconnection consept as an anticipation of NGN implementation.
This study is done to analyze any issues related to interconnection charging system on Next Generation Network in Indonesia. This subject is carried on by doing benchmarking and adopting earlier researches done by operators, consultant and vendors in various countries. There are such models on calculating tariff for NGN, for instance Bill and keep, calling party network pay and receiving party network pays. Furthermore, in order to support inflating telecommunication operator, the involvement of regulator on interconnection business should be necessary limited, it is pleased that interconnection charging system should be given away to operators in a matter of business agreement.

"Next Generation Network (NGN) merupakan hal yang paling menarik perhatian dunia telekomunikasi saat ini. Pengembangan NGN bertujuan untuk menyedialcan suatu jaringan yang terbuka dan mampu memberikan layanan yang terintegrasi. NGN akan dibangun dan dikembangkan untuk mendukung seluruh layanan yang sudah ada maupun layanan-layanan bam yang dikembangkan dari Iayanan yang telah ada atau mumi bam karena adanya teknologi dan desakan pasar.
NGN tersusun atas blok-blok kerja, dimana setiap blok memiliki penegmbangan yang terbuka lebar, namun juga harus dapat dikomunikasikan dengan pengembangan blok lainnya. Untuk pensinyalan multimedia digunakan I-1.323 atau SIP. Untuk pengendalian digunakan standar bersama yaitu H248 atau MEGACO.
Transportasi data hams dioptimasi sesuai dengan jenis trafik yang digunakan dan Salah satu yang digunakan adalah teknologi MPLS. Layanan dan apiikasi dikembangkan dengan standar seperti J AIN dan Parlay/OSA.
Pada skripsi ini dilakulcan pembahasan mengenai konsep NGN, layanan NGN baik karakteristik dan arsitekturnya, serta bagaimana implementasi NGN di Indonesia dimana teknologi soliswitch dapat diharapkan menjadi jawaban bagi strategi evolusi PSTN -yang lconvensional menuju ke jaringan masa depan berbasis paket dalam konsep NGN"
