"In the face of the climate crisis, more and more attention has been paid to the adaptation strategy and resource management of water resources, but the construction of large-scale water infrastructure has also caused many controversies. This study will point out the controversy over Kinmen’s transboundary water diversion and the importance of understanding the dilemma of water resources governance in border islands from the perspective of border governance. By reviewing the formation, predicament and transformation of Kinmen’s water supply network since the military administration period in the 1950s, this paper divides Kinmen’s water supply network into two periods: “reservoir construction” from 1950s to 1990s and “pipeline politics” from 2000 onwards. The former is that the state has led the construction of water conservancy facilities for the sake of border governance, while the latter is that water resources governance has loosened the state’s dominance in border governance. This article will point out that although the transboundary water diversion project started by the Kinmen County government after 2000 was a policy driven by geopolitical changes, the borders did not disappear. On the contrary, borders are ubiquitous in the daily practice of water resources governance constructed by the local government to monitor water quality. The real border practice is not an administrative border under a national agreement, but a heterogeneous network of tiny physical facilities such as numbers, checkpoints, and cisterns, and its political effect is no less than that of dams and canals. and other large water infrastructures."

"Penerapan praktik Corporate Social Responsibility (CSR) sebagai norma global yang mendorong praktik bisnis bertanggung jawab pada seluruh kawasan di dunia, salah satunya kawasan Asia Tenggara, menjadi studi kasus yang menarik karena kawasan ini berperan penting bukan hanya isu ekonomi, tetapi juga berkaitan erat dengan dinamika sosial dan lingkungan global. ASEAN mendeklarasikan komitmennya untuk mempromosikan CSR melalui cetak biru Komunitas Sosial Budaya ASEAN tahun 2009, yang semakin diperkuat dengan pembentukan ASEAN CSR Network (ACN). Oleh karena itu, penelitian ini mempertanyakan mengapa masalah praktik bisnis yang bertanggung jawab masih terjadi di Asia Tenggara, meskipun ASEAN telah mengadopsi norma global terkait CSR melalui ACN. Tujuan dari penelitian ini adalah untuk mendeskripsikan proses difusi norma CSR di Asia Tenggara melalui peran ACN sebagai jaringan CSR regional yang merupakan instrumen penting dalam proses difusi norma tersebut. Penelitian ini menggunakan teori difusi norma “norms life-cycle” yang dikemukakan oleh Finnemore dan Sikkink (1998) sebagai kerangka analisis. Penelitian ini menggunakan metode kualitatif dengan pendekatan deduktif. Data yang diperoleh dalam penelitian ini bersumber dari data primer dan sekunder. Data primer diperoleh dari wawancara semi-structure dengan penggiat ACN serta beberapa pengurus Kamar Dagang dan Industri Indonesia (KADIN), sementara data sekunder berasal dari studi literatur. Penelitian ini menemukan bahwa; 1) ASEAN telah mengadopsi norma global CSR ke dalam kawasan; 2) ACN telah menunjukkan peran dan fungsinya sebagai platform yang penting bagi norm entrepreneur untuk mendifusikan norma CSR di negara-negara anggota ASEAN, dan 3) Proses adopsi norma global CSR belum sempurna pada salah satu tahapan dalam siklus hidup norma teori yang dikemukakan oleh Finnemore dan Sikkink (1998). Penelitian ini memberikan kesimpulan bahwa norma global CSR telah terdifusi ke dalam kawasan Asia Tenggara melalui peran penting dari ACN, namun dalam proses tersebut belum cukup sempurna sehingga berimplikasi terhadap sejumlah masalah praktik bisnis bertanggung jawab di dalam kawasan.

The implementation of Corporate Social Responsibility (CSR) as a global norm that encourages responsible business practices in all regions of the world, one of which is Southeast Asia, is an interesting case study because this region plays an important role not only in economic issues but also closely related to dynamics. global social and environmental. ASEAN declared its commitment to promote CSR through the 2009 ASEAN Socio-Cultural Community blueprint, which is Building a Community CSR Network (ACN). Therefore, this study questions why the problem of responsible business practices still occurs in Southeast Asia, even though ASEAN has adopted global norms related to CSR through ACN. The purpose of this study is to describe the process of diffusion of CSR norms in Southeast Asia through the role of ACN as a regional CSR network which is an important instrument in the process of diffusion of these norms. This study uses the theory of "norms life-cycle" diffusion of norms proposed by Finnemore and Sikkink (1998) as an analytical framework. This study uses a qualitative method with a deductive approach. The data obtained in this study were sourced from primary and secondary data. Primary data were obtained from semi-structured interviews with activists of ACN, and the comitee members of the Indonesian Chamber of Commerce and Industry (KADIN), while secondary data came from literature studies. This study found that; 1) ASEAN has adopted international norms on responsible business within the region; 2) ACN has demonstrated its role and function as an important platform for norm entrepreneurs to diffuse global CSR norm in ASEAN Member Countries, and 3) The process of adopting CSR norms is not perfect at one stage in the life cycle of the theory proposed by Finnemore and Sikkink (1998). This study concludes that the global norms of CSR have been diffused into the Southeast Asia region through the important role of ACN, but in the process, it is not yet perfect enough so that it has implications for some responsible business problems in the region."
