"Abstract. The paper believes that dynamic capabilities of public organizations, founded upon able human resources and agile
process, shall result on adaptive public policies, thus forming dynamic governance. The paper adopts the model developed
by Neo and Chen (2007) in their study on the government of Singapore. The study object of this paper is public services
in Jembrana, Bali. The paper combines both quantitative (SEM structural equation test) and qualitative approaches. The
qualitative method consists of in-depth descriptive analysis of interview responses and Soft System Methodology (SSM) to
devise the public policy development process model. SEM structural equation test provides the correlation of (i) able people to
thinking-again, (ii) agile process to thinking-ahead, (iii) agile process to thinking-across, (iv) thinking-again to thinking-across,
and (v) thinking-again to thinking-ahead. Conceptual development model using qualitative SSM suggests complementary
relations to SEM structural equation test, where dynamic capabilities are concentrated in the thinking-again aspect whereas
thinking-ahead and thinking-across are concentrated in the initiative of Jembrana Regent. The qualitative-descriptive analysis
suggests that the behaviour of the Jembrana Regency governance reflects the skills of developing dynamic capabilities: thinking
ahead, thinking again, and thinking across."

"ABSTRAK
Pemerintah Kota Bandung membangun pusat kota baru dengan menetapkan konsep
Technopolis dalam penataan ruang Sub Wilayah Kota (SWK) Gedebage yang memiliki
fungsi sebagai Pusat Pelayanan Kota (PPK) Gedebage. Kebijakan pengembangan
Kawasan Teknopolis Gedebage memerlukan pendekatan berbeda karena terdapat
banyak faktor bersifat dinamis yang mempengaruhi keberlangsungannya. Penelitian ini
dilakukan untuk menganalisis unsur-unsur dynamic capabilities (thinking ahead,
thinking again, dan thinking across) dalam kebijakan pengembangan Kawasan
Teknopolis Gedebage sebagai adaptive policy selama periode tahun 2013-2017.
Penelitian ini adalah penelitian kualitatif. Hasil penelitian menunjukkan kebijakan
pengembangan Kawasan Teknopolis Gedebage merupakan kebijakan yang adaptif,
sebagaimana dapat ditemukan proses-proses pembelajaran dan penyesuaian yang
dilakukan terus-menerus oleh Pemerintah Kota Bandung. Hasil penelitian menunjukkan
unsur-unsur dalam proses thinking ahead dan thinking across dapat digambarkan secara
optimal, adapun unsur-unsur dalam proses thinking again tidak dapat digambarkan
secara optimal. Peran dan pengaruh dominan dari Walikota Ridwan Kamil sebagai
pemimpin yang dinamis, merupakan pengungkit terciptanya kebijakan pengembangan
Kawasan Teknopolis Gedebage sebagai kebijakan yang adaptif, yang disisi lain
merupakan penyebab belum ditemukannya empat dari lima aktivitas dalam proses
thinking again. Hasil penelitian menyarankan Pemerintah Kota Bandung perlu
melakukan strategi dan upaya untuk menciptakan proses regenerasi keterampilan
kepemimpinan, sehingga aktivitas-aktivitas dalam proses thinking again dapat berjalan
secara optimal.

ABSTRACT
Bandung city government is currently building a new city center by setting the concept
of Technopolis in the urban planning of Gedebage Sub-City Area that functions as a city
service center. Policy for the development of Gedebage Technopolis Area requires a
different approach as there are various dynamic factors that affect its execution. This
study aimed to analyze the elements of dynamic capabilities (comprising of thinking
ahead, thinking again, and thinking across) in the policy of Gedebage Technopolis Area
development as an adaptive policy for the periods of 2013-2017. This study is a
qualitative study. Results of this study proved that the policy of Gedebage Technopolis
Area development is in fact an adaptive policy as there are evidences of ongoing
research and adjustments done by Bandung city government. Results of this study also
showed that elements within thinking ahead and thinking across processes are depicted
optimally, whereas elements within thinking again process is not depicted as optimal as
the other two processes. The dominant role and influence of Mayor Ridwan Kamil as a
dynamic leader is a lever in the formation of policy for the development of Gedebage
Technopolis Area as an adaptive policy, while at the same time, forming as the reason
why there are still four out of five activities within thinking again process that have yet
to be done. For future recommendations, these results suggest Bandung city government
to urgently build and implement strategy and effort to be able to create regeneration for
leadership capabilities, which results in activities within thinking again process can be
done optimally."

"Supply-side tax policy is generally identified with tax cut and other forms of tax incentives. Nevertheless, there are many other forms of tax policy that give larger space for private sectors to increase their productivity. It is this enlarged meaning and essence of supply-side tax policy that need to be reconstructed to hinder the policy from being trapped into tax incentive polemic. By understanding its philosophy, the concept of supply-side tax policy can be reconstructed through regulations and deregulations. Government should develop regulations on specific transactions unambiguously in order to minimize tax dispute. Simultaneously, cost of taxation for government and private sector will be reduced. The other available alternative is deregulation that will remove unfavorable tax provisions, i.e. those that create cost of taxation or cash flow distortion. This construction of supply-side tax policy is better than tax incentives since it neither intrude the government ability to generate revenue nor generate tax expenditure."

"The study analyzes the restaurant tax levied on Warung Tegal1 in DKI Jakarta and provides solutions for such. Descriptive-qualitative approach (Creswell, 2009) is used, employing both interview and library research. Results suggest that restaurants of every type, including Warung Tegal, have been taxed since 2003. The controversy was caused by negligence of excise officers in socializing the law and blow-ups by the media. The feared concomitant problems of the policy enactment are: revenue threshold exempted from the taxes is too low and the collection system is inefficient. The solutions proposed are raising the threshold and implementing the official assessment system to assess the amount of accrued taxes."

"Telecommunication industry ('the industry') plays an important role in economic growth. Therefore, it is beneficial when the Government prepares policies enhancing the development of this industry. This study offers an alternative design of income tax system namely Pro Corporate Cash-flow Tax (PCCFT). The PCCFT is developed from the angle of Supplyside Tax Policy concept. This policy encourages the private sector to increase its supply of products by possibly removing the provisional withholding tax system (i.e., Art 23 Income Tax).1 As withholding tax on business income absorbs industry's fund, its removal effectively injects the industry with working capital. In addition thereto, the recharacterization of income may jointly reduce cost of taxation and therefore improving the business climate. This research employs constructivism paradigm with mixed approaches. PCCFT appears to be able to minimize opportunity costs, while offering the industry some advantages (including potential revenue). For the Government, it may increase potential tax revenue as well as non-tax revenue (e.g. radio frequency fee and dividends), universal service obligation fee, penetration facilities and teledencity fees. Moreover, this design may create job opportunities and alleviate poverty as well as improve prosperity."

Pelayanan publik berbasis elektronik sudah menjadi kebutuhan di setiap pemerintahan, terutama di kota. Perkembangan teknologi digital ini sekarang sudah mengarah ke bentuk yang lebih luas lagi, yaitu menjadikan kota biasa menjadi kota cerdas smart city . DKI Jakarta sebagai kota setingkat provinsi yang memiliki tanggung jawab dan masalah yang lebih besar dibandingkan daerah lainnya juga memiliki program untuk bertransformasi menuju kota cerdas, yaitu program Jakarta Smart City. Penggunaan teknologi menuju smart city yang terus berkembang diluar kontrol pemerintah mengharuskan pemerintah untuk memiliki dynamic capabilities sehingga dapat menyelesaikan masalah dan beradaptasi dengan perubahan yang terjadi. Skripsi ini membahas dynamic capabilities Unit Pengelola Jakarta Smart City dalam melaksanakan tugasnya mengelola Jakarta Smart City. Penelitian ini dilakukan dengan pendekatan post-positivist dan pengumpulan data melalui wawancara mendalam dan studi literatur. Hasil dari penelitian ini menunjukkan bahwa Unit Pengelola Jakarta Smart City belum menerapkan aspek dynamic capabilities. Hal itu ditunjukkan dari ketiadaan salah satu dari tiga kemampuan kognitif yang membangun dynamic capabilities, yaitu kemampuan thinking across dan adanya kesenjangan pengetahuan tentang proses pelaksanaan program Jakarta Smart City antara Kepala Unit Pengelola Jakarta Smart City dengan struktur dan Tenaga Ahli di bawahnya.

ABSTRACT
Electronic based public service has become a necessity in every government, particularly in the metropolis. The development of digital technology changes a city into a smart city. DKI Jakarta as province level city that has more responsibility and issue than other regions is one of a metropolis that transform itself to a smart city. The program is titled Jakarta Smart City. The use of technology towards smart city that continues to grow beyond the control of government requires the government to have a dynamic capabilities that can solve governmental issues and adapt to change occured. This study discusses the dynamic capabilities of Jakarta Smart City Management Unit in carrying out its duties. This study was conducted by post positivist approach and data collection through in depth interviews and literature studies. The results of this study indicate that the Jakarta Smart City Management Unit have yet to implement aspects of the dynamic capabilities. It was evident from the absence of one of the three cognitive ability to build dynamic capabilities, that is the ability of thinking across and knowledge gap on the process of implementation of Jakarta Smart City program between head of the Management Unit and its subordinates."

"Alpukat Betawi merupakan sebuah pelayanan publik elektronik yang memiliki tujuan untuk memudahkan pelayanan administrasi kependudukan di Provinsi DKI Jakarta. Walaupun demikian, tidak semua pelayanan elektronik memiliki kualitas pelayanan yang baik terlihat dari adanya sejumlah permasalahan, seperti sistem yang kurang berjalan dengan baik dan tidak dapat diakses tepat waktu, serta keamanan data yang tidak terbebas dari risiko berbahaya. Oleh karena itu, penelitian ini bertujuan untuk menganalisis kualitas Alpukat Betawi menggunakan pendekatan e-service quality. Pendekatan penelitian yang dilakukan dalam penelitian ini adalah kuantitatif dengan teknik pengambilan data mix method, yaitu menggabungkan antara metode kuantitatif dan metode kualitatif melalui survei, wawancara mendalam, dan studi literatur. Hasil dari penelitian ini menunjukkan bahwa e-service quality pada pelayanan kependudukan elektronik Alpukat Betawi Pemerintah Provinsi DKI Jakarta termasuk ke dalam kategori baik dengan 92%. Hal ini terbukti dari empat dimensi e-service quality yang dikemukakan Papadomichelaki Mentzas (2012) tergolong ke dalam kategori baik yang ditunjukkan pada dimensi efisiensi, dimensi kepercayaan, dimensi keandalan, dan dimensi dukungan bagi masyarakat.

Alpukat Betawi is an electronic public service that has the aim of facilitating population administration services in the DKI Jakarta Province. However, not all electronic services have good service quality, which can be seen from a number of problems, such as systems that do not work well and cannot be accessed on time, and data security that is not free from dangerous risks. Therefore, this study aims to analyze the quality of Alpukat Betawi using an e-service quality approach. The research approach used in this study is quantitative with a mixed-method data collection technique, which combines quantitative and qualitative methods through surveys, in-depth interviews, and literature studies. The results of this study indicate that the e-service quality of the Betawi Avocado electronic population service in the DKI Jakarta Provincial Government is in the good category with 92%. This is evident from the four dimensions of e-service quality proposed by Papadomichelaki Mentzas (2012) which belong to the good category as indicated by the dimensions of efficiency, the dimensions of trust, the dimensions of reliability, and the dimensions of support for the community."
